A. CONDITIONS :
1. That the plat be desfgned as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement bE placed in the dedication to thc effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdfvided for the purposes of creatfng additional lots or
bufldfng sftES without filing a replat.
3. That the plat provide for right of way width for strcets as indicated on
the preliminary plat of record.

The water supplier (purveyor) will also ccrtify prior to the filing of the
final plat on a copy of said water plan that appropriate contractul arrange-
ments have been madc: with the plat sponsor for construction of the
water system, in accordance with the approved plan, and in accordance

completion of the water system and inspection by the appropriate health

Spokane County and the water supplier (purveyor) harmless from clalms
by any lot purchaser refused a building permit due to the failure of the
plat sponsor to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the pub-
lic water system as approved by County and State Health authorittes
and the local fire district and water supplier (purveyor) will be installed
within this plat, and the subdivider will provide for tndividual service
to each lot prior to sale of each lot.
NOTE: The Spokane County Health L'istrict has determtned that the
soil conditions in the plat are suftable for on-site sewage
disposal systems on each lot,
7. That a certificate of title be furnished the Planning Commisston prior
to the filing of the final plat.
8. That the preliminary plat be glven conditional approval to April 1, 1977.
9. That streets be fmproved to sfiandards established by Spokane County
or a bond to cover the cost of such improvements be furnfshed the
County Engineer. The bond may also cover the cost of "as bufl.t"
plans, engineering costs, and plactng of final center line monuments.
Frederick Avenue shall be opened and improved to County standards.
10. That profiles of streets, cross sections, proposed grades, and drainage
plan of the plat be suhmitted and approved by the County Engineer and
by the Planning Dfrector before the final plat is drawn. Prior to accept-
ance of the improvements or release of bonds, a certificate by a regis-
tered civil engineer or 1.icensed land surveyor wfll be required indicating
that all improvements havc been Instailed to the lines and grade; shown
on the approved constructlon plans.
11. Conditlonal approval of the plat is given subj ect to the dedicatfon of the
right of way to the public and approval of the road system in the plat

B. BACKGROUND:
The proposed plat is a replbt -of Fairacres Subdivision which was filed in
1908. The lots were originally platted into 62 lots of approximately
40, 000 square feEt a piece.
C. AIiTALYSIS INCLUDING ENVIRONNENTAL ASSESSME NT:
The proposed plat is located in the urbanizing area of the Spokane Valley
lying approximately 700 feet south of T'rent.Road with Bowdish Road adjacent
to the east side of the plat. The proposal consists of 37 lots on 11.8 acres of property, each lot having approximately 12, 000 square feet of area.
The site is prlmarily flat which gently slopes up to Bowdish Road on the east
end of the property. The property is currently being used for animal keeping
with some evidence of grass as the only existing vegetatton. The natural
state of the property should pose no preblems in road construction, drainage
control, locatfon of building sites, or getting access to the building sites.
Thc road system has beEn designed to connect existing County roads, and
proper attention has been given to assurc access to adjacent ownerships.
Special attention was given to determining the frontage direction of the lots
on the east end of the plat. The staff concluded that since the lots on the
east side of Bowdish Road hacl side yard screening and were also partially
screened by gradc separation that fronting the six .1ots onto Bowdish Road
would not have a negative effect on the privacy of the lot owners across
Bowdish Road,
The staff is of the opinion that if thc preliminary plat were approved and
devcloped to the above-stated conditions, the proposed plat would not have'
any greater effect upon thz topography, geology, biological and botanical
characteristics, atmospheric and aquatic conditirns and other natural develop-
ment than similar residential uses established in the area. Therefore, the
staff concludes that an envlronmental impact statement is not roqufred in
conj unc tion with approval of the propo sed plat.
D. ZONING RECOIViMENDA'LION:
Planning Commissfon Recommendation: Approve Fairacces Replat No. 1 as
indicated on the preliminary plat of record to the Sinqle Family Residential
Zone (R-1) classification upon filinq of the final Qlat.

ANALYSIS
1. The lots in Fairacres Replat No. 1 have been designed to accommodate
single family residences, i.e., all of the lots would have at least
BO feet of frontage and 10, 000 square feet of area.
2. The plat is situated within the Spokane Valley. The Commission has been
upgrading similar si2ed lot developments In the area to the Single Family
Residential (R-1) classification.
3. The Single Family Residential Zone prohibits duplexes, animal keeping
other than household pets, mobfle homes, and home occupations.

SUBJECT: Standard Plat Conditions
We recommead approval of the plat of Fairacrea Replat #1 PE 996-76
subject to the following conditions:
that conditional approval of the plat is given subject to dedicatfon of Right of
Way to the public and approval of the road system in the plat by the County Engineer;
that plans, profiles, and cross sections showing proposed street centerline and curb
grades be submitted to the County Engineer for approval prior to construction and
the fiZing of a final plat; '
that drainage plans and design calculations showing the grades and aligrnnent of drain-
age facilities be submitted to the County Engineer for approval prior to construction
and the filing of a final plat;
construction within the proposed public streets and easements shall be performed
under thz direct supervision of a 2icensed Iand surveyor, who shall be responsible
for perpetuating all evidence of the Iocation of survey monuments which may be
disturbed during co nstruction and who shall furnish the County Engineer with "As
Built" plans and a certificate in writing that all improvements were installed to
the lines and grades shown on the approved construction plans and that all disturbed
monuments have been replaced;
no construction work is to be perforrned within the Public Right of Way until a pennit
has been issued by the County Engineer. All work is subject to inspection and approval
by the County Engineer; aIl construction within the Public Right of Way is to be completed prior to filing
the final plat or a bond in the amount estimated by the County Engineer to cover the
cost of construction of improvements, construction certification, "As Built" plans,
and monumenting the street centerlines shail be filed with the County Engineer.
