GROUNDWATER POLLUTION STUDIES IN THE SPOKANE VALLEY
A tesC drilling program was conducted in a drain field area in Spokane
Valley, Washinaton, to study the movement of pollutants in glacial outwash
deposits when,they are subjected to extreme polluCion loads. The primary
objective of the study was to investigate the movement of chemical and bac-
terial pollutants in alluvium under conditions of abnormal loading. An
extreme loadinc, condition was found at a local nursing home where the aver-
age occupancy had been about 100 during the last several years. Sewage
' from the nursing home is handled by a drain field approximately 40' x 40'
in area and loaded at the rate of approximately 10,000 gallons per day.
Laundry and kitchen waste waters are not handled by the eame drain field.

Several tesC holo-s were drilled in the main drain field area and a few
additional holes were drilled in the laundry or deterg.ent drain field. Zwo
additional holes were located ouCsido the known present or paet dispoaal areae

the teet holee and these soil eamples were then analyzed for totA1 coliforme,
fecal coliforms, enterococci, moisture, chloridee, nitrates, ABS end LASO end
particle size distribution. ,

The conclusiona of this investigation fell into five basic caCegoriea:
~
1. Soils of the type found in the test area were found to be very ,
effective in filtering bacteria from appli,ed waste weters. Pas_
sage of the waste waters throush 20 feet of soil normally removes
~ rt,P co form bacteria and enterococci. Virtual certainty of organiam i
removal can be aesumed if the waters filter through 50 feet of eoil.
2. At the prevalent rates of waste loading on the leach field, the waste
~
j-~ waters are disposed of primarily by .1at.exal movement and evapotrane-
pira tiorn during the warmer seasons of the year ra ttier than by deep
percola'tion which would eventually reach the groundwater table. Dur-
ing seasons of active evapoL-ranspiration, Che moisture ia returned to
the a tmosphere a t essentia].ly the ra 1.e thnt was re waters are appl iea. ,
There is some evidence, however, ttiae through the winter months the
advancing moisture fronts move further from the drain field in both
lateral and vertical directions. The effective deprh of moisture pene-
tration during the winter months is evidenCly_noti more than about
50 fg,,e,t.
3. Chemical pollutani.s such as chloride and niCtates in this alluvial
environment and soi1 mois ture environment migrate with and aC ra tes
comparaLle to the dispersing wasCe waters. In other words, the chema-
cal Qo1luCants migrate._vrimarilv in a__Iateral direcLion. However,
soils with high nitrate and chloride values are found at locaCions
which would correspond with the wintertime moisture advance in the

soil.

recharge and the poCentzal for pollutant movement must be localized
in areas where precipitation is collected and channelized,
5. Ttie very nature of the dispersion and lateral tnovemenr of Che wasCe
'waters in this partxcular location has a beneficial effect in limit-
ing the pollution dan"er. The waste waters move predominantly in a
lateral direc tion and in the finest inrerbeds auch that there is
liCtle chance for rapid movement of pathogens.
A follow-on study was then conducted aC a local dairy in the Spolcane Valley
to determine the effects ot dairy feedlot operation on groundwater quality.
The dazry was chosen as one potential source of pollutants associated with
laxge animal populatione. The local dAiry was aelectod for arudy becauae it
wns determined to have rhe highesC etAble animal popularion and th e higheet
probable pollutant load. The dairy in question was undoubCedly the Early
Dawn Dairy The field-teating program was conducted at the dairy during the
summer of 1967.
Tlie dairy overlies an aquifer which is presumed to be the same aquifer that
provides munic ipa 1 supply to the c ity of Spolcane The wa ter table is a t an
averase depth of approximately 90 feet. At the time of the test drilling,
the animal population aC the dairy was about 159 cows. The feed pen area at
this particular dairy has a concrete pad which is scraped and hosed frequently
to remove the animal wastes. Flushing waters drain into the loafing area
where two test holes were drilled. An additional hole was drilled in a nearby
field where waste watere from the milk processing facilitfes including fluehing
waters, detergen-t wash waters, and waste products are discharged.
The analyCical studtes associated with this particular investigation indicate
rhnt the movement of bacteria frorn the dairy feedloti operations to the waCer
table in the Spolcane Valley cloea uo_L_,U.ear to Ue a seriousjroblem. '.fhe
question of movement of viruses are assumed to respond in the same manner as
bacteria, however, Chis was not a.nvesLigared and is still onen to 4uestion.
Clilorides and nitrates, on the otlier hand, dlsplay agreatydeal of mobiliCy
and may actiually presenC a groundwater pollution hazard when movement in the
saturated zone is restricCed. The research findings, however, do suggest
that active movemenC of chemical pollutanCs, namely nirrates and chlorides,
may have been limited to the early stages of the feedlot operation. Continued
•i operation aC the siCe has probaUl.y resulted in the formaCion of en organic
matLe which arresCs further infiltration of these solutione.
Observations at other locations have directed atrention to Che fact that in
, the early atages of drair► field or feedlot operation, excesa waters may in-
~ deed infiltirate downward with their po1luCant load. However, II$ organic
,
tua._t-tes_are builr in the upper_ soil layers, active downward movement isslowed
and is eventually replaced by laCeral movement. Continued loadins u1timately
permits dispersion of the fluids over an area large enough for infiltratfon
to be stopped effectively and for combined soi l storage capac ity en d evapo-
, transpiraCional proceeses to dispose of the wasCe watere.

~ Thus it would appear from these two studies that relatively dispersed pol-
lutional loadings in the Spokane Valley area would not present a pollutional
hazard to the groundwater supply. On the other hand, pollutional loadings
in recharge zones where reinfall run-off is channelized may be an entirely
different situation.
Continued investigations of the drain fiel.d environment in the Spokane Valley
included a series of drilling tests at a local trailer court drain field
and at an essentially unpolluted area near a large gravel pit which peneCra-
ted the saturaCed zone. The River Rose Trailer Park located immediately ad-
jacenC to the Spokane River at a location where the water table is at a depth
of about 45 feet was the site of a series of test drillings. The 40' x 40'
drain field at this location services only six mobile home units and has a
reietively light loading eetimated to be about 2 inchee of water per day.
The reported analytical values for detergenta found in the aoil moisture are
somewhat questionable due to interference from extraneous organic materials
and anomalous results were commonly obtained. On the other hand, the distri-
bution of chlorides and nitrates in the soil was found to be suggestive of
downward movement of these chemicals Here again, the data are not entirely
conclusive as the reported chloride values do not exceed the concentrations
reported from uncontaminated control holes drilled elsewhere in the area.
The nftrate values reported at the tra iler parlc test site are higher than
those from the control holes but not appreciably so. The variations may re-
late more to the clamical nature of the outwash gravels than to the chemical
migration from the drain field.
A series of test holes were drilled at the west end of the large qpntral Pre-
Mi,x Gravel quarry which is now essentially abandoned but from which several
millions of yards of aggregate have been removed. The gravel pit site is
now occupied by a water table lake which frequently gives positive analysis
for fecal coliform bacteria lt is thought that mosC of these organisms
originate with wildlife whfch inhabit the area. Analytical data from the
series of test holes at this site indicate a relatively high chloride content
for these virgin soils which equals or exceeds many values associated with
the drain fields. T~is final studv concludes that at the Qresent time the
Qp_"ation of sanitarv drain fields in the Spokane Valley appears to be no
threat to the Spolcane Valley aqurfer. Bacterial zndications of contamination
Were not iound at anv time in rhe course of the extensive samplin& program;
however, there may be some limit to the extent of this kind of development
that can talce place before problems become apparent.

A$ you recall the Engineer for the development, Mro Adams made
the statement that the size of the lots in the proposed addition
were comnarable to the size of the lots, with the exeeption of
the row of extra large lots on the east side and along Airpark
Drive 9 in the adjacent I,emon Afrpark Additiono I disagreed with
this contending that the lots in Lemon Agrpark Addition a.nd with
the exception of the lota mentioned were 15 to 20% larger a I have
now caleulated the sizes of the lots in Lemon Airpark to verify
this o
Ifind the average size of the 84 lota in Blocks 4 thru 8 gs
12500 square feet. If you include the additional 10 lots in Blocka
1 thru 3 the average size ia 131000 The size of the lots in the
propoeect addition is 10600 square feet, I believe the developer
should be required to do what he said he was fntending to do,
namely platting lots of comparable aize to adJoining Lemon Alrpark
Addition lotso
The developer has committed himself and should not be given final
approval until adjustmenta have been made gn the size of these

Early Dawn Addition

Gentlemen:
Request is respectfully submitted for a one year time extension concern-
ing the preliminary plat of Early Dawn Addition.
To date extensive work and funds have been expended to ready the area
for the final plat of the first phase. Adams Enqineering is almost
ready to finalize the platting of the first phase which is now apnrox-
imately 80% complete.
James S. Black & Company was in the process of neqotiations for the
purchase of the subject property f rom Far West Securities at the time
Far West was purchased by Columbia Mortgaqe Company, an out of state
corporation. For this reason thO negotiations between Far West Securities
and James S. Black & Company were suspended pendinq final arrangements
by Columbia Mortgage Company in their purchase of Far West Securities.
James S. Black & Company is presently concluding the negotiations for
the purchase of the Early Dawn Addition from Columbia Mortgaqe Company.
At the conclusion of the final arrangements of the purchase James S.
Black & Compan,y will pursue completion of the final plat of the first
phase of Early Dawn Addition. This has been proqrammed to be accom-
plished within sixty days from date. As soon thereafter as oossible
contracts will be let for the installation of the land improvements.
The finished lots will then be marketed to speculative builders.
Thank you for your consideration in extendinq the time period on this
preliminary plat.

Planning Commission Recommendation: Approve, subaect to the followincr

1. That the plat be designed as indicated on the preliminary plat of
record and/or attached sheets as noted. Minor adjustments in street

the Single Farruly Residential Zone. Lemen Airpark Addition
was upgraded to the Singla Family Residential Zona in 1970.
