WHEREAS, the Spokane County Flanntng Commisslon did hold a publtc taeeting
on January 20, 1978 to consider the testimony and requests of several applicants,
objectors and other interested parttes concerning the below referenced zone ,reciassl-
ftcatlons and other items of business, and
WHEREAS, at sald heartng opportunlty was afforded those favorlnq and those
opposing atl ttems of buslness, and
VirHEREAS, Mro 1VIcCoury, 1Vlrs. Byrne, Nrso R3wlings, Messrs, Cu[gley and
Thomes were ln attendance and constttuted a quorum, and
WHEREAS, the Spokane County Planning Commisston fully considered the testi-
mony glven, the envtronmental review, and all other evidence presented, recommend:
to the Board of County Commissioners the following:
1. After dLscussion of the Short Plat Ordtnance, the following changes were
adopted to be tncluded Ln the flnal draft of the Short Plat Ordinance whlch
had been distrlbuted to the Commisslon members at thelr january 13, 1978
hearing:
a) Insert for Item 4.3 The Countv Enqineere
It shall be the duty of the County Engtneer or his destgnated
representatlve (a) to revlew proposed short plats, as approprlate
and appllcable, (1) for adequacy of survey lnformatlon and legal
descrlptlon; (2) general design In respect to surrounding develop-
ment, topography and road system conflguration; (3) access and
need for public rlghts of way; (4) utllity easements; (5) dralnage
and flood protection requirements; (6) private and publlc road
requirements; (7) sanltary sewer requirements, if appllcable;
('b) to furnish hls wrttten recommendatlons ln respect to these [tem:
to the Short Plat Adminlstrator; (c) to admintster all engineering
requirements for engineering, Surveying, installattmn, bonding,
and lnspectfon of engtneer reqt1iLred tmprovements; (d) to require
retmbursement by the appllcant for all dtrect actual costs incurred
In revtew and administratlon of the short plat; (e) to lssue a
'Certtficate of Compllance' upon fLnding of compliance with
englneering requlremer_ts or safiLsfactory guarantees for the same;

A. ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
The pceliminary plat is located within the urbanrzing portion of the Spokane
Valley west of Chester. The plat consfsts of 32 lots on 41 acres of land and gently
slopes downward to the northo The land has been utilfzed for cropland and
pastureland purposes and ha s a poor cropland suitability according to Sof 1
Conservatfon Service fnformationo The proposal of one (1) acre lots will alter
the type of agncultural practices from that of a larger scope to those of typical
nural suburban lots; foeo, gardens, pasture, etco
In regards to other environmental fact ors the plat relates to vanous physfcal
or human elements of the environment a s follows:

Ponderosa 8th-is in acre tracfis, and we are presently
, working with the builders wfio are committed to purchase
these lots. We are attempting to get the price ranges
from $30,000 to $45,000, and doing the ground work on the
types of houses to be built and going over new concep~ts in
p'1 ann i ng.

The fluctuation of interest rates has caused some delay,
as the builders tend to'be more reserved when the interest
rates go to 9%. Wifihin the 1ast 3,or 4 months, the interest
rates have dropped and fihere i s cons,i derabl eTncrease i n
activity now.

Commissioners:
Due to pressing commitments on the part of our associationTs officers and other
committeemen, it becomes necessary for our reactions to be expressed by letter rather
than by person.
Regarding Ponderosa 8th Addition, we express no objection to the density of one acre
spacing. However, exception is taken to this and all future developments whlch rob
water from the residences already established on the existing water lines and
sources. Let me elaborate. The Ponderosa 8th Addition is in Fire District 1 as
are the recently approved Ponderosa 3rd, 6th and 7th Additions. All of the new
homes to be constructed will obtain their water from a water supply which is already
inadequate. To support the claim of inadequacy, the Planning Commission Staff
has the results of recent tests conducted by Fire District 8 staff on the hydrants
south of 44th Avenue (the portion of Ponderosa which is in Fire District 8).
We understand a neiv grid system is reputed to be the answer. We accept it will
be of some help but it must also be recognized we are still operating on the same
limited source and mains which are of inadequate 'size. Although we have not
counted the total of newly authorized homes, we would e-pect the number to result
in an increase ranging between 50 and 100% cahen fully developed.
To date we do not criticize the developers, the fire districts, nor the Planning
Commission for the critical water shortage ivhich is developing. We do criticize
, the systein employed for "sign off" by the fire districts. Present procedures hold
District 1 accountable for approving developments in its designated area with
apparently no responsibility to consider the starvation added homes will place on
those residents on the same lines and sources but served by Fire District 8.
Because there is no provision for Fire District 8 to vote in the approval process,
it stands by helpless.
We therefore appeal to you as a body charged with the responsibility to provide
for the orderly - sound - healthful - safe-coordinated development of the County
in keeping with the needs of the citizenry. We believe you have the opportunity
and responsibility to make order out of chaos by deferring your recommendation of
approval until the following can be accomplished:
1. A commitment is obtained from TrTWP to provide new sources and lines which will
assure adequate water for domestic use and fire protection by a time acceptable
to your group;
2. That the system utilized for approval by fire districts be modified to avoid
this confusion in the future.

For the Comiatssion's information, our Association has met with representatives of
both of the affected districts. They have indicated they support our appeal to
seek an improved approval system. We have furthermore met with developers, fire
commissioners and others in an attempt to find acceptable solutions to the problem.
We are now in the process of ineeting with officials of [41WP in the strong hope that
they will commit themselves to a program which will provide adequate water to all
residents of the area.
Your action to defer your recommendation of approval will be of immeasurable
assistance to our efforts. Thank you for your consideration.
