The following is the title and summary of Ordinance No. 15-005 passed by the Spokane Valley City
Council on the 24th day of February, 2015:
AN EMERGENCY ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, ADOPTING A MORATORIUM ON MINING, MINERAL PRODUCT
MANUFACTURING, AND OTHER MATTERS RELATING THERETO.
Section 1 adopts the Ordinance recitals as Findings of Fact in support of the Ordinance; Section 2
establishes the moratorium and declares an emergency, and notes that this moratorium shall not affect any
mining or mining site operations in existence and in continuous and lawful operation as the effective date
of the ordinance (February 24, 2015); Section 3 adopts a Workplan; Section 4 sets March 24, 2015 as the
date for a public hearing; Section 5 sets the effective period of 365 days from the date of the Ordinance,
unless repealed, extended or modified by Council after subsequent public hearings; and Section 8 declares
an emergency for the protection of public health, safety, and welfare and sets forth that the ordinance
takes effective immediately upon adoption.
