Applicant shall dedicate 26 feet on Sullivan Road for right-of-way prior to any use of the property. 24 Access permits for approaches to the County Road System shall be obtained from the Spokane County Engi neer. 3. Applicant shall improve Sullivan Road in a manner consistent with Spokane County TYPICAL roadway section No. 1 minimum paving wi dth Major Arteri al Standard. 4e The applicant shall submit for approdal by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system pl an and surface water di sposal plan for the entire project prior to the issuance of any building permit on the propertye 5. A parking plan and traffic circulation plan shall be submitted and approved by the Spobcane County Engi neer pri or to the issuance of a building permit vn the propertye The design, 1 ocatl on, and arrangement of parki ng stal l s shal 1 be i n accordance with standard traffic engineering practices. ZE-12-85 d) COUNTY NEALTH DISTRICT le A combined surface water and sewage disposal detailed plan shall be approved by the County Engi neer and the Heal th Di stri ct pri or to the i ssuance of any bui ldi ng permi t for thi s projecte 2. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane Countye 3. Subject to specific application approval and issuance of permits by the Health Officer9 the use of an on-site sewage disposal system may be authorized. 4e Water service shall be coordinated through the Director of Utilities. Spokane County. 5. Water se rvice shall be by an existing public water supply when approved by the Regional Engineer (Spokane), State Department of Soci al and Heal th Servi ces. 6. Use of private wel 1 s and water systems i s prohibi ted. 7e Disposal of sewage effluent beneath paved surfaces is currently prohibited. e) COUIdTY BUILDING AND SAFETY DEPARTMENT l. The site is located in Fire District # 1. 2. The development shall be provided with at least two (2) points to the public street. The access locations shall be approximately on opposite ends of the development. 3. Approved numbers or addresses shall be placed on all new and exi sti ng bui 1 di ngs i n such a positi on as to be pl ai nly visi bl e and 1 egibl e from the street or road fronti ng the property. Sai d numbers shall contrast with their background. 4. Recl assi f i cati on of an exi sti ng bui 1 ding shal 1 requi re an application for change of occupancy permit and subsequent i nspecti on for approval. 5. Trash enclosures shall not be located adjacent to combustible constructi on or underneath wi ndoars or nonprotected eaves. 6. Building permits will be required for each structure. 7. Water Purveyor is Vera Irrigation District #15, and they wi11 supply the site with adequate water for domestic, fire and irrigation uses; however, specific arrangements haven't been made. g) COUNTY AIR POLLUTIOPd CONTROL AUTHORITY 1. Air pollution regulations require that dust emissions during demol i tion, excavati on and construction projects be control 1 ed. This may requi re use of vuater sprays, tarps, sprinklers, or suspension of act'vi ty during certai n weather conditi ons. Naul roads shoul d be treated and emi ssions from the transfer of earthen material must be control l ed as wel l as emissi ons from al l other constructi on rel ated acti vi ties. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaded surfaces onto paved surfacese If tracking or spills occur on paved surfacess measures must be taken immediately to clean these surfaces. 3. All travelled surfaces (ingress, egressy parking areas, access roads) must be paved and kept cleana 4. Some objectionable odors will likely result during the constructton phase of the project and from motor vehicles using the si te fol 1 owing compl eti on of the project and f rom occupants of the proposed project. 5. Deterrnination and compliance to occur prior to building stage. ~ ZONE RECLASSIFICATION N0. ZE-12-85 IV. SEPA ENYIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and was reviewed by the County Planning Department. The review considered the specifics of the proposal, other available information, County ordinances, other regulations and laws, possible standard Conditions of Approval, the Generalized Comprehensive Plan, and other County policies and guidelines. The Zoning Administrator has determined that "No probable significant adverse impacts" would result f rom the proposal being developed and has issued a Determination of Non-Significance ("DNS"). The "DNS" was circulated to eight other agencies of jurisdiction and other agencies/departments affected by the future development for review and comment. The "DNS"comment period ends May 1, 1985 and was advertised 15 calendar days before said date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by notice on a sign posted on the proposal site. The Hearing Examiner Committee may consider additional environmental related testimony and the "DNS" at the public hearing. V. PLANNING SUMMARY The rezone is generally consistent with the Comprehensive Plan. Sullivan Road frontages are predominately residential under the Agri cul tural Zone; only a few parcel s are zoned or used for comnercial activity. Conditions for commercial development have been recommended and include buffering, landscaping, signage standards, and road improvements. VI. There shall be at least two (2) such drive approaches where the gates are located. One may be used for vehicles exiting. Tire flatting spikes shall not be used unless the entrance is a minimum of twenty (20) feet wide. The gates _ shall be provided with an approved method of emergency operation in accordance with the fire department standards. Where each drive approach is less than twenty (20) feet in width and controlled by gates, a secondary means of access shall be provided with a clear, twenty (20) foot unobstructed opening. ~ .
