Planning Commission Recommendation: Approve to Sincrle Family Residential
4 R-1 ) Zone.
A. Reasons:
The final plat of Kimberly Subdivision has been filed incorgorating
eight,suburban lots ranging in size from 10, 000 square feet (80' X 125')
to 15,200 square feet ( I I 0' X 14 0' All of the suburban lots are of
sufficient size and froritage to al.low single family develapment.
The Planning Commission is of the opiruon that Kimberly Subdivision
is appronriate for Single Family Residential zoning because:
1) The eight lots in the subdivision have been d.esigned to accommo-
date single farruiy re sfdence s; i, e., most of the lots have at
le a st 8 0' of frontage and 12 5' of de pth .
2) The Planriing Commission has been routinely upgrading similar
residential plats in the Vera and Opportunity Communities ta the
Single FamiI.y Resiclential Zone.Although much of the surrounding
area is zoned Agricultural Suburban, few duplexes have been
established in the general area. The surrounding area has been
developed wath single family residences on lot., with 70 to 170
feet of frontage.
3) The P].anmng Commission is of the opznian that none of the lots
within the subdivision have disadvantaged relata.onships which
would warrant duplex zoning.( On-ly two oz the lots wit~n the
subdivlsion contain sufficient frontage and area for duplex _
development. )
4) 1`heSingle FarYUly Residential Zone prohibits duplexes, animal
keeping other than househald pets, mobile homes, and home
occupations.

A. Preliminary Subdivision:
Planning Commission Recommendation: Approve, subiect to the followina
conditi ons :
1. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building site s without filing a replat.
3. That the plat provide for right of way width for streets as indicated on
the preliminary plat of record.
4. That appropriate provision be made that the following described property
be held in trust until the ad j oining land i s platted and the re maining half
of the street is dedicated: A 1' strip at the ends of all streets that
terminate at the plat boundary.
5. That appropriate street name s be indicated.
6. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution to the Planning Department and the utility
companies. Written approval of the easements by the utility company
must be received prior to the submittal of the fina1 plat.
7. That a plan for water facilities adequate for fire protection be approved by
the water supplier and the fire protection district. The water supplier will
certify that appropriate contractual arrangements have been made with
the plat sponsor for construction of the water system prior to filing of
the final plat. '
, 8. That a certificate of title be furnished the Planning Commission prior to
the filing of the final plat.
9. That the preliminary plat oe given conditional approval to July 1, 19 73 .

10. That streets be improved to standards established by Spokane County,
or a bond to cover the cost of such improvements be furnished the
County Engineer in the amount as determined by the County Engineer.
11. That profiles of streets, proposed grades, and drainage plan of the plat
be submitted and approved by the County Engineer before the final plat
is drawn. The County Engineer may require that design of drainage
improvements for the entire plat be made by a registered civil engineer.
12. Conditional approval of the plat is given subject to dedication of the right of way to the public and approval of the road system in the plat
by the County Engineer. 13. That a name be indicated before the final plat is filed; such name to
be approved by the County Assessor.
14. That a program for development of a public water system, adequate for
domestic water use and providing for service connections to each lot, be
approved by County and State Health authorities prior to filing a final plat.
The plat dedication will contain a statement to the effect that the subdivider
will provide for the installation of a public water system as approved by
County and State Health authorities prior to sale of lots.
B. Zone Change :
Planning Commission Recommendation: ~Rprove Kimberlv Subdivision as
indicated on the preliminary plat of record for Sinqle Familv Residential
(R-1) zoninq upon filinq of the final plat.
REASONS:
1. The lots in Kimberly Subdivision have been designed to accommodate
single family residences; i, e. , most of the lots would have at least
8 0' of frontage and 12 5' of de pth.
2. The Planning Commission has been routinely upgrading similar residential
plats in the Vera and Opportunity Communities to the Single Family
Residential (R-1) Zone. T'ie adjoining area has been platted and zoned
for single family residences on lots with 80 to 100 feet of frontage.
• 3. The Commission is of the opinion that none of the lots within the subdivision
would have disadvantaged relationsnips which would warrant duplex zoning,
4. The Single Family Residential Zone prohibits duplexes, animal keeping
other than household pets, mobile homes, and home occupations.
