1. Land Use Plan The property is located within the Urban land use
category of the Comprehensive Plan This category is mtended to provlde
for development of a"city like" envuonment Sxnce urban areas wlll be the
most intensely developed of all the categones, lt is pnmanly a resldennal

with neighborhood commercial, industnal parks, and recreational facilities
Urban areas will have public water systems, sanitary sewer systems, and
other public facil.ities typical for intensively developed urban areas
Objective 1 la of the Urban Category encourages fill-in development within
established development areas Those proposals with exlsting public
services should be approved provided that such development meets the
intent of other Comprehensive Plan objectives and guidelines
Other objectives of the Urban Category include placement of multifamily
projects with direct or near duect access to artenals Multi-farruly structures
will usually be a transinonal use located between single-fanuly res1dential
and the more intensive areas Protechon of adjacent single amenities should
also be consldered
Objecnve 1 lc suggests that deslgn and denslty need careful conslderation

Collector Artenal on the County's Artenal Road Plan with a proposed righc
of way wldth of 70 feet and an existing nght of way width of 40 feet The
South Valley Artenal is a controlled access Pnncipal Artenal with a
proposed width of 160 feet
To implement the Plan the County Engineer has requested dedication of ten
(10) feet of nght of way on Fourth Avenue and 6 25 -18 75 feet of
dedicaaon along the proposed South Valley Artenal A five (5) foot future
acquisition area is required on Fourth and a 22 5 foot future acquisition area
on the South Valley Artenal
The Artenal Road Plan (Comprehensive plan Section 21), ln the descnpaon
of each artenal cldssif cation, recommends 35 foot setbacks from artenal
nghts-of-way as a distance buffer to protect future residents from nolse,
odor and glare of transportation comdors
3. County Parks Plan: The site is located 2 iniles northeast of 'l,errace
View Park and 1 3/4 miles southeast of Sullivan Fark Sullivan Park offers
picnic facihnes, playground equipment, and a radlo controlled car racetrac,k
On-slte faciliaes at Terrac,e View Park include a public swimnung pool,
softball field and play area Additional park facilities are not proposed in the
area surrounding the site

small acreage lots wlth single family residences to mixed residential , indusmal,
and business uses
The proposed South Valley Artenal is located du-ectly north Further to the north,
fronting along Sprague Avenue, is a mixture of commercial and industnal uses
A mobile home park is located approximately 1000 feet to the east of the proposed
development Adjacent to the east are single family residences on one acre lots
Residential parcels to the south range from 1 to 40 acres in size
The parcel adjacent to the west was previously rezoned for apartments and ls
currently undeveloped Further west and southwest are developed apartment
complexes and business uses along Sullivan Road

lanes and parking for the exlsang muln-fanuly structures The County Engineer would
recommend that beginrnng from the east property line of Person Addihon and
continuing approximately 520 feet to the proposed frontage of thls development that the
full pavement section of a typical Roadway Section # One, Local Access be designed
and constructed by the applicant Since Fourth Avenue is currently only 40 feet in
width between the proposal and the East property llne of Person Addition the paved
sechon will utilize the fu1120 feet of right of way from centerllne north, but would not
include sidewalk Along the applicants frontage che full roadway secaon shall be
constructed, lncluding asphalt, curb and sidewalk per the Roadway Section # One,
Local Access S tandard
