Planning Commission Recommendatfon ApProver subject to the following
conditions
A. Conditfons
1. That the plat be redesigned to elimfnate the jog in the alignrnent
of gth Avenue and to make ifi easier to provfde sewer service.
This rnay be accomplished by providing a north-south street in the
center of the plat which will also reduce the problem of providing
sewer service
2. That a stafiement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor
shall any lot be further subdivided for the purposes of creating
additional lots or building sites without fflfng a replat
3. That the plat provide for right of way widths as indicated o
4. That appropriate provf s3on be made that the following described
property be held in trust until the continuation of the street be
dedicated or deeded A 1' strip at the stub end of any street that
ends at the plat boundary with a temporary cul de sac at its point
of termination
5. That appropriate street names be indicated,
6. That approprfate utilifiy easements be indicated on copies of the
approved preliminary plat for distributfon to the Planning Depart--
ment and the utility companies. Wrifiten approval of the easements
by the utility company must be received prlor to the submittal of
the final plat
7. That a certi.ffcafie of fiitle be furnished the Planning Commission
prior to the filinq of the ffnal plat
B That the prelimfnary plat be given conditional approval to
july 1, 19720
9, That streets be improved to standards established by Spokane
County, or a bond to cover the cost of such zmprovements be
furnished the County Engineer in the amount as determined by tre
County Engineer

10. That proffles cf streets, proposed grades, and drainage plan of
the plat be submitted and approved by the County Engineer before
the final plat is drawn. The County Engineer may require that
design of drainage improvements for the entire plat be made by
a registered civil engineer,

Residential (R-1)
A Reasons
1 The final plat of Tupper Addition has been filed incorporating
eight (8) lots averaging 10,300 square feet in lot area (78'x132')
All lots are in excess of the area requirements for a single family
re side nce in the S2ngle Fa mily Re sidential Zone
2 Because of the exterior dimensions of the subdivision, it was
more desirable to create eight (8) lots with 78 feet of width than
six (6) lots of 108 feet in width Therefore, four (4) of the lots
do not meet the minimum frontage requirements of the Single
Family Residential Zone The Commission is of the opinion that
the subdivlsion should have the protections of the Single Family
Residential (R-1) Zone and does not anticipate complications in
approving Tupper Addition to R-1
3 Most of thz recently filed residential plats in the Spokane Valley
have been upgraded to the Single Family Residential (R-1)
clas sification
4 The Single Family Residential Zone would prohibit the establish-
ment of duplexes and home occupations withfn the plat
