Planning Commission Recommendation: Approve to Sinqle Family Residential
(R-1) Zone.
A. Reasons:
The final plat of Blaine's Subdivision has been filed incorporating 14
suburban lots ranging in size from 12, 000 square feet (85'x143') to
13, 000 square feet (92`xl4/.';. Ali. of the suburban lots are of sufficient
size and frontage to allow single family development. Duplexes have
been built on two of the four larger lots.
The Planning Commission is of the opinion that Blaine's Subdivision is
appropriate for Single Family Residential zoning because:
1. The 14 lots in Blaine's Subdivision have been designed to
accommodate single family re sidence s; i, e., all of the lots have
at le a s t 8 0' of frontage and 125' of de pth .
2. The Planning Commission has been routinely upgrading similar
residential plats in the Vera and Opportunity Communitie s to the
Single Family Re sidential Zone.
3. The Single Family Residential Zone prohibits duplexes, animal
keeping other than household pets, mobile homes, and home
occupations.
B. General Data:

Planning Commission Recommendation: Approve, subiect to the followinq
c ondition s :
A. Conditions:
1. That the plat be designed as indicated on the preliminary plat of
record and/or attached sheets as noted o .
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further-subdivided for the purposes of creating additional
lots or building sites without filing a replat.
3. That the plat provide for right of way width for streets as indicated
on the preliminary plat of record.
4. That appropriate provision be made that the following described
property be held in trust until the adjoining land is platted ancl the
remaining half of the street is dedicated: A 1' strip along the edge
of Alki that borders the plat.
5. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
pl at .
7. That a plan for water facilities adequate for fire protection be
approved by the water supplier and the fire protection district. The
water supplier will certify that appropriate contractual arrangements
have been made with the plat sponsor for construction of the water
system prior to filing of the final plat.
8. That a certificate of title be furnished the Planning Commission prior
to the filing of the final plat.
9. That the preliminary plat be given conditional approval to April 1, 19 73.
10. That streets be improved to stanclards established by Spokane County,
or a bond to caver the cost of such improvements be furnished the
County Engineer in the amount as aetermined by the County Engineer.

11. That profiles of streets, proposed grades, and drainage plan of the
plat be submitted and approved by the County Engineer before the
final plat i s drawn. The County Engineer may require that de sign of

12. Conditional approval of the plat is given subject to dedication of the
right of way to the public and approval of the road system in the plat
by the County Engineer.
13. That the name of the plat be changed before the final plat is filed;
such a name will be approved by the staff and by the County Assessor.
14. That a statement be placed in the dedication to the effect that a
public water system, acceptable to County and State Health
authoritie s will be made available for the plat and individual service
provided to each lot prior to sale of lots.
15. That the means of sewage disposal be approved by the Health
District prior to filing of the final plat.
