From your letter it is our understanding that usage of this facility is an emergency or stand by structure which will contain backup communication equipment and related space, should an emergency occur at your existing facility. It is also our understanding that this proposed structure will not be used on a regular basis. Based on this very limited use and that this structure will not customarily be occupied by humans but by equipment our department feels than Section .003 exception number (2) Chapter 51-10 W.A.0 would be applicable for this structure, and grant you your request. Should the use of this structure change, access to this structure would be required. The department recommends that every attempt be made to accommodate access where ever possible. Dear Mr. Jeffrey: Pursuant to our conversation at your office on March 1, 1990, This will clarify Pacific Gas Transmission Company's intent regarding the installation of an office trailer approximately 12'x 60' at our Operating Headquarters at Third and Carnahan in the Spokane Valley. Our Spokane Headquarters operates a major interstate natural gas pipeline, running from British Columbia to the California border. Gas control is maintained on a 24-hour basis in order to ensure the throughput of natural gas through our pipe- line system. Should an emergency arise, i.e. fire, earthquake, or other disaster, which may affect gas control operations and other functions of this office, we find it prudent to install an "emergency trailer," which would contain backup communica- tions, office space, etc., which would be used to ensure safe, noninterruptible operation of the natural gas pipeline system. This is the trailer identified in Project No. 90000703. We are not assuming this office will be used on a regular basis, and are therefore asking an exception to the requirement of a handicapped entrance.
