PE-886-73 . ! , BOARD OF C4UNTY COMMISSIDNERS OF SPOKANE COUNTY, WASHINGTON FINDINGS AND ORDER REGARDING PRELIMINARY PLAT PROPOSAL, PE-886-73, SHELLEY ACRES WHEREAS , The Spokane County Planning Commission did, after public hearing on January 12 , 1973, forward to the Board of County Commissioners a ` recommendation that the Preliminary Plat to be known as Shelley Acres (file number PE-886-73) be approved, sunject to conditions as contained in the Planning Commission minutes of january 12, 1973, and WHEREAS, Objectors before the Planning Commission: Ralph Rice, et al, • did by letter dated january 16, 1973, request a hearing before the Board of County , Commissioners to present evidence and testimony in opposition to the proposed ~ plat, and WHEREAS, The Board of Counfiy Commissioners did hold a public hearing on ~ February 21, 1973, to consider the recommendations of the Planning Commission and tes -Limony and evidence of the applicant, objectors, and other interested I partYes, and ' . WHEREAS, At said hearing opportunity was afforded those favoring and those opposing Lhe above-described Preliminary Plat proposal, and the Board of County Commissioners of Spokane County havzng fully considered the fiestimony gxven, the records and minutes of the Planning Commission and all other evidence presented and having personally acquainted themselves with the site and vicinity in question, does hereby find: 1) That considering the number of lots proposed and the presence of an underground water supply, the proposed plat does not make adequate provision for sanitary waste disposal and will not, consequentiy, serve the public use and interest. I NOW, THEREFORE, Tha preliminary plat of Shelley Acres is hereby rejected. The Board of County Commissioners is aware that the Planning Commission has in the past recommended development of a policy whereby the number of lots that may be createa, and consequentZy the feasibili~cy of a community sewer system, would be consxdered in evaluating requiremenzs for sanitary waste disposal along with soils and topographic conditions. Under the existing sewage ordinances of the Spokane County Health Oistrict on-site sewage systems are permissible in the type of soils present in this subdivisiono ; Althougtii these on-site systems are permissible, I should like to use this opportunity to urge the Board of County Commissioners that other means of sewage disposal be considered. The proposed number of homes fwiil considerably increase the population and the sewage dolume in that particular part of the Valley floor. In view of the fact that ~ underground utilities, water mains, paving and other improvements are proposed for this plat, it would seem that proper and intelligent I community p]anning would demand that the inclusion of the central sewage collecting system be essential to the development of this plato . ~ Therefore, despite the fact that the Health District must say that the land and the lots are suitable for on-site systems9 it is strongly recorranended by the Heal th Di stri ct that a central sewage co11 ection an d dispo sa l sy s t e m b e i n c o r p o r a t e d in t h e p l a t t o t h e b e t t e r m e n t o f that proposed community. The total area has approximately 48 housing units, one high school (Central Valley Senior High), some commercial property along Sprague Avenue and one meat packing plant. Thirty-five housing units are built in a plat at the extreme south of this property o Thirteen housing units are scattered back from the Sprague frontage at the extre me north of the neighborhood. Virtually all of the neighborhood area with the excepta.on of the lake and a small hill south of the lake i s suitable topographically for school site s. The land is relatively flat and treeless. It i s the opinion of this observer that if the majonty of the re st of the neighborhood outside of this plat continues to remain vacant or develop very slowly that it would not be necessary to acquire a site for some time. In any event, this plat repre sents the first major development in a large undeveloped neighborhood. Elementary school sites have also been acquired in three of the four surrounding neighborhoods.
