Planrung Commission Recommendation Approve, subiect to the followinq
condition s
A. Conditions
~
1. That the plat be designed as indicated on the preliminary plat of
record and/or attached sheets as noted, and that the present and
future use limitations of the easement provided at the rear of Lots 1
and 2, Block 2, for a sewage treatment site be indicated in the final
plat and in the dedication.
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdivided for the purposes of creating additional
lots or building site s without filing a replat.
3. That the plat provide for nght of way widths for streets as indicated.
4. That appropnate street name s be indicated.

5. That appropnate utility easements be indicated on copies of the
approved preliminary plat for distnbution to the Planning Department
and the utility companies. Wntten approval of the easements by the
utility company must be received pnor to the submittal of the final
plat.
6. That a certificate of title be furrushed the Planmng Commission pnor
to the filing of the final plat.
7. That the preliminary plat be given conditional approval to April 1, 19 72 . 8. That a plan for water facilities adequate for fire protection be
approved by the water supplier and the fire protection distnct. The
water supplier will certify that appropnate contractual arrangements
have been made with the plat sponsor for construction of the water
system prior to filing of the final plat.
9. That streets be improved to standards established by Spokane County,
or a bond to caver the cost of such improvements be furnished the
County Engineer in the amount as determined by the County Engineer

10. That profiles of streets, proposed grade s, and drainage plan of the
plat be submitted and approved by the County Engineer before the
final plat is drawn. The County Engineer may require that design of
drainage improvements for the entire plat be made by a registered
civil engineer.
11. Conditional approval of the plat is given subject to dedication of the
nght of way to the public and approval of the road system in the plat
by the County Engineer.
12. That a new name be indicated before the final plat is filed, such
name to be approved by the C ounty As se s s or ,
13. That conditional approval be given subject to provisions in the plat
for a public sewer system and a public water supply system.
Approval of the location and design of sewer systems must be given
by County and State He<31th authorities and the County Utilities
Department pnor to filing of the final plat. Approval of the design
of water systems must be given by County and State Health authonties.
14 That a statement be placed in the dedication to the effect that a
public sewer system and a public water supply system will be made
available for the plat and individual service will be provided to each
lot pnor to sale. A suifiable guarantee will be required by the Public
Works Department to assure construction of said systems.

Planrung Commission Recommendation Approve to Sinale Familv Residential
(R-l) Zone.
A. Reasons
The final plat of Wolfcrest Addition has been filed incorporating 15
suburban lots ranging in size from 11,000 square feet (100x111') to
12, 780 square feet (90'x142'). All lots within the subdivision conform
to the mirumum dimensional requirements of the Single Family Residential
Zone (R-1) f or a single f amily re sidence .
The Planning Comm2ssion is of the opiruon that Wolfcrest Addition is
appropnate for Single Family Residential (R-1) zorung because.
1. The 15 residential lots have been designed for single fanuly building
site s; i, e., mo st of the lots have 8 0- 90 fe et of frontage and 12 5-
130 feet of depth.
2. The Planning Commission has been routinely upgradzng similar
residential developments with comparable frontages and lot sizes
~ to the Single Farruly Residential classification.
3. The Single Family Residential Zone prohibits duplexes, animal
keeping other than household pets, home occupations, and mobile
home s .

At your request the Health Oistrict offers the following
Our recommendation to you for the March 26th hearing stated
we felt public sewers should be required for this subdlvision

property as it provides long term benefits to the home owner
which on-site systems cannot.
Since this hearing several factors have been discussed both
in pubiic hearings with the District Board of Health and tirlth
staff personnel In this particular subdivision
(a) The soils are of a type which is conducive to
good operation of septic tanks and drainfields
(b) The surrounding land is developed to a point
where a public sewage system would be isolated
and relatively inaccessible to future expansion.
(c) The number of lots is small enough for there to
be a question on the economic feaslbility of
providing a public system, and
(d) There is some question as to who is available
to become the operating entity
In light of tiiese factors you might be ivell advised to allow
on-site sewage systems for developmental purposes.
The Health District feels that as the questions of economic
feasibility, operating entity and comprehensive setiver planning
are resolved., The publjc sewage facility will be a must from
an economic, a health and a pianning stand point

questions.
