AUTHOltITY 1 All au pollution regulations must be met at all tumes SCAPCA is concerned with the proponents comment that asserts and/or unplies that 'short-term, localized "nuisance" conditians' are acceptable SCAPCA regulations, particularly those regard.ing deposition from particulate matter, are enforceable if a nuisance condition exists The proponent must take appropnate measures to make sure an au quality 'awsance HEC Order for ZE-116A-81 Page 4 condition' does not occur at any time during the project Failure to comply with SCAPCA regulations will subject the proponent to Notice of violations and subsequent cnminal and civil sanctions SCAPCA is pleased that the proponent will use water as a dust palhative, however tlus may not be enough to abate nuisance conditions and trackmg may result 2 Aix pollution regulatrons reqLUre that dust errussions dunng demolition, constructron and excavation projects be controlled T'his may require use of water sprays, tarps, spnnklers or suspension of activity dunng certain weather conditions Haul roads should be treated, and enussions from the transfer of earthen matenal must be controlled, as well as errussions from all other construction-related activities 3 SCAPCA strongly recommends that all traveled surfaces (i e, ingress, egress, parkuig areas, access roads) be paved and kept clean to mininuze dust enussions 4 Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surfaces 5 Debns generated as a result of this project must be disposed of by means other than burrung (i e, construction waste, etc ) 6 All solid fuel burning devices (wood stoves, pellet Due to the fact that this development is limited to a model home which will be usec{ as a sales office for such homes, WSDOT anticpates the traffic that this development will generate will be quite limited. Due to this minor trip generatiori of this Since this is a significant addition to the existing buildings, the applicant will need to obtain a valid WSDOT road approach to serve this new addition. This road approach must be obtained prior to the release of any building permits for thi s , property. For more information or to apply for a road approach please contact ' Leonard McDonnell in our Maintenance Department at 625-5144. Thank you for the opportunity to comment on this proposed development. Sincerely, J.C. LENZI District Administrator By: LEONARD CASH, PE District Planning Engineer JCL LCC/gjf . . ~ liarry C.O.C.
