PRELIMINARY SUBDIVISION
PE-825-72 - HILLCREST ACRES 6TH ADDITION: GUTHRIE
Planning Commission Recommendation: Approve, subiect to the followinq
conditions :
A. Conditions:
1. That the plat be designed as indicated on the preliminary plat of
record and/or attached sheets as noted. 2. That a statemenfi be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdivided for the purposes of creating additional
lots or building sites without filing a replat. '
3. That the plat provide for right of way `,vidth for streets as indicated
on the preliminary plat of record. .
4. That appropriate provision be made that the following described
property be held in trust until the adjoining land is platted and the
remaining half of the street is dedicated: A 1' strip at the edge of
all streets that terminate at the plat boundary.
5. That appropriate provision be made that fihe following described
property be held in trust until the continuation of the street be
dedicated or deeded: A 1' strip at the end of 25th Avenue as shown.

6. That appropriate street names be indicated.
7. That appropri ate utility e a se me nts be indicate d on c opie s of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final plat.
8. That a plan for water facilities adequate for fire protection be approved
by the water supplier and the fire protection district' The water
supplier will certify that appropriate cbntractual arrangements have
been made with the plat sponsor for construction of the water system
prior to filing of the final plat.
9. That a certificate of title be furnished the Planning Commission prior
to the filing of the final plat.
10. That the preliminary plat be given conditional approval to March 1,19 73 .

11. That strec;ts be impraved to standards established by Spokane
County, or a bond to cover the cost of such improvements be
furnished the County Engineer in the amount as determined by the
County Engineer.
12. That profile s of streets, proposed g rade s, and drainage plan of the
plat be submitted and approved by the County Engineer before the
final plat is drawn. The County Engineer may require that design of
drainage improvements for the entire plat be made by a registered
civil engineer.

13. Conditional approval of the plat is given subject to dedicauon of the
right of way to the public and approval of the road system in the plat
by the County Engineer.
14. That a name be indicated before the final plat is filed; such name to
be approved by the County As se s sor . ,
15. That percolation and/or soil classification tests be submitted as
requfred by the County IIealth Officer. Subdivider is nofi authorized
to have the final plat drawn until the County Health Officer certifie s
in writing that lot sizes, soil porosifiy, and topography are such as
to reasonably expect on-site sewage systems to be -workable and not
injurious to water strata used for potable water wells or springs.
16. That a statement be placed in the dedication to the effect that a public
water system, acceptable to County and State Health authorities will
be made avaiJ.able for the plat and individual service provided to each
lot prior to sale of lots.

Planning Commission Recommendation: Approve to Sinqle Family Residential
(R-1) Zone.
A. Reasons:
The final plat of Hillczest Acres 6th Addition has been filed incorporating
15 suburban lots (tracts) ranging in size from 9, 000 square feet
(75'x125') to 12, 000 square feet (80'x150'). All of the suburban lots
except Lots 3 and 4, Block 2, and Lot 3, Block 3, are of sufficient size
and frontage to allow single family development in accordance with the
R-1 Zone. The li sted lots would be non-conforming.
The Planning Commission is of the opinion that Hillcrest Acres 6th
Addition is appropriate for Single Family Residential (R-1) zoning
because:
1. The 15 lots in Hillcre st Acre s 6th Addition have been de signed to
accommodate single family re sidence s; i, e., most of the lots have
at least 80' of frontage and 125' of depth. None of the lots within
the subdivision have less than 9, 000 sq.ft, of lot area.
2. The Planning Commission has been routinely upgrading similar
re sidential plats in the Vera and Opportunity Communitie s to the
Single Family Residential (R-1) Zone. The surrounding (adjoining)
area has been platted and zoned for single family residences on
lots with 8 0' to 9 0' of frontage.
3. The Planning Commission contends that none of the lots within the
subdivision have disadvantaged relationships which would warrant
duplex zoning.
4. The Single Family Residential Zone prohibits duplexes, animal
keeping other than household pets, mobile homes, and home
occupations.
