A. Reasons: 1. The final plat of Aloha Addition has recently been filed inco:aorat- ing 58 sinqle family lots ranginq. in size from approximately 10, 000 sq.ft. (781x1301) to 11,250 sq.ft, (90'x125). 2. The Planning Commission directs the Zoning Adjustor to consider frontage and area variances for lots which do not meet the minimum requirements of the Sinqle Family Residential Zone. Several of the Iots have slightly less than the required 80' of frontage (R-1 Zone) because of the length of certain blocks,. Compliance with the Ordinance would have required lots gre3tly in excess of the Ordinance requfrements. A few of the lots have less than 10,000 sq.ft, lot area because of radius requirp-ments on the corner lots. 3. The platted lots have been designed for single family residenr-es and are not appropriate for duplex construction. 4. The Commission is of the opinion that Aloha Addition shou]d be entitled to the restrictive protection of the Single Family Residen- tial Zone. Most of the recently filed plata in the Spokane Valley which are designed for sinqle family residences have been up- graded to the Single Family Residential (R-1) Zone. B. General Data: 1. Such decision being made at the hearing held 31 July 1970, in Spokane County Court House. It was the decision of the Board to accept and approve the plat plan as presented by Mr. Leavitt, with nothing altered except to require him to plant landscape screening for the benefit of existing residences on 32nd Avenue. We, the residents of property along 32nd Avenue and areas in the iimmediate vicinity of the proposed plat object vigoriously to the plan as presented. It is inconceiveable that the County would approve a plat whereby the back yards of new residences face the front yards of existing residences. All new homes should face existing residences and the plat should be altered to accomplish just that. It was noted by all persons in attendance at the hearing that Mr. Huggins, who worked with Mr. Leavitt in designing the plat, could do nothing but object to a11 suggestions offered by the residents. Such suggestions being considered too expensive for the developer, or too much trouble for the County Road Engineer. At the same time everything about the plat was great, and in the best interest of future home owners in the p la t . It should be made clear that we are the present residents, and are paying the taxes to pay Mr. Huggins and the Engineer's salary. Therefore, it would seem that they should work for us doing things we want and not for a developer from Seattle, or possible future residents. 1`he cost of developing a plat by a developer for the profit he can get out of it is the developer's concern and should not be a factor in this matter. If it costs the developer more money to develop the plat in order to protect the interests of the present residents, then he should pay the additional costs. The landscape screening the developer is to provide could very likely evolve into nothing at all. After questioning Mr. Huggins on the provision, it turns out that the developer need only plant something. No specifi- cations on what size, how many, nor who is to take care of it. Care reverts to the property owners and should they choose to remove the screen, let it die, or what have you, there is nothing that can be done ` ~ about it. Consequently, the landscape screen sounds good, but means nothing in the way of assurances. Should it work as proposed it would take at least ten years to be of any use. We, the present tax 2aying residents, feel the plat should be redesigned with a frontage road as necessary to permit all new homes to face existing streets and residents. We are confident a plan such as this could be worked out and would not be too much trouble for the County Engineer. Furthermore, we feel that we as the present residents and property owners, have a right to expect the County Planning Commission to protect our interests, and not derogate our property or our environment for the benefit of a developer or possibly some future residents. Model Irrigation District has given its tentative agreement to ~ take over the ownership and operation of the sewaqe disposal system after it is constructed, but a final agreement still needs to be worked out and one of the needed facts in order to provide a basis for working out the agreement is a definite statement from Spokane County whether it would or would not take over the maintenance and operation of the approximate 3/4ths acre of the sewage disposal system site as a park. I would assume that such arrangement would be one in which the district would retain ownership of the property but would agree with the County for the use by the county of the open area as a park and with the county then paying the expenses of maintaining this park area.
