SUPPLEMENTAL INFORMATION
FOR APPEAL OF
LAND AGENCY'S REQUIREMENT FOR A SEIS ON STRAWBERRY RIDGE
The Lead Agency has attached an outline of subjects to be addressed
in the SEIS. The sponsor's comments on the required subjects are
as follows:
ALTERNATIVES:
A. Proposed Action
The proposed action was fully described in the application
documents which included a detailed Site Plan, a preliminary
utility plan, Environmental check list, assessors maps,
proposed mitigating measures and the Turtle Creek EIS by
reference which includes detailed traffic study, wetland study
and other site detailse
B. Development Under Existing Zoning
The entire Turtle Creek Application and EIS is to describe a
proposal under the existing zone. A SEIS will not provide new
signif icant information. A SEIS would be redundant.
C. No Action
A no action alternative is presented in the Turtle Creek EIS.
I. NATURAL ENVIRONMENT
A. Earth
1. Soils - Impact on adjacent prime unique soils.
Impact on soils on the site are addressed in the Turtle
Creek EIS. There is no reason the adjacent property
soils be evaluated. The Strawberry Ridge proposal will
have no impact on the adjacent soils.

1. Surface water movement quality/quantity.
The preliminary site plan included a utility plan showing
208 pondso The site is known to have soils which work
well with drywells and the site has no existing
significate drainage courses which flow through it so
that there is no drainage to pass thru it. There is no
proposal to discharge surface water created by
development to the Saltese drainage. Usually under these
circumstances there is not a serious concern about the
adequacy of the surface water disposal system proposed.
2. Run-off/absorption

3. Wetlands - Impacts to wetlands on adjacent site.
A wetland study is included in the Turtle Creek EIS and
would not change regardless of the proposal. There are
no wet lands on the site. Strawberry Ridge proposes a
buffer from the wetland which is equal to or greater than
the buffer required in the County's critical Areas
Ordinance. We meet the requirements of the applicable
ordinance therefore an additional study should not be
required.
II. BUILT ENVIRONMENT
A. Land Use
lo Relationship to existing land use plans. The Turtle

f Creek EIS and later the Hepton property EIS excluded the
relationship to many other land use proposalse The
location and size of related land use proposals is
continually changing. Given the many assumptions that
must be made when evaluating the relationship to other
proposals, the difference between the Turtle Creek
proposal and the Strawberry Ridge proposal is so small as
to be insignificant. Additional study should not be
required.
Since the Strawberry Ridge proposal was accepted prior to
the setting of the IGIKA boundary, Growth Management
should not be a factor. However, the Strawberry Ridge
site is included in the IGMA boundary.
2. Relationship to existing proposed land uses.

3. Aesthetics
A manufactured home park i.s a permitted use on this site.
Spokane County has specific landscape requirements which
will be met. A study of Aesthetics could not possibly
help the decision makers make a SEPA determinationo
B. TRANSPORTATION
Traffic has been thoroughly studied in the Turtle Creek
EIS. The Strawberry Ridge Application provided
supplemental information to relate traffic impacts from
Strawberry Ridge to the impacts presented in the Turtle

mitiqated as part of Strawberry Ridge. The mitigations
adequate. A MDNS should be issued.
C. PUBLIC SERVICES
1. Schools

We are not aware of any concerns expressed by
Central Valley School District concerning
Strawberry Ridge. Have concerns been expressed
which are part of the record? If so what are they?
This concern does not need to be addressed.
2. Sewers
The capacity of the sewer serving the Strawberry
Ridge Site is well documented and is readily
available at the Spokane County Utilities
Department. This subject dos not need to be
addressed further.
3. Parks
Strawberry Ridge proposes playground just for its
tenants and an open space/green belt. The County
is no longer requiring park impact fees. There are
no needs to be evaluated concerning parks.

and compared the traffic to be expected from Strawberry Ridge to the traffic expected from the
