The site is approximately 8 acres in size (33,545 square feet) The site is flat and has three existing buildings, a
liquor store, residence and storage building The applicant has stated that all existing buildings will remain
Access to the site is from Trent Avenue The Spokane County Arterial Road Plan identifies Trent Avenue as a
State Highway Typical stnp commercial development can be found along the north side of Trent Avenue
Surrounding uses include a convenience store, engine repair shop and single family residential

The appiicant submitted the rezone proposal to the Division of Building and Planning on May 29, 1997 The
proposal is a request to change the zoning on 8 acres from Community Business (B-2) and Regional Business (B-
3) for a self service storage facility and those uses allowed in the Regional Business (B-3) zone The current use
of the property is commercial and single family residential The subject property was previously zoned
Commercial (C) and Agriculturai (A) and crossed over to Community Business (B-2) and Regional Business (B-3)
in January, 1991, with implementation of the Spokane County Zoning Code
Staff Anaivsis
The subJect property is located within the Major Commercial category of the Comprehensive Plan The Major
Commercial category is intended to provide the opportunity for development of commercial uses, specifically
community and regional shopping centers and commercial uses, directly related to major throughways Major
Commercial areas feature high intensity uses and will be composed of three different types of commercial
development shopping centers, highway and arterial commercial strips and freeway commercial
Most commercial development will be on relatively flat land and building of low profile Paved parking, streets and
man-made structures will dominate the site with few naturai features to be found Landscaping, screening,
lighting, signage and other architectural treatment will provide for aesthetically pleasing development Major
Commercial areas require a full line of public services and utilities These inciude service by or commitment to

sanitary and storm sewers, public water systems and Jndergrcoind utilities such as telephone, gas and electricity
The subject property is located on a state highway and is served by public services including public water and
underground utilities
The proposed rezone from Community Business (6-2) and Regional Business (8-3) is generaliy supported by the
Goals, ObJectives and Decision Guidelines of the MaJor Commercial category of the Comprehensive Plan
The intent of Section 14 402 of the Spokane County Zoning Code is to allow for amendments to the zoning map
and states that "circumstances may arise that make it necessary to revise these documents from time to time"
Changed circumstances in the generai area inciude the commercial strip development of many of the existing
properties along the north side of Trent Avenue
The purpose of the proposed Regional Business (6-3) zone is to provide for the location of a wide range of retail
and service activities and to implement the MaJor Commercial category of the Comprehensive Plan The intent is
to implement Comprehensive Plan policies which encourage commercial development along Principal Arterials or
highways and to establish regional serving commercial areas General charactenstics of these areas include
paved roads and sidewalks, public sewer and water, and a fuli line of public services including manned fire
protection and public transit accessibility
The proposed rezone is generally consistent with the purpose and intent of the proposed Regional Business (B-3)
zone due to location adjacent a state highway, provision of public services and consistency with adjacent uses
The site plan illustrates a 50 unit self service storage facility consisting of six storage buildings, together with the
required parking spaces, driveway aisle width and building setbacks The site plan of record is generally consistent
with the minimum development standards of the proposed Regional Business (B-3) zone However, the site plan
submitted for review is generai in nature Detailed review to determine compliance with all code regulations and
conditions of approval is recommended to be administrative and to occur at the building permit stage
Affected agencies have submitted requested conditions of approval which are standard for a rezone application

from 90' to 680' deep and have static water levels varying from 20' to 270' below the surface The
