natural gas This property is located adjacent to the
intersection of Euclid Avenue and Barker Road in the Spokane
Valley
Except for one crossing on the property line between
two lots to get to an inner street of the development, our
services will both be in the streets Only services to
individual lots from the streets will be on private property
Consequently, easements for Washington Water Power
Company services on the back side of these lots were not
necessary

1 That the plat be designed substantially as indicated on "Revised
Plan A-2" and in addition the following provisions be a.ncorporated
into the de sign
That an area in the plat or adjacent to the property be provided for
a sewage treatment facility and that such an area also be developed
for open space and recreation use s
2 That adequate screening be provided from the industnal area to the
west and that a statement be placed 1n the dedication to the effect
that direct acce s s from individual lots to Greenacre s, Euclid and
Barker Road is prohibited
3 That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor shall
any lot be further subdivzded for the purposes of creat2ng additional
lots or building site s without filing a replat
4 That the plat provide for nght of way wzdth for streets as 2ndicated
on the preliminary plat of record

Comment
At the Planrung Commission heanng testimony was presented by the
sponsor and quotes were made from the Crosby report to be interpreted
by the sponsor as a demonstration that sewers are not necessary in his
propos al
The Planning Commission made reference to one statement by Mr Crosby
in his third report -"While there is no present danger to the Spokane
aquifer through drainfield operations, there must be some limit to the
development that can take place before problems become apparent
Prudent management of the aquifer requires that consideration be given
to centralized sewage treatment facilities as the population density
permits "
The Planning Commission states that they are giving consideration to
that danger, and it is the responsibility of the Commission to recommend
when prudent management should begin The Comm2ssion, therefore,
lists the following reasons for approval of the plat with the provision
for public sewers
B Reasons
1 This is a"concentrated land development " with a gross density of
approximately 3 lots per acre The proposal is for approximately
113 lots Particularly in developments of this density and size
central sewage disposal should be considered
2 The Commission feels that the economics of installing centralized
sewage facilities for this size of plat is feasible The sponsor was
asked to demonstrate how it was unfeasible, he did not satisfactonly
do so

Mre Gera,ghty9 Chairman of the Hoard of County Commissioners, stated that the only
issue was whether the petitioner received adequate notice z.n rega.rd to what requireo
ments would be asked He noted that others9 at this same heari.ng9 were required
to roake sewer facilities avai].able and have not appealed the Planni.ng Commi.ssions
recommendationso Mro Geraghty said he realizes the problems of development9 but
that he feels it is time, as a communa.ty, we make the disposal of sewage the
responsibil.ity of the developero He added there are plats around that are not
sewered, so there is the item of fa.irnesso
Mra Geraghty then asked Mro Huggins, Plaruung Director, if the policy statement9
issued by the Plannirig Commission at their Apri.l 24' 1970 meeting9 had any bearing
on their decision zn this particular caseo
Mr Huggins answered regardless of the statement a sewer system would have been
requiredo He added the policy statement followed the recornmendations on April 2k9
1970 rather than preceeda.ng themo Mro Huggins informed the Board that this was not
the first hearirig on this plat and the sponsors had been advzsed sewer systems would
be reqw.red.
