A. Reasons
1 o The final plat of "Ponderosa Acres Fifth Addit.ton" has been filed
with the Spokane County Auditor and has been platted into lots
with frontages ranging from 146 feet to 185 feeta Lot depths are
300 feet, rnaking each lot one acre or more in size which would
be sufficient properrcy to meet mf nf mum standards in the Agricul-
tural Suburban Zone for the keeping of three (3) animals,
A11 the Ponderosa Acre plats located immediately to Yhe east and
north of Ponderosa Acres Fifth Addition are presently zoned
"Agrtcultural Suburban" in keeping with semi-rural character and
development of the area,
2. The change in zoning from "Agrtcultural" to "Agricultural
Suburban" would be fn keeping with the Plannfng Commission's
policy of upgrading the zoning classification to fit the designed

Planning Commission Recommendatiion Approve r subiect to the following
conditions
1 Preliminary approval of the plat be given only for that portion of the
plat outlined in red on the prelirranary plat of record, subject to the
follpwing design changes to be approved by the Plannfng Director and
County Engineer before the final plat is prepared
a} Alignnient of the two westerly street stubs in the plat with streets
included in an acceptable desfgn for the remainder of the property
b) A redesign of the road system, as necessary, to insure that the
plat can be sewerred within the road right of way
c) Eliminatf on of a 4-vvay intersection where "T" intersections can
be util3zed
d) A provisfon made in the design of the lots for future subdivision of
acre lots into more typical residential sized lots
e) A street connection with Holman Road to the south, if right of way
can be acquired and/or property adjustments be made, or a
_ temporary cul de sac be provided at its point of terminatfon
on fhe border of the plat
2. That the intended use of the area shown on tne prelfminary plat as
a Recreation Area be specified and that its future development and
ownership status be indicated on the final plat That the area be
relocated to a location not adjacent to existing residences or that

3. That a statement be placed in the dedication that no lot in thi s plat
be further subdivided without filing a replat
4. That the plat provide a 60'-0" right of way width for streets, with

plaf be submiteted and approved by the County Engineer before the
final plat is drawn, The County Engineer may require that design
of drainage improvements for the entfre plat be made by a registered
civil engineer
13 Conditional approval of the plat is gfven subject to a wrftten approval
of the road system from the county engineer The subdivider is not
authorized to have the final plat drawn until this written approval is
obtained
14 That percolation and/or soil classffication tests be submitted as
required by the County Health Officer Subdivider is not authortzed
to have the final plat drawn until the County Health Officer certifies
in writing that lot sizes, soil porosity, and topography are such as to
reasonably expect on-site sewage systems ta be workable and not
injurious to water strata used for potable water wells or sprfngs
15 Preliminary approval be given for that area crosshatched in red, subject
to approval by the Health Department and Planning Department of
specific stte development plans of those lots fn question and
appropriate tests to determine the feasibility of on-site systems
to be installed according to thase site developmenfi plans for those
lots only
16 That the plattor be advised thaf the balance of the property will not
