The Urban category of the Comprehensive Plan is a land use category
primarily intended for residential development at various densities;
ranging from a low of one unit per acre up to the densest multi-family
~developments. The Comprehensive Plan suggests that proposals be reviewed
in light of site specific characteristics, proximity to arterial roads,
availability of urban services and utilities, established land use

Major Commercial category located immediately to the south; dividing line

location along that boundary line (either north or south of Cowley Avenue)

from the strip to Cowley Avenue. The zontng pattern northerly of the
commercial strip is almost exclusively in the Agricultural Zone. A
small pocket of Residential Manufactured Home Zoning exists northerly
of the site along both sides of Corbin Roado
Zoning in the area is scheduled to cross-over to the new Spokane
County Zoning Code tn 1991 as follows:

average overall density for this neighborhood is approximately three
units per acreo Greenacres Junior High School occupies a relatively
large parcel of land along the west side of Corbin Road and extending
southerly to Sprague Avenue/Applewayo

Proposed Buffering Techniques: The site plan submitted foP review is
very general in nature and indicates the apartment stPUCture, at 2
1/2 stories, located near the center of the site with parking
oriented to the northerly portion of the propertya Landscaping is
indicated in a very general fashion around the site's perimetero
However, the site plan notes that dedelopment of the property would
comply with the landscaping standards required by the Spokane County
Zoning Code and9 in fact, adequate area has been shown on the site
plan to accomodate the required landscapinga Landscaping required
would be as followsa

III, SITE DEVELOPMENT RECOMMENDATIOfdS
Density: The proposed density of nineteen dwelling units per acre,
while somewhat less than the maximum density allowed in the Urban
Residential-22 (UR-22) Zone, is over six times the existing density
found in this neighborhoodo That difference is excessive and indicates
the proposal would be inconsistent with existtng neighborhood
conditionse It can be argued that the proposal is consistent with the
transitional policies of the Comprehensive Plan and the future
cross-over zoning schedule for the areao Nowever, approval solely on
those basis would be premature and not consistent with existing
neighborhood conditionso
Design: The proposed site development plan generally indicates
compliance with standards of the Spok3ne County Zoning Codee It should
be noted that the Urban Residential-22 (UR-22) Zone allows a maximum
structure height of fifty feet and the applicant has proposed a
structure height of only twenty-two feet or 2 112 storiesa The
allowable fifty foot structure height would be well out of character
with the existing residential neighborhoodo Therefore, if approved, the
Planning Department recommends that structure height be limited as
proposedo
Buffering/Landscapini: The buffering/landscaping standards required by
the Spokane County Zoning Code should be appropriate for development of
• this type of project in a residential settingo Some modtfication to the
proposed site plan may be necessary to bring it into compliance with the
landscape standards of the Zoning Codeo
Circulation/Access: If approved, the Spokane County Engineer requests
an additional fide feet of right of way dedication on Cowley Avenue and
an additional fifteen feet of right of way dedication on Corbin Roado
Additionally9 the County Engineer would require improvements to both of
those streets to consist of eleven to fourteen feet of asphait along
with curbing and sidewalko
Sewage Disposal: The Spokane County Utilities Department and the
Spokane County Health District would allow use of an individual on-site
sewage disposal systems if the applicant agreed to participate in the
future ULIO and double plumb the structure for connection to a futu re
area-wide collection systemo

An Endironmental Checklist was submitted by the sponsor and was reviewed
by the County Planning Departmente The review considered the specifics
of the proposal, other adailable information, County ordinances, other
regulations and laws, possible standard Conditions of Approval, the
Generalited Comprehensive Plan, and other County policies and
guidelineso The Zoning Administrator has determined that "No probable
significant adderse impacts" would result from the proposal being
• developed and has issued a Oetermination of Non-Significance ("ONS").

The "°DNS" was circulated to nine other agencies of jurisdiction and
other agenctes/departments affected by the future development for
rediew and commento The "DNS" comment period ends August 5, 1987,
and was advertised 15 calendar days before said date in the
newspaper, by letter to adjacent property owners within 400 feet of
the proposal, and by notice on a sign posted on the proposal siteo
The Hearing Examiner Committee may consider additional endironmental
related testimony and the mDNSO at the public hearingo
V. PLANNING SUMMARY
The proposed rezone appears to be tnconsist-ent wtth existing
conditions in the neighborhood and premature under terms of the
Spokane County Coinprehenside Plano The proposed density is excessive
in compa rison to existing single family densities in the
neighborhoode Approval of such a high density residential
development in a stngle family neighborhood would not meet the
decision guidelines of the Comprehensive Plan callin9 for protection
of established single family neighborhoodso The proposed site also
lacks the direct or near-direct access to the arterial road system
called for in the Comprehensive Plano For these reasons, the
Planning Department cannot recornmend approval of this proposalo
However, if approved by the Hearing Examiner Commtttee, some •
development conditions have been recommended to attempt to mitigate
the project's impact on the areao

A. INTRODUCTION
This matter having come before the Zoning Hearing Examiner Committee on
August 6, 19879 and the members of the Cortanittee present being Ron Odell,

a) The proposed rezone appears to be inconsistent with existing `
conditions in the neighborhood and premature under terms of the
Spokane County Comprehensive Plane The proposed density is
excessive in comparison to existing single family densities in
the neighborhood. Approval of such a high density residential
development in a single family neighborhood would not meet the
decision guidelines of the Comprehensive Plan calling for
protection of establ ished single fami ly neighborhoodso The
proposed site also lacks the direct or near-direct access to the
arterial road system called for in the Comprehensive Plan.

Spokane County Engineer. The desfgn, location and arrangement of parking stalls shall
be in accordance with standard traffic engineering practices. Paving or surfacing as
approved by rhe County Engineer will be required for any portion of the project which is
to be occupied or travelled by vehicles.
llo To construct the road improvements stated herein, the applicant may, with the approval
of the County Engineer, join in and be a willing participant in any petition or resolu-
tion which purpose is the formation of a Road Improvement District (RID) for said im-
provement pursuant to RCW 36.88, as amended. Spokane County will not participate in the
cost of these improvements.
12. As an alternative method of constructing the road improvement stated herein, the appli-
cant may, with the approval of the County Engineer, accomplish the road improvements
stated herein by ,joining and participating in a County Road Project (CRP) to the extent
of the required road improvement. Spokane County will not participate in the cost of
