The pr+operty is generatly located south of and adjacent to Sprague Avenue, approximately 700 feet east of Sullivan Raad in the NW 1/4 of Secdon 24, Township 25 North, Range 44 E;WM, Spoka.ne County, Washington. 2. The CommitLee adopts the Planning Deparnnent Report as a part of this recvrd. 3. The existing land uses ia tbe area include single and muld family residences, medical affice, charch, retail, restauraat and plant nnrsery. 4. The proposed use is compatible with existing uses in the ar+ea. 5. The property is located witbin the Major '(C) categvry af the Spokane County Compr+ehensive Plan and withiu die Aqnifer Sensitive Area (ASA), General Sewer Service Area (GSSA) snd Priority Sewer Servive Area (PSSA). The Major Commerci,al categary is intended to provide the oppcuamity for development of commercial uses directly related to major throughways. H'ighway and arteiial strip comnaercial areas will usually be made up of businesses or individual par+cels_ clusured along a heavily traveled strva or highway, each providing off-su+eet parking. In ordear to implement the Arterial Road Plan, the County Enginees has desigaated a special Roadway Section for the imp~venaents of Sprague Avenue which is adjacent to the praposed developments. , r 8. The existiing zoning of the propearty described in the app n is Conununatty Business (B-2) previously established as Agriculuual (A) zoni.ng in 1942 and redesignatod w Community Business (B-2) on Jannary 1,1991 pursuent to the Program to Implement the Spokane Couaty Zoning Code. 9. The pmvisions of RCW 4321C (7'he State Env.'nmmentai Pblicy Act) have been ~lied with anci a Det~mination of Nonigdficance (DNS) was issued. The Committee, after independent review, hereby adopts the DNS. 10. The legal requiremeats fbr public notioe have boen fulfilled. 11. The oamers of adjaoent lands expressed neither approval nar disappmval of the PI'oPosed ase. 12. The applicant has d~nonstra~od that oonditions have substantially changed sinve tbe oniginal ~ning of this area and accordingly, the gnoposed zone reclassification is justified.
