Mr. Dormaier's and following our oonversation of 4-16-75, I will attempt to
explain our reasons for not pl3cinq these itemg on the Plan,-ting Commission
Aoenda at the pre3ent time.
It hes been the policy of the Planning Commission only to grant extension of
tirne on plats when some physical work has been caompleted on the plat or when
the documents have been preparsd foc filinq and have not yet been oompleted
prior to expiration date. In any event, plate are uaually only extended for a one
year period and then if the above items have not been oompleted, the plat is
usually allowed to expice.
In case of Mr. Docmaier's plats, they have been given appmval since May, 1972
and in May, 1974, the Planning Commisaion esked that they not be qrantsd futthEr
exteneions unttl some of the conditione had been oomp3eted. Subsequent to that
time those oonditions were oompleted and the Planninq Commissi.on aew fit to exterl;:i
them once more to allow Mr. Dormaler to vomplete the filing of the plats. Zb date
no additional phyeical w+ork he8 been completed and we do not have e copy of a
final plat in our possession. Furthermore it has been breuqht to ouc attentLon that
Mr. Dormaier is anxious to sell some of the pmperty included in the plats and we
would therefore be dealinq with a new sponsor. It ia not out intent to awid the prohlem s
of this develop:nent and therefore, we va+ould sugqest that the plat be nllowed t,-:1
lapse until auch time as Mc. Dormaier has (a) vompleted th• physical wrork necessary
to file the plat or (b) bon-Jed the physical wvrk necessacy and prepared the final plat
documents.

Delivered by seperate carrier was a new application plus updated engineer-
ing work on the above referenoed proposed plats.
Pursuant to our recent telephone conversation, I am hereby confirming the
intention of Mr. Dormaier to pursue to proper conclusion the necessary work
necessazy to ccinplete the referenced projects. As you knaa, he has done
considerable work in the past with the Health Departznent concerning water
supply and sewage service and will be cooperating with them in finalizing
the necessities.
Adnittedly, there has been a greater length of time irYVOlved in the formula-
tion and develognent of this proj ect than the Planning Ccmnission is accustcgned.
Taking into acoount the new application and engineering date, plus the know-
ledge that Mr. Donnaier is now in a position to canplete the project as evidenced
by a Broker's activity, I respectfully request that positive consideration be
given to the new application.

Planning Commission Recommendation: Approve, subject to the followinq
c ondition s :
A. Conditions:
1. That the plat be designed as indicated on the preliminary plat of
record and/or attached sheets as noted, to-increase the size and
alter the boundarie s as indicated on the first propos al to include a
full width street right of way that will extend to the Dishman-Mica
Road.
2. That a statement be placed in the dedication to the effect that no
more than one dvvelling structure be placed on any one lot, nor shall
any lot be further subdivided for the purpose s of cre ating additional
lots or building sites without filing a replafi.
3. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.
4. That appropriate provision be made that the following described
property be held in trust until the adjacent land is platted: A 1' strip
at the edge of all streets that border the plat.
5. That appropriate street names be indicated.
6. That appropriate utility e asements be indicated on copie s of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
plat.
7. That a plan for water facilities adequate for fire protection be approved
by the water supplier and the fire protection di strict . The water
supplier will certify triat appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system
prior to filing of the final plat.
8. That a certificate of title be furnished the Planning Commission prior
to the filing of the final plat.
9. That the preliminary plat be given conditional approval to April 1, 19 73.

10. That streets be improved to standards established by Spokane County,
or a bond to cover the cost of such improvements be furnished the
County Engineer in the amount as determined by the County Engineer.
11. That profiles of streets,, proposed grades, and drainage plan of the
plat be submitted and approved by the County Engineer before the
final plat is drawn. The County Engineer may require that design of
drainage improvements for the entire plat be made by a registered
civil engineer.
12. Conditional approval of the plat is given subject to dedication of the
right of way to the public and approval of the road system in the plat
by the County Engineer.
13. That a name be indicated before the final plat is filed; such name to
be approved by the C ounty As se s s or .
14. Thafi a statement be placed in the dedication to the effect that a
public water system, acceptable I rounty and State Health
authorities will be made available for the plat and individual service
provided to each lot prior to sale of lots.
15. That the means of sewage disposal be approved by the Health

As you know,. I have bcen counsel ing with Harry E. Dorm ai.er in
connection with his Prelininary Subdivision, pE 826-72, Dormaier
_Hills,,, and it would secm that he has things pretty wel straig~ritened
out except For the purchase of the radius across l'Vilbur Street from
his Subdivision. As you lcnow, this small piece is. owned by Frank Ger imonte , or at
least by the Frank Gerimonte fanlily, and I have knowledoe concern-
ing Mr. Harry Dormaier' s efforts througn his own statements and in
talkinj to Mr. Gerimonte; and learned that he harl alnost made a
pest of hiinself in attempting to get the Gerimontes' to deed it to
tne County for road purposes, or deed it to IvIr. Dormaier so he
could in turn deed it to the County. What their trouble is , I do not know, but I do know that the Gerimontes' have rEfusea; and thEy
refused my efforts and suggestions. I tolcl them that the property
ttiras oL little value to them, and that cars were already crossing
this radius to get on to tile Dishman-I4ica Highway; but they remained
adamant to any suggestion that> I had to off er on ivir. Dormaier' s
behalf. -
I am quite sure that if they txlought the County was going to con-
demn this property9 that they would consider a figure; but I just
don't knowe I couldn' t get it . from th
