RE: Barbara Gray
I wanted to follow up on our conversation of August 4 regarding
Barbara Gray and the location of her Mobile Home without a Building
Permit.
I met with Barbara on 8-5 to discuss the issues that concern your
Department as well as my own. I have enclosed a letter dated 8-4
to Barbara outlining the issues we covered. She has instructed me to
file a Building Permit Application with your department as a show
of good faith and intent. She contends that she has already taken out
a Building Permit and will look for some type of receipt to verify
that claim.
As you know, we are currently taking bids on a large expansion of
the existing home with the intent of beginning construction this
Fall. I have explained to Barbara that the Application for the Mobile
Home (existing) will go into your file pending the Bid results and
Financing for the Addition. If the Project is a go, we will take out
a Building Permit for the Addition- if the Project.'appears to be
unfeasible I have explained that she will either have to produce a
receipt for her Mobile Home Permit or take out a new one.
I will keep you updated as Bid results become available and the
Project begins to take a direction. Thanks for your help,

Dear Barbara,
I met with Ken Jeffries and Jeff Flory of the
Department this afternoon regarding your project
of contention. The following is a list of topics
August 4, 1989
RE: Bldg. Dept. Review
Spokane County Building
and possible areas
we discussed :
1. The Building Dept. currently has a file open on your Mobile Home
beginning in October of 1988. The crux of the file is that you
are currently on your property without a permit for your Mobile Home.
Based on what Ken told me, your file has been referred to the County
Prosecutors office. Ken indicated that some minimal gesture on your
part would appease the Prosecutors office to some degree. He suggested
that you might simply fill out a Building Application form which
is good for six months. I would be glad to assist you in whatever way
I can. You might want to call Ken and see if this would be acceptable
for the period of time we are evaluating the future work and budget.
2. Your official address is : South 2415 Calvin Lane, Veradale
3. Ken wants a letter on file as to your intent with the proposed addi-
tion. I have enclosed a sample letter that I believe expresses your
intent. Youneed to review this sample letter and if it does in fact
express your intent, you will need to draft a copy similar to it
to be submitted at the time of Plan Review.
4. Jeff Flory informed me that alterations and additions to Mobile
Homes are subject to Washington State Department of Labor and Indus-
tries review and approval. I will contact Mr. Lee Jenson of Dept.
of L & I at 3901 E. Main and begin the review process.
5. The following is a sample letter for the Bldg. Dept.:
To Whom it may concern,
This is to inform the Spokane County Building Dept. of my intent to
construct, operate and maintain a Lodging House (per 1988 UBC) at
S. 2415 Calvin Lane, Veradale. Occupants of this Lodging House (Boarding
House) will be comprised of my extended family and up to three (3)
boarders. I understand that if I desire to increase the number of
non -family occupants to greater than three, I will first effect what-
ever changes that may be required by Local and State Building and
Planning Codes.

6. Amoung the changes that would be required if you decided to exceed
three (3) Boarders are :
a. Zone Change to Higher density Residential;
** b. 20 minute doors and frames at hallways;
** c. Wire glass in steel stopped frames at hallways;
d. Closure devices at all doors other than restrooms;

** e. 1 hour separation between each unit (walls and ceilings);
** f. Fire dampers at all duct penetrations;
** g. Floor trusses at 16" centers w/ 1 layer of 5/8" GWB or Floor
trusses at 24" centers and 2 layers of 5/8" GWB at all ceilings;
h. Fire protection- investigate if you would like me to.
** Means that these items should be addressed during the initial
construction. Other items may be added later.
i. Increased size of Leach -Bed with the additionof bedrooms. This
would be unnecessary if you were on Sewer at that time.
7. I have discussed your project with a local Fire Sprinklering outfit
and have asked them to review the plans and arrive at a budget fig-
ure. Areas that I would consider to be at increased risk are the
upstairs, Utility Room and Kitchen. By the time we have provided
Sprinklering in these areas, the job is almost done. The numbers
should be available some time next week.
I look forward to discussing these developments with you tomorrow.

Dear Ms. Gray:
Our office has issued the address of South 2415 Calvin Lane for your
residence located on Spokane County parcel number 26543-0313.
It is EXTREMELY IMPORTANT that the following items be done as soon
as possible:
1. Post your address for emergency vehicle purposes, as
required in Section 10.208 of the Uniform Fire Code. If
emergency vehicles; i.e., police, fire, ambulance, are hindered
in responding to a call because of a wrong address, you could
be held liable.
2. Notify your post office of your address.
3. Notify your telephone company of the change.
