P r r SUPPLEMENTAL INFORMATION FOR APPEAL OF LAND AGENCY'S REQUIREMENT FOR A SEIS ON STRAWBERRY RIDGE The Lead Agency has attached an outline of subjects to be addressed in the SEIS. The sponsor's comments on the required subjects are as follows: ALTERNATIVES: A. Proposed Action The proposed action was fully described in the application documents which included a detailed Site Plan, a preliminary utility plan, Environmental check list, assessors maps, proposed mitigating measures and the Turtle Creek EIS by reference which includes detailed traffic study, wetland study and other site detailse B. Development Under Existing Zoning The entire Turtle Creek Application and EIS is to describe a proposal under the existing zone. A SEIS will not provide new signif icant information. A SEIS would be redundant. C. No Action A no action alternative is presented in the Turtle Creek EIS. I. NATURAL ENVIRONMENT A. Earth 1. Soils - Impact on adjacent prime unique soils. Impact on soils on the site are addressed in the Turtle Creek EIS. There is no reason the adjacent property soils be evaluated. The Strawberry Ridge proposal will have no impact on the adjacent soils. 1 r F r~ < < B. Water 1. Surface water movement quality/quantity. The preliminary site plan included a utility plan showing 208 pondso The site is known to have soils which work well with drywells and the site has no existing significate drainage courses which flow through it so that there is no drainage to pass thru it. There is no proposal to discharge surface water created by development to the Saltese drainage. Usually under these circumstances there is not a serious concern about the adequacy of the surface water disposal system proposed. 2. Run-off/absorption °1Same comment as above°' 3. Wetlands - Impacts to wetlands on adjacent site. A wetland study is included in the Turtle Creek EIS and would not change regardless of the proposal. There are no wet lands on the site. Strawberry Ridge proposes a buffer from the wetland which is equal to or greater than the buffer required in the County's critical Areas Ordinance. We meet the requirements of the applicable ordinance therefore an additional study should not be required. II. BUILT ENVIRONMENT A. Land Use lo Relationship to existing land use plans. The Turtle 2 ~ i ( a f Creek EIS and later the Hepton property EIS excluded the relationship to many other land use proposalse The location and size of related land use proposals is continually changing. Given the many assumptions that must be made when evaluating the relationship to other proposals, the difference between the Turtle Creek proposal and the Strawberry Ridge proposal is so small as to be insignificant. Additional study should not be required. Since the Strawberry Ridge proposal was accepted prior to the setting of the IGIKA boundary, Growth Management should not be a factor. However, the Strawberry Ridge site is included in the IGMA boundary. 2. Relationship to existing proposed land uses. oeSame comment as above" 3. Aesthetics A manufactured home park i.s a permitted use on this site. Spokane County has specific landscape requirements which will be met. A study of Aesthetics could not possibly help the decision makers make a SEPA determinationo B. TRANSPORTATION Traffic has been thoroughly studied in the Turtle Creek EIS. The Strawberry Ridge Application provided supplemental information to relate traffic impacts from Strawberry Ridge to the impacts presented in the Turtle 3 C I ~ 1 Creek impacts. Traffic Mitigations were ident-f,,ad ana mitiqated as part of Strawberry Ridge. The mitigations adequate. A MDNS should be issued. C. PUBLIC SERVICES 1. Schools , We are not aware of any concerns expressed by Central Valley School District concerning Strawberry Ridge. Have concerns been expressed which are part of the record? If so what are they? This concern does not need to be addressed. 2. Sewers The capacity of the sewer serving the Strawberry Ridge Site is well documented and is readily available at the Spokane County Utilities Department. This subject dos not need to be addressed further. 3. Parks Strawberry Ridge proposes playground just for its tenants and an open space/green belt. The County is no longer requiring park impact fees. There are no needs to be evaluated concerning parks. DESCRIPTION FOR JTRAVVBERRU RIDVE Atl1ANUFi"iCA URED HOM~ PARK Strawberry Ridge is proposed as a manufactured home park consisting of 136 spaces on 39 acres The proposal will be constructed in phases of 20 to 35 spaces per phase over a 4 to 7 year time frame Urban services existing adJacent to the site and proposed for the Strawberry Ridge include public sewers from Spokane County, public water from Consolidated Irrigation Distnct, underground power and natural gas from Washington Water Power, and telephone from U S West The intenor private street system will be paved with curbs and sidewalk on one side All interior streets will have street lights Strawberry Ridge will be an all-age park and will cater to a wide range of tenants including young families, "snow birds," singles and retirees The park will have approximately 3'/z acres of developed playground, an RV storage area and 12'/2 acres of open space and wetland buffer The site of Strawberry Ridge is also the site of a previous proposal named Turtle Creek for which an environmental impact statement was prepared The impacts of Strawberry Ridge will be very similar to the impacts identified for Turtle Creek Copies of the Turtle Creek Draft and Final Environmental Impact Statement is on file with the Spokane County Division of Building and Planning A Traffic Impact Analysis Amendment for Strawberry Ridge (attached) shows that traffic impacts will actually be reduced from the Turtie Creek traffic impacts even though Strawberry Ridge proposes 136 spaces compared to Turtle Creek 101 lots The traffic mitigations proposed for Strawberry Ridge are the same as those recommended for Turtle Creek, specifically 1 30 foot wide paved strip with curb and gutter on south side for 8th Avenue adjacent to the proposal 2 30 foot wide paved strip on Long Road from 8th Avenue to 6th Avenue 3 Separated pedestrian pathway along Barker Road from 8th Avenue to Appleway 4 Pedestrian pathway on Long Road from 8th Avenue to 4th Avenue 5 Pay pro-rata share of intersection improvement cost at Appleway and Barker Road The south boundary of Strawberry Ridge borders Saltese Creek where wetland vegetation has been identified The wetland investigation can be found in the Turtle Creek Draft Environmental Impact Statement Strawberry Ridge proposes a 75 foot wide buffer zone from the identified wetiands to be in compiiance with Spokane County's new Critical Areas ordinance When developed in compliance with the site plan and proposed mitigations Strawberry Ridge wili provide an unusually good environment for 136 moderate income residence . • STRAWBERRY RIDGE TRAFFIC IMPACT ANALYSIS AMENDMENT The site proposed for Strawberry Ridge is also the site of a previous proposal named Turtle Creek. A comparison of the traffic impacts of Strawberry Ridge and Turtle Creek is summarized in Table 1 and Table 2. In the AM peak hour, there are anticipated to be 18 fewer trips, in the PM peak hour there are anticipated to be 24 fewer trips and on an average daily traffic (ADT) basis, there are anticipated to be 519 fewer trips. Since there will actually be fewer trips generated from the Strawberry Ridge proposal than from the Turtle Creek proposal, the analysis previously performed for Turtle Creek will therefore be valic? for Strawberry Ridge and no further traffic analysis is necessarv. The fiill traffic analysis is on fi!,, with the Spokane County Division of Building and Plannin` The following mitigating measures recommended for Turtle Creek are proposed for Strawberry Ridge. First, the paving of 8th Avenue along the frontage of the proposal. Second, the paving of Long between 8th Avenue and 6th Avenue. Third, the provision for a separated pedestrian pathway on Barker Road between 8th Avenue and Appleway. Fourth, the provision for a pedestrian pathway on Long Road between Sth Avenue and 4th Avenue to accommodate gra(.i~.. school children. Fifth, a proportionate share of the cost of any improvement to the intersectioii oi' Appleway & Barker Road which may be accomplished between now and the completion of thc proposal. Since there will actuatly be fewcr trips generated from the Strawberry Ridge proposal then from the Turtle Creek proposal, the analysis previously performed for Turtle Creek will thereforc be valid for Strawberry Ridge and no fur#her traffic analysis is necessary. The full traffic analysis is on file wirh the Spokane County Division of Building and Planni.ag. The following mitigating measures recommended for Turtle Creek are proposed for Strawberry Ridge. First, the paving of 8th Avenue along the frontage of the proposal. Second, the paving of I,ong between 8th Avenue and 6th Avenue. Third, the provision for a separated pedestrian pathway oa Barker Road between 8th Avcnue and Appleway.
