The zontng pattern northerly of the commercial strip is almost exclusively in the Agricultural Zone. III, SITE DEVELOPMENT RECOMMENDATIOfdS Density: The proposed density of nineteen dwelling units per acre, while somewhat less than the maximum density allowed in the Urban Residential-22 (UR-22) Zone, is over six times the existing density found in this neighborhoodo That difference is excessive and indicates the proposal would be inconsistent with existtng neighborhood conditionse It can be argued that the proposal is consistent with the transitional policies of the Comprehensive Plan and the future cross-over zoning schedule for the areao Nowever, approval solely on those basis would be premature and not consistent with existing neighborhood conditionso Design: The proposed site development plan generally indicates compliance with standards of the Spok3ne County Zoning Codee It should be noted that the Urban Residential-22 (UR-22) Zone allows a maximum structure height of fifty feet and the applicant has proposed a structure height of only twenty-two feet or 2 112 storiesa The allowable fifty foot structure height would be well out of character with the existing residential neighborhoodo Therefore, if approved, the Planning Department recommends that structure height be limited as proposedo Buffering/Landscapini: The buffering/landscaping standards required by the Spokane County Zoning Code should be appropriate for development of • this type of project in a residential settingo Some modtfication to the proposed site plan may be necessary to bring it into compliance with the landscape standards of the Zoning Codeo Circulation/Access: If approved, the Spokane County Engineer requests an additional fide feet of right of way dedication on Cowley Avenue and an additional fifteen feet of right of way dedication on Corbin Roado Additionally9 the County Engineer would require improvements to both of those streets to consist of eleven to fourteen feet of asphait along with curbing and sidewalko Sewage Disposal: The Spokane County Utilities Department and the Spokane County Health District would allow use of an individual on-site sewage disposal systems if the applicant agreed to participate in the future ULIO and double plumb the structure for connection to a futu re area-wide collection systemo I V o SEPA ENV I RONMEIdTAL RE V I EW An Endironmental Checklist was submitted by the sponsor and was reviewed by the County Planning Departmente The review considered the specifics of the proposal, other adailable information, County ordinances, other regulations and laws, possible standard Conditions of Approval, the Generalited Comprehensive Plan, and other County policies and guidelineso The Zoning Administrator has determined that "No probable significant adderse impacts" would result from the proposal being • developed and has issued a Oetermination of Non-Significance ("ONS"). 3 Id. SEPA ENVIRONMENTAL REVIEW (continued) The "°DNS" was circulated to nine other agencies of jurisdiction and other agenctes/departments affected by the future development for rediew and commento The "DNS" comment period ends August 5, 1987, and was advertised 15 calendar days before said date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by notice on a sign posted on the proposal siteo The Hearing Examiner Committee may consider additional endironmental related testimony and the mDNSO at the public hearingo V.
