Washington State Department of Transportation (WSDOT) has the following
comments:
WSDOT has determined that this mini-storage will have minimal adverse impacts to the
transportation system in this area due to the projected trip generation. It is not
reasonable, however, to assume that no adverse impacts would resuIt in development
of this site for other uses allowed in an I-2 site, such as an industrial park. The buildout
of this site to some other larger uses allowed in I-2 would result in adverse impacts to
SR 27. It should be noted that the SR 27/I-90 interc;hange lacks capacity to
accommodate additional traffic in the peak hour, as the interchange ramps currently
function at Level of Service ("LOS") F, indicating failure at this location.
Due to the fact that the applicant and your department have based the environmental
determination on the projected mini-storage, it is not a reasonable action to allow all I
other I-2 uses which could generate significant traffic volumes without fully
considering their consequences. As a result of this, we request that those additional I-2
uses be deleted from this land use action, or that the environmental impacts (traffic in
particular) be addressed under SEPA for this project prior to a final determination
being issued. If you have any questions or need further information regarding this matter, please feel

PROPOSAI.
The sponsors, Peter and Connie Bascetta, request approval of a Zone
Reclassification, ZE-12-95, from Light Industnal (I-2) and Urban Residennal-3 5
(UR-3.5) to Light Industnal (I-2) for a self service storage facihty and those uses
allowed in the Light Industnal (I-2) zone with a Vanance, VE-8-95, request from
setback and landscaping reqwrements along the south, east, and pornon of the
north property lines

1. 1'he property is generally located east of and adjacent to Niontgomery Dnve,
approximately 160 feet south of Mansfield Avenue m the SE 1/4 of Seclaon 9,
Townstup 25 North, ltange 44 EWM, Spokane County, VVashington
2. The Comnuttee adopts the Plannuig Department Report as a part of this record
3. The existing land uses in the area include commercial/industnal complexes, offices,
mula-family residences and a manufactured home park

The sitie is located adjacent to the Industnal category and is in a transiaonal area
with industnal and multifamily uses adjacent to the site. Transition areas are those
areas on or adjacent to the boundary between two land use categones In such
cases proposals meeting guideluies of either category may be approved subject to
the decision makers site specific deasion.

County Engmeer has requind the dedicaaon of 2 feet and a stnp of property 8 feet
in width along 1Vlontgoanery Avenue be set aside as a future acquisiuon area

8 The Planning Department shall prepare and record wnth the Spokane County
Auditor a Tide Noace noting that the property in quesaon is subject to a vanety of
special conditions imposed as a result of approval of a land use acaon. This Tide
Notice shall serve as public notice of the conditions of appnoval affecting the

frame as allowed for an appeal and shall only be released, in full or in part, by the

Comprehensive Plan and within the Pnonty Sewer Service Area (PSSA)
The "Urban C;ategory" is intenderl to provide the opportunity for
development of a"citylike" environment wtuch includes vanous land uses,
intensive residential development, and public facihties and sernces (water,
sanitary and storm sewer lines, pohce and fire protection, and other
features)
Urban areas wlll be the most intensely developed of all the categones and a
residennal Category of single-fanuly, two-famfly, multifamily, and
condomuuum butlduigs along wnth neighborhoQd commercial, light
industnal, and public and recreational facihties
The more intensive land uses such as light industnal and neighborhoad
commercial will be located near the heavily traveled streets, wtule the least
uitensive suigle-family residenaal uses will be isolated from the noise and
heavy traffic. 1Vlulafamily structures wfll usually be a transiaonal use
located between single-family residenhal and the more intensive areas
Z'he site is located adjacent to the Industnal category and is ui a transitional
