Staff advertised on the City's website; in the Valley News Herald and in the Spokesman Review May 15 and 22, seeking applications from citizens to serve as a temporary Councilmember for a period up to a year or until Councilmember Bates returned to office. Deadline for submittal of applications was Wednesday, May 27, 2015. Eighteen applications were received. June 2, 2015: Council held a special meeting at 5:00 p.m., met and adjourned into executive session to evaluate the qualifications of candidates for temporary appointment to elective office. At Council's regular June 2, 2015 open meeting, Council determined to interview all eighteen applicants and to schedule June 10, 2015, as the special meeting to conduct the interviews. After the June 2, 2015 meeting, the City Clerk notified all applicants of the timeline and process. It was later decided to hold a second special meeting June 15, 2015, beginning at 5:00 p.m. for the nomination and selection process. Council held a special meeting at 5:00 p.m., June 10, 2015 and of the eighteen scheduled for interviews, fourteen applicants arrived at their designated time and were individually interviewed. RECOMMENDED ACTION OR MOTION: Mayor Grafos will announce that the floor is open for nominations. a. Any Councilmember may make a nomination. ("I move to nominate_to temporarily fill Council position #7.") A second is required. If no second is received, the applicant shall not be considered further. b. Additional nominations shall continue in the same manner. c. The Mayor shall ask if there are any further nominations. Once there are no further nominations, the Mayor will close the nominations. d. Votes will be taken in the order of nomination. Votes for approval shall be by raised hand. e. The position will be filled by the first nominee to receive at least four affirmative votes. An affirmative vote of at least four Councilmembers is required to fill the position. [RCW 35A.13.035 . . . In the event of the extended excused absence or disability of a councilmember, the remaining members by majority vote may appoint a councilmember pro tempore to serve during the absence or disability]. If no applicant receives a majority vote, Council has the option to make a motion for reconsideration for any of the nomination motions just failed; request that the process start again from the beginning with City staff re-advertising for the position, and the selection will be scheduled for a future Council meeting; or decide not to fill the position. f. Once a majority vote is received, the City Clerk shall immediately administer the oath of office and the temporary Councilmember shall be officially seated at the Council dais.
