Dear Mr. Shuler;
At this time we are unable to release any Spokane Valley Building Permit for this
portion of Woodland Terrace.
The following issues are required to be addressed prior to any permit being issued:
1. Potable water is required to be available for each lot. Provide current
documentation for water service.
2. Provide Sewer Connection Permits for each lot.
3. Spokane Valley Public Works has not accepted the street design or storm water
drainage plan.
4. Fire Department Access is required. Combustible construction requires streets
to be constructed and accepted by the City of Spokane Valley, or the Fire
District would be required acquiesce to a lesser standard, in writing.
If construction is limited to noncombustible construction, limited permits may be
available. Again, # 1, 2, 3 Et 4 would need to be accomplished (albeit #4 would be
acquiescence to permitting noncombustible construction).

RE Fire Department acceptance of Woodland Tcrrace (partial plat 13th and Custer)
I. The three fire hydrants on 13th that we requested have been Installed.
2. New pavement has been completed on Custer between 14th and 13th. 13v' Is paved from a turnaround at
Lloyd street on the West to a cul-de-sac about four Tots east of Custer on the east.
We have no objection to building permits being Issued to the lots that front the above paved streets.

Subject: BUILDING PERMITS ON 13TH AVENUE
I called Spokane Valley building department at 11:30AM this morning and
talked with Dawn Dompier, the permit lady at the front COUilter. I told her
that Brian had faxed me a copy of the email from Mr. Paul Chase, Spokane Valley
Fire Department.
Dawn indicated that she was aware and that John Hohman was also aware of
the street having been paved. Dawn also thought that Mr. Hohman had
physically been on site and saw the streets paved.
Dawn told me she had to talk with Mr. Hohman and placed me on hold.
After coming back on line, she said Mr. Hohman needs to have discussion with the
public works director and the building official on how to proceed. Mr. Hohman
has one or two issues concerning drainage. Dawn will let us know when we may
be able to proceed.
Mike, I need help. I need to start on these houses. I was told that I
could start framing by the sellers...now I can't until you get things
accomplished.
