~
recommendation that the Zoning Map be changed from the existinq "Agricultural" ~

Addition, thence yVest to the point Qf beginning, such parcel being in
Sections 8 and 9, Township 25 No, Range 44, E e VII, M a, Spokane County,
Washinqton o '
and, I
ViIHEREAS, The Board of County Commissioners did on April 7, 1970, hold ,
a public hearlnq to consider the recommendation of the Planning Commission and +
I
to hear testimony and consider evidence of those appearinq in support of and in '
~
opposition to the Planning Commis sion recommendation, and,
VVHEREAS, At said hearing of April 7, 1970e opportunity was afforded to
all parties to present evidence both fn support of and in opposftion to the
~
Planning Commission's recommendation, and,
WHEREAS, The Board of County Commissioners,, havinq examined the ,
~
I
recommendations of the Planninq Commission, the Minutes and records of the ~
~
Planning Commission, the testimony and evidence taken at the Board's hearing j
on April 7, 19 70, and having personally acquafnted themselves wltb the site and ~
,
vicinity in questfon, does hereby #ind ,
1 o That there has been no signfficant chanqe in conditfons in the ~
vicinity since the Board of County Commissioners acted on a ~
similar proposal for portions of the subject property on February 5,
1963,
f
~
2, That there is at present considerable acreage in the immediate ~
vicinity of this proposal that is zoned in an industrial classifica- ~
tion but which is substantially unused for industry,
3, That there is not good arterial access to this property from the
Freeway, that ira order to achieve such acce s s additional right of
way along Mansfield Avenue would have to be purchased or
condemned and a roadway to arterial standards constructed through
the property to Pine s Road
4, That the difficulties of acquiring the needed rfght of way and rail-
road crossing for an arterial route through the property from
Argonne to Pines Road appear to us to be insurmountable at this
tiYri8 ,
NO'`IV, THEREFOFtE, The Board of County Commissioners of Spokane
County does conclude that there is at present ample acreaqe i,n this vicinity
that is appropriate and presently zoned for Restricted Industnal uses, and,
therefore, no need exists for the proposed reclas sification at this time, and
furtherd that the lack of good arterial access to this property would tend to
cause industrial traffic from this site to use routes through surrounding
residential areas,, thereby endanqering the safety aaid amenity of these areas
For the se reasons the Board of County Commis sioners of Spokane County does
deny this petition of Brockman-Rothrock, Inc e to change the Zoninq Map on
property as described herein,

Spokane, Washington
Gentlemen
As a commercial and industrial broker, I would lil<e to say that
a(arge portion of our available light manufacturing and wholesale
and warehouse property is in the hands of the railroads, and other
large owners who often have pol icies that interfere with the norma I
competitive growth of our County
For this and other reasons, I would recommend that the County
Planning Commission re-zone the 91 acres of property listed
under PE-737-70, University Industrial Park
Very truly yours,
