B. BACKGROUND:
The propased plat was rezoned fro-: :'.~:•~,_r.•.~'!t=,~~i to MuIT!nle
on September' 26, 1974. In conjuncrlor. wlth -said cezonr-., a sper,;i1~ stte
pla'n was approved stipulating, among other things, th-3 :of 64
apartment units (16 untts pec gro,ss acre). Ta date, n:.• ~ 1:;' ~;~:3tions
have been made to the site to accommodate such a;:!:
C. ANALYSIS INCLUDING ENjIIRONMENTA-L ASSESSMENZ :
The, site is located on the northerly side of Nts-sion Avenue betvveen Adams
and, Best RQads extended. It is now betng prQposed as ten duple:i Iots for
a reduction in gross density from 16dwelling units per gross acre (as per
approved, multiple famlly stte plan) to flve dwelling, units per gros s. acre .
The site gently slopes to the narth with an abrupt topographical change bi -
sectlnq the northerly portions of these lots~ thereby limittnq actual buildi'ng
placements on the westerly partion of this sita. -
NOTE: The Health Dlstrict ha's determined that the westerl_y two lots of
the -origtnal prellminary submittal mu::t be combined to provide a
sufflcient building and sewage d1spo,z3al system area for one buildlnq
complex.

PE-997-76 - BEST VIEW AD.DITION (Cont'd)'
Thz slte does not require additi, onal Lmprovements such as roads, op,en
space areas, etc., hence, it ts felt that the: property will be adequat~
for development as ten duplc:x lots as par thE p'reliminary plat of record.
W'ith respect to larid use, the site is a"fill In" plat ctrcumvented on the
west, south, and e'ast by exlsttng plats of single family and duplex lots
of higher densltles than this plat.
The staff is of the opinion that if the preli-minary plat is approved and .
developed to thE above-stated conditions, the proposed plat wfll not
have any greater effec,t upon the topography, gbology, b,tolGui::-_: ~nd
botanical characteristics, atmospherlc-and aquatic condi°~:'.;~z:~ 011ther-
natural developments than residential uses establish'ed in, the arera.
Therefore,, the staff concludes that an environmental l.mp3^t statiumenfi' ls no,t
requ ired ln conj unction with approva-1' or th-e proposed o1.3t.

authorities and the lacal fire dfstrict and water supplier (pur-veyor)
wiil be installed wtthi,n thls plat, and the subdivider will provide
for indIvidual servl'ce to zach lot prior to sale of each lot.
NOTE: The Spokane County Health District has determtned that lots
1-9 of the prellm'tnary plat arQ suitable fo'r on-slte sewagE
disposa.! systems to serve duplexes. According to their
memo dated Niarch 4, 1976, Lot 10 is limited and Lot 11
is unuseable, and it' ts their recommendatto,n th-at lots

5. That a cetttficate of title be furnished the Planntng Commission prior

7. That a name be indicated before th'e final plat is filed; such name to, be
approved by the, County A ssessor and the Planntng staff.
B. BACKGROZJND:
The proposed plat was rezoned from'Agricultural ta Multtple Famlly Suburban
,on Septemb-er 26, 1974. In conjunction with said rezone, a specific site
plan was approved stipulating, am'ong other thtngs, th,e con, structton of 64
apartment units (16 units per gross acre). To date, no physical alte'rations
have been made tQ the stte to accammodate such a plan.
C. ANALYSIS INCLUDING EIITVIROh1MENTA-L ASSESSNENT:
The site ls loca'ted on the northerly side ef Nilsston Avenu-e betwcen Adams
and Best Roads cxtEnded. It is now being proposed as ten duplex, iots for
a reduction in gross denslty from 16dwelltng units per gross acre (as oer
approved multiple family site plan) to five dwelling unlts per gross acre.
The stte gontly 'slopc:s to thc north with an abrupt topvgraphlcal change bi -
secting the northerly portions of these lots thereby llmiting actual' bullding
placements on the westerly poctlcn of this slte.
NOTE: The Health District has determtmed that the westerly two lots of
the origtnal prelimtnary submi'ttal mustr be cgmbined to provide a
suffic, lent butlding and sewagc d'lsposal system area for one bui'1dl.ng
complex.,
(C ont' d)
-10-
PE-997-76 - :BEST VIENti ADDITION, (Gont'd)
The site does -nat require addltional improvements such as roads, open
space area's, Etc., hence, [t is felt that the, property will be adequat'e
for development as ten .-duplex lats as per the preliminary plat of record.
VV'ith respect to land u-se, the site !s a"fili In" plat circumvented on the
west, s'outh, and east by existing plats of single family and duplex 1'ot8
of higher densftte's than this, plat.
The staff is of the opinlon that if the prellminary plat is approved and
developed to the above-stated condiUons, the proposed plat will nct
have any greater effect upon the topography,, geology, btologic3l and
botanical ctiaracteristfcs, atrnospheric; and aquatic, conditlons and other
natural developments than restdEntial uses establtshed in the area.
Therefore, the staff cancludes that an envtronmental impact statement Is not
required ln conjunctlon with approval of the proposed plat.
