Backctround
In ivlay of 1969, the final plat of Wolfland Addition was filed, incorporeting
18 lots with approximately 100 feet of frontage (approximately 14,000 ~q ft
of lot area) and 8 lots with approximately 82 feet of frontage (approximatel~
11, 000 sq ft ) The Planning Commissxon subsequently upgraded the plat
to the Single Family Residential Zone (R-1) Because of the change in the
housing market in the area, the developer is now contemplating duple .
construction on some of the platted lots Establishment of duplexes oiould
require Restricted Residential zoning
A Reasons
1 The Commission is of the opinion that Block 4, which contazns the
smaller lots (82'x135'), should be retained in the Single Familv
Residential classification because
a) The 82'A125' lots are most appropnate for single family
residence construction
b) The lots with 82' of frontage are relatively small for duplex
development
2 The Commission is of the opinion that Blocks 1, 2, and 3, which
contain the larger (100'x1401) lots, should be changed to the
Restncted Residential Zone classifa.cation because
a) The larger lots cannot be effectively replatted into more
normal (80' frontage) single family homesites
b) The larger lots with 100' of frontage would provide ample
area for duplex construction
c) Surrounding zoning fn the area permits duplex constructzon on
lots with more than 70' of frontage and 7, 800 square feet in

more than one detached dwelling structure (single family or duplex)
be placed on any one lot, nor shall any lot be further subdivided
for the purposes of creating additional lots or building sites
wYthout filing a replat
2 That the plat provide for road R/ Jv widths as indicated on the
preliminary plat of record
3 That appropriate street names be indicated
4 That appropnate utility easements be shown pnor to the filing of
the final plat
5 That a certificate of utle be furnished the Planning Commission
pnor to the filing of the fin81 plat
6 That the preliminary plat be given conditional approval to
january 1, 1970
7, That streets be improved to standards established by Spokane
County, or a bond to cover the cost of such improvements be
furnished the County Engineer in the amount as determined by the
County Engineer.
8 That profiles of streets, proposed grades, and drainage plan of
the plat be submitted and approved by the County Engineer before
the final plat is drawn The County Engineer may require that
design of drainage improvements for the entire plat be made by a
registered civil engineer
9 Conditional approval of the plat is given subject to a wntten
approval of the road system from the County Engineer The sub-
divider is not authonzed to have the final plat drawn until this
