This matter has come before the Hearing Examiner Committee on May I8,, 1995.
Tbe members of the Committee present are: Hairy Gibbonsa Cbair, Brenda
Bodenscein and Michael Schrader. PROPOSAL
The sponsors, Dwigbt Hume and Phillip Watts, Tequest approval ef a Zane
Reclassification, 2E,-15-95, from Mining (MZ) to Urban Residential-3.5 (iJR-3.5)
for a cIaurch and those uses aIlowed in the Urban Residential-3.5 (UR-3.5) zone.
FINDINGS OF FACT AND CONCLUSIONS
1. The property is general.ly located wesf of and adjacent to Garnahan Road,
approximately 300 feet south ofthe intersection of 9th Avenue and Carnahan Road
in the SW 1/4 of Section 23, Township 25 Narth, Range 43 EWM, Spokane
Counry, Washington.
2. The Committee adopts the Plaaning Departinent RePort as a parc of this record.
3. The existing land uses in the area iaclude single-fami.ly residences and vacant
former gravel pits.
4. The proposed use is compatible with existing uses in the azea.
5. The praperty is located withi.n the Urban. (U) category of the Comprehensive Plan,
the Aquifer Sensitive Area (ASA) amd the Priority Sewer Secvice Area (PSSA). The
Urban (U) category is intended to provide the opportunity for development of a"city-
Iike" environment which zncludes various land uses, a variety of housing types and
deasities, and public facilities and services. Urban areas will be the most iritznsely
developed of all the categories, primarily residential along with neighborhood
cornmercial, light industiial, and pubUc and rrrcreational facilities. Public facilities
will include churches. The progosat is located in an arza that is partially developed
and established with a variety of residential densities and few public facilities. The
proposed zone reclassif'ication from M.iaaxng (MZ) to Urban Residential-3.5 (UR-3.5)
is consistent with and implements the Goa1s, Objectives and Decision Guidelines of
the tTrban category of the Comprebensive Plan.
b. The proposed zoaing does implement and confornn to the Comprehensive Plan.
7. The Arterial Road Plan designates Camaban Road as a Minor Arterial, with a
recommended right of way width of 80 feet. In order to implement tlie Arterial
Road Pl,an, the County Engirieer has requested dedication of an 8 foot wide strip
along Camahan Road to be set aside in reserve. Applicant shall dedicate 2 feet on
Carnahan Raad far right of way and slope easements as necesssary. The applicant

shall dedicate 30 feet on Twelfth Avenue and the applicable radius on Twelfth
Avenue and Carnahan Road.
8. The existing zoning of the property described in the application is Mining (MZ)
previously established as Rock Quarry, Sand and Gravel Pit (Q) zoning in 1958
and redesignated to Mining (NiZ) on January 1, 1991 pursuant to the Program to
Implement the Spokane County Zoning Code.
9. The provisions of RCW 43.21C ('The State Environmental Policy Act) have been
complied with and a Determination of Nonsignificance (DNS) was issued, The
Committee, after independent review, hereby adopts the DNS.
10. The legal requirements for public notice have been fulfilled.
11. The owners of adjacent lands expressed neither approval nor disapproval of the
proposed use.
12. The applicant has demonstrated that conditions have substantially changed since the
original zoning of this area and accordingly, the proposed zone reclassification is
justified. Specifically, changed conditions include ceasing of gravel pit operadons
and increased residential development in the immediate area.
13. The proposed use will not be detrimental to the public health, safety, morals or
welfare especially in light of the conditions recommended by the reviewing
- agencies.
14. The Committee additionally finds/concludes:
a. The applicant agrees with and accepts all recommended conditions of
approval.
b. The zone reclassification was submitted without a detailed site plan.
Subsequent site development shall comply with all applicable standards of the
Spokane County Zoning Code.
CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
1. All Conditions imposed by the Hearing Examiner Committee shall be binding on
the "Applicant," which term shall include the owner or owners of the property,
heirs, assigns, and successors-in-interest.
2. The Zone Reclassification applies to the real property described below:
The SE 1/4 of the NE 1/4 of the S W 1/4 of Section 23, Township 25 North, Range 43
EWM, Except roads, Spokane County, Washington.
SPOKANE COUNTY PLANNING DEPARTMENT
1. The proposal shall comply with the Urban Residential-3.5 (UR-3.5) zone and the
Aquifer Sensitive Area (ASA), as amended.

2. Approval required by the Planning Director/designee of a specific lighting and signing
plan for the described property prior to the release of any building permits.
3. Direct lighting from any exterior area lighting fixture shall not exceed over the property
boundary.
4. The applicant shall develop subject property generally in accordance within the concept
presented to the Hearing Body. Variations, when approved by the Planning
Director/designee, may be per,mitted, including, but not limited to building location,
landscape plans and general allowable uses of the permitted zone. All variations must
conform to regulations set forth in the Spokane County Zoning Code, and the original
intent of the development plans shall be maintained.
5. The Planriing Department shall prepare and record with the Spokane County Auditor a
Title Notice noting that the property in question is subject to a variety of special
conditions unposed as a result of approval of land use action. This Tide Notice shall
serve as public notice of the conditions of approval affecting the property in question.
The Title Notice should be recorded within the same rime frame as allowed for an
appeal and shall only be released, in full or in part, by the Planning Department, The
Title Notice shall generally provide as follows:
The parcel of property legally described as [ ] is the subject of a
land use action by a Spokane County Hearing Body or Administrative
Official on [ imposing a variety of special development
conditions. File No. [ ] is available for inspection and copying in
the Spokane County Planning Department.
6. The Planning Department shall file with the Spokane County Auditor, within the same
time frame as allowed for an appeal from the final disposition, including lapsing of
appeal period, a Tide Notice, which shall generally provide as follows:
"Prior to the issuance of any building permit for any building or any use on the
property described herein, the applicant shall be responsible for complying with the
provisions of the Zoning Code for Spokane County, Section 14.706 (Aquifer Sensitive
Area Overlay Zone). The property which is the subject of this notice is more
particularly described as follows: . . . "
7. A specific landscape plan, planting schedule and provisions for maintenance acceptable
to the Planning Director/designee shall be submitted for the pmject prior to release of
building permits. The Planning Department may require perfonnance bonds or other
appropriate security to ensure the landscaping will be installed and maintained
according to the approved plans and specifications. Landscaping shall be installed and
maintained so that sight d.istance at access points is not obscured or impaired.
8. Applicant shall aggregate the two parcels into one parcel through a Certificate of
Exemption:

Prior to issuance of a building permit or at the request of the County Engineer in
conjunction with a Counry Road ProjectlRoad Improvement District, whichever comes
first:

1. Applicant shall dedicate 2 feet on Carnahan Road for right-of-way and slope
easements as necessary.
2. The applicant shall dedicate 30 feet on Twelfth Avenue and the applicable radius on
Twelfth Avenue and Carnahan Road.
Prior to release of a build.ing permit or use of the property as proposed:
3. Access permits for approaches to the county road system shall be obtained from the
Spokane County Engineer.
4. The applicant sha11 submit for approval by the Spokane County Engineer road,
drainage and access plans.
5. The applicant shall submit for approval by the Spokane County Engineer a surface
water disposal plan for the entire project, or portion thereof, if the development is
phased.
6. A parking plan and traffic circulation plan shall be submitted and approved by the
Spokane County Engineer. The design, locadon and arrangement of parking stalls
shall be in accordance with standard traffic engineering practices. Paving or
surfacing as approved by the County Engineer, will be required for any portion of
the project which is to be occupied or traveled by vehicles.
7. To construct the roadway improvements stated herein, the applicant may, with the
approval of the County Engineer, join in and be willing to participate in any
petition or resolution which purpose is the forniation of a Road Improvement
District (RID) for said improvement, pursuant to RCW 36.88, as amended.
Spokane County will not participate in the cost of these improvements. This is
applicable to Carnahan Road and Twelfth Avenue.
8. As an alternative method of constructing the road improvements stated herein, the
applicant may, with the approval of the County Engineer, accomplish the road
improvements stated herein by joining and participating in a County Road Project
(CRP) to the extent of the required improvement. Spokane County will not
participate in the cost of these improvements. This is applicable to Carnahan Road
and Twelfth Avenue.
9. The County Engineer has designated a Minor Arterial Roadway Section
unprovement of Carnahan Road which is adjacent to the proposed development.
This will require the addition of varying amounts of asphalt along the frontage of
the development. Curbing and sidewallc must be constructed.
10. The County Engineer has designated a Local Access Roa.dway Section for the
improvement of Twelfth Avenue which is adjacent to the progosed development.
This will require the addition of varying amounts of asphalt along the frontage of
the development. Curbing and sidewalk must be constructed,
11. All required improvements shall conform to the current State of Washington
Standard Specifications for Road and Bridge Construction and other applicable
County standards andlor adopted resolutions pertaining to Road Standards and
Stormwater Management in effect at the date of construction, unless otherwise
approved by the County Engineer.

12. Direct access to Carnahan Road, except as specified below, shall be prohibited until
such time as specifically authorized by the Spokane County Engineer.
13. Roadway standards, typical roadway sections and drainage plan requirements are
found in Spokane Board of County Commissioners Resolution No. 95-0498 as
amended and are applicable to this proposal.
14. The regulations of the National Flood Insurance Program shall be observed since
the proposed plat is affected by a flood hazard zone. A development permit shall be
obtained from the County Engineer before construction or development begins
within any area of the special floai hazard zone (reference Spokane County
Ordinance No. 88-0726).
15. No construction work shall be perfornaed within the existing or proposed public
right-of-way until a permit has been issued by the County Engineer. All work
within the public road right-of-way is subject to inspection and approval by the
County Engineer.
The County Arterial Road plan identifies Carnahan Road as a Minar Arterial. The
existing right of way width of 60 feet is not consistent with that specified in the
plan. In order to implement the Arterial Road Plan it is recommended that in
addition to the required right of way dedication, a strip of property 8 feet in width
along the Carnahan Road frontage be set aside in reserve. This property may be
acquired by Spokane County at the time when arterial improvements are made to
Carnahan Road.
16. There may exist utilides, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustments or relocation
regazding these utilities. Applicant should check with the applicable utility purveyor
and the Spokane County Engineer to deternune whether applicant(s) or the urility is
responsible for adjustment or relocation costs and to rnake arrangements for any
necessary work.
17. The applicant shall design and construct a private road within the Twelfth Avenue
R.ight-of-Way for access to Carnahan Road. Road and drainage plans shall be
reviewed and approved by the County Engineer prior to construction of the private
road. Construction of the private road shall include a turnaround acceptable to both
the local fire disn ict and the County Engineer.
18. The applicant shall sign and record a"Spokane County Notice to Public No.
which will allow the construcrion of a private road within the public right of way.
SPOKANE COUNTY DIVISION OF UTILITIES
1. Any water service for this project shall be provided in accordance with the Coordinated
Water System Plan for Spokane County, as amended.
2. This project lies within the City of Spokane Sewer Service Area. Applicant is required
to notify them of this proposal.

SPOKANE COUNTY HEALTH DISTRICT
1. Sewage disposal method shall be as authorized by the City of Spokane Public Works.
2. Water service shall be coordinated through the City of Spokane Public Works.
3. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
4. A public sewer system will be made available for the project and individual setvice will
be provided to the lot. Use of individual on-site sewage disposal systems shall not be
authorized.
5. Use of private wells and water systems is prohibited,
CITY OF SPOKANE WATER AND HYDROELECTRIC SERVICES
1. The referenced property is within the City of Spokane's water service area. In order to
provide water service and fire protection to this general area, improvements must be
made to the existing water system and the water ma.in must be extended to the property.
The necessary improvements consist of the installation of a new water main in 12th
Avenue from Freya to Havana. Those properties east of Havana in the Intermediate
Pressure Zone (between 12th Avenue and Big Springs Road), which currendy do not
have water service, will be required to pay a pro-rated amount for this improvement.
This amount has not yet been detemuned.
2. The nearest water main to the subject property is located at 14th Avenue and Lloyd
Street, A water plan must be submitted to the City for review and approval. This plan
must address all domesric water and fire flow requirements of the development.

ORDER
The Hearing Examiner Committee, pursuant to the above Findings of Fact and
Conclusion, APPROVES the application of Dwight Hume and Phillip Watts for the
Zone Reclassification from Mining (MZ) to Urban Residential-3.5 (UR-3.5) for a
church and those uses allowed in the Urban Residential-3.5 (UR-3.5) zone as
described in the application ZE-15-95.

The following "Conditions of Approval" for the above referenced zone change
are submitted to the Spokane County Hearing Examiner Committee for inclusion
in the "Planning Report" and "Findings and Order" of the public hearing
scheduled May 18 1,995.
E36A Prior to issuance of a building permit or at the request of the County
Engineer in conjunction with a County Road Project/Road Improvement

During the SEPA review process the applicant will need to address the following
issues:
The project site appears to be located in or near a Flood Zone area type B/A. Please
contact Tammie Williams in Stormwater Utility for information concerning flood and
building elevations. (456-3600)
The impact of runoff from the proposed development on the downstream 100 year
flood zone, on downstream properties and on downstream public roads and drainage
facilities shall be addressed.
The applicant shall address mitigation of any possible impacts to public drainage
facilities from the project.
The applicant shall address means of disposing of the drainage associated with the
private roads and/or lots without impacting public road facilities or other properties
An erosion control plan may be required to safeguard drainage facilities during
construction activities.

Dear Scott,
The enclosed photos will demonstrate that adequate site
distance exist on the subject property. The access would be
at the SE corner of the subject property and, as evidenced by
the photos, the site distance is beyond 300 ft. looking south.
There is a lathe along the shoulder of the road looking north
that was located 300 ft. north of the access point. I waited
for cars to reach this marker to illustrate the adequacy of
site distance.
Other locations at that stake could be established to obtain
visibility both northerly down the grade and southerly along
Carnahan. However, this is not the best grade transition into
the property. More site preparation would be required at this
point.
In conclusion, this should assure your department that
the site is suitable for ingress and egress. Please let me know
when I can proceed with the rezone submittal. This appears to
be the only obstacle to placing this on the agenda. Your
expeditious review will be appreciated.

B. Comprehensivc Plan
1. Land Use I'lan: The property is located within the Urban (U ) category
af the Comprehensive Plan, the Aquifer Sensitive Area (ASA) and the
Priority Sewer Service Area (PSSA). The Urban (U) category is intended
to provide the opportunity for development of a"city-like" environment
which includes various land uses, a variety of housing types and densities,
and public facilities and services. Urban areas will be the most inteasely
developed of all the categories, primarily residential along with
neighborhood commercial, light industrial, and public and recreational
facilities. Public facilities will include churches. The proposal is located in

an area that is partially developed and established with a variety of
residential densides and few public facilities. The proposed zone
reclassification from Mining (MZ) w Urban Residential-3.5 (UR-3.5) is
coosistent with and implements the Goals, Objectives and Decision
Guidelines of the Urban category of the Comprehensive Plan.
2. Arterial Road Pian: The site is west of and adjacent to Carnahan Road.
The Spokane County Arterial Raad Plan idenrifies Carnahan Road as Minor
Arterial, with a future right-of-way width of 80 feet.
C. Site Characteristics: The site consists of a vacant former gravel pit of fairly
level ten-ain, with an uneven cover of coniferous and deciduous trees.
D. Neighborhood Characteristics: In the immediate area of the site are
primarily single-family residences and vacant former gravel pit excavarions, along
with one vocational training center.
E . Zoning Analysis:
Proposal: Mining (MZ) established in 1991, previously established as Rock
Quarry, Sand and Gravel Pit (Q) (44-58).
North: Urban Residenrial-3.5 (UR-3.5) established in 1991, previously
established as Agricultural (A) (238-49) and Agricultw-al
Suburban (AS) (223-79C).
South: Urban Residential-3.5 (UR-3.5) established in 1991, previously
established as Agricultural (A) (44-58) and Urban Residential-22
(UR-22) established in 1991, previously established as Multiple
Family Suburban (MFS) (194-79C).
East: Mining (MZ) established in 1991, previously established as Rock
Quarry, Sand and Gravel Pit (Q) (44-58).
West: Mining (MZ) established in 1991, previously established as Rock
Quarry, Sand and Gravel Pit (Q) (44-58).
The zoning mend in the general area of the proposed Zone Reclassif'ication is
predominantly Urban Residential-3.5 (UR-3.5), except for limited Urban
Residential-7 (UR-7), Urban Residential-22 (LTR-22), and some open areas of
Mining (MZ). To the north and to the southeast are single-family residences in
mostly UR-3.5 zoning. To the south, east, and west is a large open zoned Mining
(MZ) and Urban Residential-3.5 (UR-3.5). The most recent zone reclassification
in the area consists of approximately 5.5 acres at the southe,ast corner of Camahan
Road and Twelfth Avenue (extended) changed fmm Agricultural Suburban (AS)
to Multiple Family Suburban (MFS) 9194-79C) in 1979.

and the Division of Buildings Department (Fire Marshall) are required to approve
fue protection provisions prior to issuance of building permits.

P. Parks and Recreation: No response.
Q. Wetlands: Spokane County Wetland Inventory Maps do not indicate the
presence of wetlands on site.
R. Transit: Spokane Transit Authority (STA) Route #14 (East Fifth) serves Eighth
Avenue, less than 2/10 of a mile north of the site.
III. ENVIRONMENTAL REVIEW
An Environmental Checklist was submitted by the sponsor and was reviewed by the
County Planning DepartmenL The review considered the specifics of the proposal,
other available inforniation, County ordinances, other regulations and laws, possible
standard Conditions of Approval, the Generalized Comprehensive Plan, and other
County policies and guidelines. The Planning Department has determined that "No
probable significant adverse impacts" would result from the proposal being developed
and has issued a Detemiination of Nonsignificance ("DNS").
The "DNS" was circulated to 13 other agencies of jurisd.iction and other
agencies,/departments affected by the future development for review and comment.
The "DNS" cotnment period ends May 16, 1995 and was adverdsed 15 calendar
days before said date in the newspaper, by letter to adjacent property owners within
400 feet of the proposal, and by noace on a sign posted on the proposal site. The
Hearing Examiner may consider addidonal environmental related testimony at the
public hearing.
I V. PLANNING DEPARTMENT SUMMARY AND RECUMMENDATION
The proposed Zone Reclassification is consistent with the Goals, Objectives and
Decision Guidelines of the Urban category of the Spokane County Comprehensive
Plan, implements the development standards of the Urban Residential-3.5 (UR-3.5)
zone and, as conditioned, is compatible with existing land uses and pasi decisions in
the area. The Planning Department recommends approval, as conditioned.
V . CONDITIONS OF APPROVAL
i. All conditions imposed by the Hearing Examiner Committee shall
be binding on the "Appticant", which terms shall include the
owner or owners of the property, heirs, assigns and successors.

SPOKANE COUNTY PLANNING DEPARTMENT
1. All conditions unposed by the Hearing Examiner Committee shall be binding on the
"Applicant", which term shall include the owner or owners of the property, heirs,
assigns and successors.
2. The proposal shall comply with the Urban Residential-3.5 (UR-3.5) zone and the
Aquifer Sensitive Area (ASA), as amended.
3. Approval required by the Pla.nning Director/designee of a specific lighting and signing
plan for the described pmperty prior to the release of any build.ing pernuts.
4. Direct lighting from any exterior area lighting fixture shall not exceed over the property
boundary.
5. The applicannt shall develop subjec:t property generally in accordance within the concept
presented to the Hearing Body. Variations, when approved by the Planning
Director/designee, may be pennitted, includ.ing, but not limited to build.ing locadon,
landscape plans and general allowable uses of the permitted zone. All variations must
conform to regulations set forth in the Spokane County Zoning Code, and the original
intent of the development plans shall be maintained.
6. The Planning Department shall prepare and recorri with the Spokane Caunty Auditor a
Title Notice noting that the property in question is subject to a variety of special
cond.itions imposed as a result of approval of land use action. This Title Notice shall
serve as public notice of the conditions of approval affecting the property in question.
The Title Notice should be recorded within the same time frame as allowed for an
appeal and shall only be released, in full or in part, by the Planning Department. Tfic
Title Notice shall generally provide as follows:

9. The County Engineer has designated Minor Arterial Roadway Section unprnvement
of Camahan Road which is adjacent to the proposed development. This will
require the addition of varying amounts of asphalt along the frontage of the
devetopmenG The construction of curbing and sidewalk is also required.
10. The Counry Engineer has designated a Local Access Roadway Section for the
improvement of Twelfth Avenue which is adjacent to the proposed developmenL
This will require the addition of varying amounts of asphalt along the frontage of
the development. The construction of curbing and sidewalk is also required.
11. All required impnovements shall conform to the current State of Washington
Standard Specifications for Road and Bridge Consavction and other applicable
County standards and/or adopted resolutions pertaining to Road Standards and
Stormwaier Managetnent in effect at the date of construction, unless otherwise
approved by the County Engineer.
12. Access to Camahan Road, except as spu;itic;ci lx;Iow, shall Ie prohibiLed until such
time as specifically authorized by the Spokane Counry Engineer.
13. Roadway standards, typical roadway sections and drainage plan requirements are
found in Spokane Board of County Commissioners Resolution No. 95-0498 as
amended and are applicable to this proposal.
14. The regulations of the National F1ood Insurance Program shall be observed since
the proposed plat is affected by a flood hazard zone. A development pernut shall be
obtained from the Co►unty Engineer before construction or development begins
within any area of the special fl(x)d hazzird zone (reference Spokane C'o:int",
Ordinance No. 88-0726).
15. No construction work shall be performed within the existing or proposed public
right-of-way until a pennit has been issued by the County Engineer. All work
within the public road right-of-way is subject to inspection and approval by the
Counry Engineer.
The County Arterial Road plan identifies Camahan Road as a Minor Arterial. The
existing right of way width of 60 feet is not consistent with that specified in the
plan. In order to implement the Arterial Road Plan it is recommended that in
addidon to the required right of way ded.ication, a strip of properiy 8 feet in width
along the Camahan Road frontage be set aside in reserve. This property may be
acquined by Spokane County at the time when arterial improvements are made to
Camahan Road.
16. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustments or relocation
regarding these utilities. Applicant(s) should check with the applicable utility
purveyor and the Spokane County Engineer to detemune whether applicant(s) or
the utility is responsible for adjustment or relocadon costs and to make
arrangements for any necessary work. .
17. The applicant shall design and construct a private road within the Twelfth Avenue
Right of Way for access to Camahan Road. Road and drainage plans shall be
reviewed and approve4i by the County Engineer prior to constniction of the privatc

road. Construction of the private road shall include a turn around acceptable to both
the local fire district and the County Engineer.
18. The applicant shall sign and record a"Spokane County Notice to Public No. 4"
which will allow the conswction of a private road within the public right of way.

SPOKANE COUNTY DIVISION OF UTILITIES
1. Any water service far this project shall be provided in accordance with the Coordinated
Water System Plan for Spokane Counry, as amended.
2. This project lies within the City of Spokane Sewer Senrice Area. Applicant is required
to notify them of this proposal.
SPOKANE COUNTY HEALTH DISTRICT
1. Sewage disposal method shall be as authorized by the City of Spokane Public Warks.
2. Water service shall be coordinated through the City of Spokane Public Works.
3. Water service shall be by an existing public water supply when approved by the

4. A public sewer system will be made available for the project and individual service will
be provided to the lot. Use of individual on-site sewage disposal systems shall not be
authorized.

CITY OF SPOKANE WATER AND HYDROELECTRIC SERVICES
1. The referenced property is within the City of Spokane's water service area. In order to
provide water service and fire protection to this general area, improvements must be
made to the existing water system and the water main must be extended to the property.
The necessary improvements consist of the installation of a new water main in 12th
Avenue from Freya to Havana. Those properties east of Havana in the Intermediate
Pr+essure Zone (between 12th Avenue and Big Springs Road), which curr+ently do not
have water service, will be required to pay a pro-rated amount for this imprnvemenL
This amount has not yet been determined.
2. The neanest water main to the subject property is located at 14th Avenue and Lloyd
SmeeL A water plan must be submitted to the City for review and approval. This plan
must address all domestic water and fire flow requirements of the development.

" Per your request we have revisited the site to determine
if there is adequate (450') of site distance. As you can see
from the pictures, site distance to the North from the site
is to 8th Avenue. The project is therefore in compliance with
A the road standards requested. I trust this will suffice for
, the record.
In addition, I would factor into the equation that the
speed of cars varies from north bound to south bound. That is,
the south bound lane adjacent the subject property is 35 mph
and most vehicles are traveling within that range. However,
the North bound cars are coming off the hill and are sometimes
clocked at 50 mph.(According to a Spokane County Deputy Sheriff)
It would seem to me that the unlimited site distance to the
south off-sets the concern for high speed cars. Consequently,
the original 12th avenue (south boundary) makes more sense to
me for the ingress and egress point. The major problem out of
alignment with this dedicated road is that the property falls
away from Carnahan Rd on a 1 : 1 slope and about 30' of drop.
Therefore, considerable improvement will be required to make
this work at this new view point.
