conditions :
A. Conditions ;
1. That the plat be redesigned as indicated on the preliminary p?at
of record to provide for a future road connectlon to V`Jellesley
Avenue to the north. That the staff be allowed to work with the
sponsor to determine the exact location of the north-south stub
street.
Since this sponsor controls the adjoining property to the north,
the Planning Commission recommends reducing the size of the
original proposal to allow for future platting.
2. That a statement be placed in the dedication to the effect that no
more than one dwelling structure be placed on any one lot, nor
shall any lot be further subdivided for the purposes of creating
additional lots or building sites without filing a replat.
3. That the plat provide for right of way widths as indicated.
4, That appropriate provision be made that the following described
property be held in trust until the continuation of the street be
dedicated or deeded: A 1' strip at the ends of the streets that
terminate at the plat boundary.
S. That appropriate street names be indicated.
6. That appropriate utility easements be indicated on copies of the
approved preliminary plat for di stribution to the Planning Depart-
ment and the utility companies. Vllritten approval of the ease-

ments by the utility company must be received prior to the
submittal of the final plat.
7. That a certificate of title be furnished the Planning Commission
prior to the filing of the final plat.
8. That the preliminary plat be given conditional approval to
Nove mber 1, 1971.
9. That streets be improved to standards established by Spokane
County, or a bond to cover the cost of such improvements be
furnished the County Enqineer in the amount as determinc:d by

10. That profile s of streets, proposed grade s, and drainage plan o:.:
the plat be submitted and approved by the County Engineer before
the final plat i s drawn. The County Engineer may require that
design of drainage improvements for the entire plat be made by a
registered civil engineer.
11. Conditional approval of the plat is given subject to dedication of
the right of way to the public and approval of the road system in
the plat by the County Engineer.
12. That a name be indicated before the final plat is filed; such name
to be approved by the C ounty As se s sor.
13. That conditional approval be given subject to provisions in the
plat for a public sewer system and a public water supply system.
Approval of the design of said systems must be given by County
and State Health authorities and the County Utilities Department
prior to filing of the final plat.
14. That a statement be placed in the dedication to the effect that a
public sewer system and a public water supply system will be
made available for the plat and individual service will be provicied
each lot prior to sale.

Planning Commission RecolYi:7;en'--iation: r~oprove to Restricted Residential.
A. Reasons: 1. The final plat of Green Orchards Subdivision has been filed
incorporating seven (7) lots ranging in size from 10,000 sq.ft.
(80'x125') to 14, 200 sq.ft. (115'x125'). All lots conform to the
minimum dimensional requirements of the Restricted Residential
Zone for a single family residence.
The Planning Commission is of the opinion that the subdivision is
appropriate for RestiZCted Residential Zoning because:
~
a) Vandever Subdivision, a similar development which lies
immediately to the east of the advertised plat, was upgraded to
the Restricted Residential Zone in October of 1969. ~
b) The Restricted Rc:sidential Zone prohibits animal keeping, other ~
than household pets, beauty parlors as a home occupation, and
mobile home s .
c) Lot l, Block l, is an unusually large lot created by the align-
ment of Blake Road. Such a lot would be appropriate for duplex
development.
