l. Reference• Your memorandum to us, undated, transmitting Proposal Declaration
of Non-Significance and Environmental Checklist for PE-885-73 (Ponderosa 3rd
Addition (Revised)).
2. The following remarks refer to the Environmental Checklist Form attached to
the above reference.
a. Section 1-7. There is very little slope to the north. An
intermittent stream discharges onto the stream's alluvial
outwash near the north end of the plat and essentially
blocks all surface drainage to the north from the plat.
This forces surface drainage to the east into the Plouf
Creek sink the highwater level of which is said by some
witnesses to reach the eastern and northern edges of this
plat. The land to the south and west of the plat are at
materially higher elevations.
b. Section 1-11. Continued residential development in the
Plouf Creek water shed is expected to raise the highwater
level of the sink. This will adversely affect this plat
as well as others in the area. At present, there is only
preliminary planning being done in the County Planning and
Engineering Departments to control or correct this problem
and the plan has little effective means of enforcement.
c. Section II. 3. (d). The amount of surface water reaching
the Plouf Creek Sink will be increased. See paragraphs 2a
and 2b above.
d. Section H. 3. (e). The run-off from the developed plat
can be expected to contain petroleum wastes from roadways,
increased nutrients from fertilizer uses and some pesticide
residues resulting from residential uses.
e. Section II. 3. (h). In addition to the direct leachate of
dissolved solids in septic tank effluent being discharged
to the ground water, the surface water discharged to the
sink goes directly to the Spokane Valley Aquifer. It
should be noted that the Aquifer is currently under con-
sideration by EPA for designation as a"sole source aquifer".

ENVIRONMENTAL CHECKLIST
Introduction The State Environmental Polic,y Act of 1971, -Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions signfficantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the-following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the dearee of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answers you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the requzred environmental
review without unnecessary delay. +

The following questions apply to your total proposal, not iust to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future .
No application shall be processed until the checklist has been completed and returned
to the appropriate County department. State law requires explanations for everV "yes"
and "maybe" answer on the checklist, The person completing the form may be required
' to provide explanatfons for "no" answers, and in some cases, more detailed information
to aid in a,threshold determinatfon,
