9. The Hearing- Examiner -ta.kes notice of the Cou.nty Comprehensive Plan (now expired),
Gounty C7MA Comprebensive Plan aad Capifial Facilities Plan, Pbase I Development
Regulations, County reso, lutions r.ecited in th.is decision, County Zoning Code, County Code,
other applicable dev-elopment regulations, and prior land use decisions in the vicinitp.,
10. The record includes the documents in the project file at the time of the public heari.ng; the
documenfis and testimony submitted at the public hearing, and the items talcen notice of by the
1Iearing Examin er.
11. The subject pronerty is approxunately 1.66 acres in size, relatively flat in fopography and
currently ixnproved with a 10,349 square foot building housing the Horizon Credii Union. A 17-
foot high monument sip is located ai the enY:rance to the site, in the northwest corner of the site
along SR 290. The site is served by publ.ic water and an on-site sewage disposal- system.
12. Tlie rezone application and site plan of record for the proposal were submitted on July 24,
2002. 'I'he site plan_illustra'tes the exisfiing cred.it union buildi.ng: on the site and a proposed pole
sign, wluch will-replace the existing nlonument sign i.n the same location. The pole sign has a
ni..aximum height oF26 feefi, a maximum widtb of 13.5 feet and an area of 185 square feet. See
sign detail plan submitted on 5-1-02.
13. Lffective Tanuar.y 1, 199 L, the zoning of the site was reclassified fram its zon.ing under the
-n.ow expixed Count}f Zoning Ordinance-to theUrban Residential-3.5 (UR-15) zone, under the
I'rogram to Implement the Spokane County. Zoning Code.
14. Effective Tanuary 15, 2002, the County implementecl a new comprehensive plan ("CrMA
Comprehensive=Plan"), Capita.l Facilities Plan, County 1Jrban Growth Area (UGA) boundaries,
and Phase T Development Regulations; al.l pursuant to the StateGrowth Management Act
(GMA.). The County, also repealed the iuterim development regu.lations previ.ously adopted by
the Couaty under the State C'nowth Management Act. See County Resolution No. 2-0037.
Minor revisions-were made fo the Phase I Development Regulations on May 7, 2002. See
County Resoluti_on No. 2-0470.
15. Tl1e site a.nd neighbori.ng land are designated in the County UGA. The Phase I
Development Reguaation,s designate the site, -and, the land .located along and near SR-290 in the
-vicinity, in the Mixed YTse czitegory of the GMA Comprehensive Plan. Such r-egulations retained
ibc existing zoni_ng of such land, which xs dominated by B-2 and Regional Business (B-3)
zoning, and coinrnercial uses. The land Iying directly west of the north half of the site is -zoned
UR-22, owned by the owner of the site, a.nd undeveloped.
16. On aJecember 9, 1999, the zoning of .8 acres located approximately one-fourkh (1%4) mile
east of the site along SR 290 was reclassified .fzom the B-2 ajzd B.3 zoue to the B-3 Zone, for
devcloprnent of a 50-unit self-service storage facility. See decision in File No. ZE-42-97.
17. The Phase 1. Devetopment Regulafions designate the land lying norrher_ly of the siCe .ixi the
of the GMA Comprehensive Plan, and refiained the existing
Low Densiry Rcsidential cafegory
tuban xesidential zoning of the site and neighboring properlies. The land lying immediately

~
north of the site is zoned UR-22 and is developed as a manufactured home park. The other land
lying northerly of the site is dominated by single-family homes on various sized lots or parcels.
18. The Phase I Development Regulations designate the land lying south of the site across SR-
290 in the Heavy Industrial category, and retained the Heavy Industrial (I-3) zoning of such land.
The land lying to the south consists of a railway right of way, undeveloped land and an
aluminum rolling plant. SR-290 is a 5-lane state highway in the vicinity.
19. The Staff Report sets forth applicable policies of the Mixed Use category of the GMA
Comprehensive Plan. Such policies generally depend on the adoption of a subarea plan that
involves input from design professionals, government service providers, business people and
community residents. The timing of such subarea planning has not been established.
20. Policy UL.5.2 of the GMA Comprehensive Plan designates an aesthetic corridor along SR-
290, and other major transportation categories in the county, which corridors are intended to
provide a positive image of the Spokane Region. Such corridors are to be visible from the
roadway and cannot exceed 500 feet on either side of the road. Policy UL.5.3 recommends that
specific regulations be adopted for designated aesthetic corridors that provide incentives for
aesthetic design, require landscaping buffers adjacent to roadways, limit sign height and size,
provide performance standards to adequately screen heavy industrial uses, and use non-glare,
energy efficient lighting techniques when possible.
21. Policy UL.5.5 recommends that standards be established for the scale and intensity of
commercial signs, which protect views and minimize signage clutter while still allowing
adequate business identification.
22. The County recently revised its sign regulations, including signage in the B-2 zone.
Restrictive signage was adopted for certain transportation corridors designated as aesthetic
corridors. This did not include SR-290. See County Resolution Nos. 2-0188, 2-0315 and 1-
0733.
23. The B-2 zone is an implementing zone for the Mixed Use category under the Phase I
Development Regulations. The proposed sign is consistent with newly established signage
standards adopted by the County.
24. The Phase I Development Regulations prohibit the approval of new development within the
UGA unless the proposal can demonstrate the availability of public water and sewer services
through the connection to a fully operational public sewer at the time of occupancy or through
location within the County Six-Year Sewer Capital Improvement Program. The site is not
located in the 6-year plan area, and is located in the 20-year sewer planning area. See Capital
Facilities Plan, Valley Sewer Project Priority Areas map.
25. "New development" for the purpose of the_sewer concurrency provisions of the Phase I
Development Regulations includes zone reclassifications. However, new development "not
requiring public sewer service" is exempt from sewer concurrency requirements, using the
example of a cellular tower.
HE Findings, Conclusions and Decision ZE-12-02 Page 3
~
~
26. County Utilities recommended conditions of approval found that the proposal did not need
to meet sewer concurrency requirements, since the purpose of the rezone was to increase signage
and did not add a new use that would have to be connected to the County's general sewerage
system. New uses cannot be added to the site without connecting to public sewer. The
Examiner has added a condition requiring connection to public sewer for any changes or new
uses that increase sewage flows on the site.
27. The B-2 zone meets the minimum frontage, minimum lot area and other development
standards of tlle B-2 zone. The proposal will be served by a high level of public services, as
recommended for commercial development in the B-2 zone. Other B-2 zoning, and B-3 zoning,
are found near the site along SR-290.
28. Neighboring property owners did not comment on the proposal. The proposal will not
adversely impact neighboring properties or the environment.
29. There has not been a substantial change of circumstances in the area since the site was
zoned UR-22 in 1991, or since such zoning was retained under the Phase I Development
Regulations adopted on January 15, 2002. The site was designated in the Major Commercial
category of the Comprehensive Plan prior to adoption of the GMA Comprehensive Plan and
Phase I Development Regulations on January 15, 2002. B-2 zoning implemented the Maj or
Commercial category of the Comprehensive Plan, as it does the Mixed Use category under the
GMA Comprehensive Plan.
Based on the above findings of fact, the Hearing Examiner enters the following:
II. CONCLUSIONS OF LAW
1. The proposed rezone, as conditioned, conforms to the GMA Comprehensive Plan.
2. The proposal complies with the B-2 zone, other applicable provisions of the County Zoning
Code, and other applicable development regulations.
3. The applicant has established that the proposed rezone, as conditioned, bears a substantial
relationship, and will not be detrimental, to the public health, safety or welfaxe.
4. The proposed rezone, as conditioned, meets the criteria established by Washington case
law for approving a rezone, and the criteria established in paragraph 14.402.020 (1) of the

PROJECT DESCRIPTION: Zone Reclassification from Urban Residential-22 (UR-22) to Community _
Business (13-2) on approximately 1.66 acres to allow increased commercial signage for the existing
credit union/bank.
COMPREHENSIVE PLAN ANALYSIS: The project site is located within the Mixed Use (MU)
category of the Spokane County Comprehensive Plan as implemented on January 15, 2002.
Mixed-use Categories
Mixed-use areas include "centers° and "corridors." Urban centers and corridors provide focus points
to the design of urban areas. Urban centers distributed spatially throughout the urban area provide
for retail sales, services, government and business offices, recreation facilities, higher-density

residences and other high-intensity uses to servp the ri~eeds of surrounding residential areas. The
Comprehensive Plan provides for three types of mixed-use centers, Neighborhood, Community and
Urban Activity. The three types of centers are distinguished by scale and intensity. Neighborhood
Centers are the smallest and least intensive and Urban Activity Centers are the largest, most
intensely developed and provide for the widest range of uses. Mixed-use categories include the
folbwing:
Mixed-use Area - Mixed-use areas are intended to enhance travel options, encourage development
of locally serving commercial uses, medium-density apartments and offices along transportation
corridors identified on the Land Use Plan Map. Mixed-use areas discourage low-intensity, auto-
dependent uses and focus on a pedestrian orientation with an emphasis on aesthetics and design.
Goals .
UL.2 Maintain and enhance the quality of life in Spokane County through urban design
standards.
Policies
UL.2.1 Establish minimum performance standards within the zoning code for nuisances such
as noise, vibration, smoke, particulate matter, odors, heat and glare and other aspects
as appropriate to ensure compatibility with adjacent land uses and neighborhoods.
Response: The existing credit union/bank generates no nuisance impacts. -
UL.2.2 The design of development proposals should accommodate and complement
environmental features and conditions, and preserve and protect significant cultural
- resources.
Response: Not applicable.
UL.2.3 Create a design review process that promotes flexibility and creativity but is
prescriptive enough to achieve community standards and values.- The design review
process should provide for administrative review by staff for proposals of small scale
and complexity. Larger, more complex developments should require review by a
design review board. "
Response: Not applicable.
UL.2.4 Establish a design review board consisting of inembers from designated professional
groups (architects, engineers, planners, developers, etc.), community representatives,
and a representative from each of the affected neighborhoods or neighborhood
associations.
Response: Not applicable.
UL.2.5 Design review may be required for the following developments:
• Developments within designated mixed-use areas
• Planned unit developments
• Government buildings intended for public entry and use (post office, libraries, etc.)
• Aesthetic corridors
• Large scale commercial and industrial developments

ResQonse: Site Plan review occurred dwring the commercial permitting process for the original
site development. At the present time, Spokane County has not implemented a
formal site plan review process.
UL.2.6 Develop urban design uguidelines" that provide consistency of application for the
design review process. The guidelines should focus on the functional interrelationships
between land use, site design, neighborhood character and transportation systems.
Response: The proposed new signage is governed by the performance standards contained -
within the Spokane County Zoning Code under Section 14.804 (Signage Standards).
UL.2.7 The design review process shall not increase the length and shall run concurrent with
the land use approval process.
ResQonse: Site -Plan review occurred during the commercial permitting process for the original
site development. At the present time, Spokane County has not implemented a .
formal site plan review process. -
UL.2.8 Encourage developers to work with neighborhoods to develop plans that address
neighborhood concerns, such as environmental protection, historic preservation,
quality of life, property values and preservation of open space.
ResQonse: -Not applicable.
UL.2.9 Develop neighborhood, sub-area and community plans with specific design standards
that reflect and preserve community character.
Response: Not applicable. No sub-area planning has been initiated in this area. '
- UL.2.10 Mixed-use or mixed-density developments should be encouraged where they would be compatible with neighborhood character.
ResQonse: Not applicable.
Goal
UL.4 Encourage exemplary developments and creative design through the use of
perforFinance standards.

Commercial Signs
UL.5.5 Establish standards for the scale and intensity of commercial signs that protect views
and minimize signage clutter while still allowing adequate business identification.
Response: The proposed new signage is governed by the performance standards contained
within the Spokane County Zoning Code under Section 14.804 (Signage Standards).
UL.5.6 Prohibit new construction of videoboards/billboards and attempt to reduce existing
billboards wherever possible.
ZE-12-02
Staff Report - September 18, 2002 Public Hearing

:
Response: The proposed new signage does not inclyde a videoboard or biliboard and has been
evaluated as being in compliance with Section 14.804 (Signage Standards) of the
Spokane County Zoning Code.
MIXED-USE AREAS
Mixed-use areas are intended to enhance travel options, encourage development of commercial uses,
higher-density residences, office, recreation and other uses. To be successful, mixed-use areas
require detailed professional and community-based planning and quality market research.
Neighborhood and subarea planning programs that involve design professionals, government service providers, business people and community residents will be necessary to design successful mixed-
use areas.
Goal
UL.12 Encourage the developrnent of mixed-use areas that foster community identity and
are designed to support pedestrian, bicycle, and transit transportation.
Policies
UL.12.3 The characteristics of a mixed-use area include:
a) Housing and employment densities to support frequent transit service;
b) Public transit connections to other Centers and Corridors;
c) Safe, attractive bus stops and pedestrian and bicycle ways;
d) Buildings which front on wide sidewalks with attractive landscaping, benches
and frequent transit stops;
e) Multi-story buildings oriented to the street rather than parking lots; and -
- fl Parking spaces located behind, or to the side of buildings or under/over
structures.
ResQonse: The sfte is not served by public transit. The existing landscaping is mature and well- maintained with adequate parking provided to the rear and to the west of-the building which contains-10,439 square feet on one floor.
UL.12.4 The mix of land use in a mixed-use area includes:
- a) A variety of housing styles-apartments, condominiums, row houses, two-family
and single-family houses on small lots;
b) There could be a full range of retail goods and services-grocery stores serving
several neighborhoods, theaters and restaurants, drycleaners, hardware stores
and specialty shops;
c) A mix of residence types in close proximity to commercial uses and business
and government offices; -
d) An emphasis on community-serving rather than regional-serving commercial
. uses.
e) Commercial uses that require large land areas but have low employment
density- and are auto-dependent (lumber yards, nurseries, warehouses, auto
dealerships, etc.) are prohibited; and
f) Residential density within a mixed-use area shall range from 6 units per acre to
30 units per acre.
Response: Professional offices are encouraged within this Comprehensive Plan category.
UL.12.5 Implementation of mixed-use areas should only occur after the adoption of a sub-area
plan that involves design professionals, government service providers, business people
and community residents.

Staff Report - September 18, 2002 Public Hearing

s =
Response: No sub-area planning is presently--undenEVay or proposed in the immediate area.
COMPREHENSIVE PLAN SUMMARY: Limited commercial and office zoning are generally
consistent with the Goals and Policies of the Mixed Use (MU) category of the Comprehensive Plan.
This Comprehensive Plan designation anticipates professional offices, apartments, and commercial
development for implementation.
CONCURRENCY REVIEW: The proposal is exempted from water and sewer concurrency review
under the Phase I-Development Regulations-Section IV (F). The Spokane County Engineer has
reviewed this project for transportation concurrency and determined that it is exempt under the Phase
I-Development Regulations-Section IV (B) (2) (c).
ZONING ANALYSIS: The purpose of the Community Business (B-2) zone is to provide for the
location of a wide range of retail and service activities. This zone will implement the Major
Commercial category of the Comprehensive Plan. The uses within this zone may often require large
areas for customer parking, retail service, some outside activities, display and other commercial
activities. The businesses locating within these areas often draw customers from the county at large
and other outlying areas rather than from a more limited trade area. Further it is the intent of this
section to implement comprehensive plan policies which encourage commercial development along
Principal Arterials or highways and establish regional-serving commercial areas. General
characteristics of these areas include paved roads and sidewalks, public sewer and water, and a full
line of public services including manned fire protection and public transit accessibility.
Response: The proposal is generally consistent with the purpose and intent of the Community
Business (B-2) zone which is designed to implement the Mixed Use (MU) category of the
Comprehensive Plan. The general area includes single family residential development as _
implemented through the UR-22 and commercial uses implemented through the 6-2 and B-3 zones. _
The immediate vicinity also includes Heavy Industrial (I-3) zoning to the south of Trent Avenue. _
Schools are not required to serve tlie proposal, although schools are available for future needs.-
SITE PLAN ANALYSIS: The site plan submi#ted with the zone reclassification specifies the location
of all existing structures, parking areas, and landscaping. The site plan indicates two existing -
accesses to Trent Avenue providing access to drive-through banking lanes and parking areas located
to the rear and to the west of the existing structure. CONFORMANCE WITH SIGNAGE STANDARDS: The signage plan submitted with the zone
reclassification specifies the location, size and design of the proposed new sign. Section 14.804 of the
Spokane County Zoning Code specifies the following standards for freestanding commercial signage
in the Community Business (B-2) zone:
14.804.080 Siqn Standards for Business and Industrial (134. B-2, B-3. I-2 and I-3) Zones
Any sign, which pertains only to the identification of a permitted use. in the 6-1, B-2, 6-3, I-2 and I-3
zones and is located entirely on the property with the use or business, is permitted, provided that it
complies with the following standards. -
1. Wall Signs - Individual and Multiple Businesses
Wall signs are permitted on each wall of a building provided the wall sign does not exceed twenty-
five percent (25%) of the total area of the wall or a maximum area of 250 square feet, whichever
provides the smaller area. uFalse frontsfl and mansard roofs shall not be included when calculating
the total area of the wall. I 2. Freestanding Signs (pole or monument design) - Individual Business ZE-12-42
Staff Report - September 18, 2002 Public Hearing
7
One (1) on-premises freestanding sign is permitted. , Signs shall not exceed the area and height
limits as provided in Table 3. Businesses with multiple frontages may be allowed additional
signage per 14.804.080(5).
Tab/e 3- Standards for on-premises siqn for individual business
Maximum Area Maximum Area
Zone 5100' street frontage >100' street frontage Maximum Height
B-1 50 ft50 ft 20 feet
B-2/B-3 100 ft200 ft2 30 feet
I-2/I-3 40ft2 80 ft 20 feet
At 185 square feet in area (200 square feet maximum) and 26 feet in height (30 foot maximum), the
proposed sign satisfies these standards.
STAFF SUMMARY: As conditioned by the reviewing agencies, the proposal demonstrates general
consistency with the applicable Goals and Policies of the Mixed Use (MU) category of the
Comprehensive Plan. The location of the proposal is consistent with the purpose and intent of the
Community Business (B-2) zone when taking into consideration the location criteria and development
standards for professional office development.

sewer connection to the area-wide Public Sewer System is to be constructed. Sewer
connection permit is required. Commercial developments shall submit historical and or estimated
water usage prior to the issuance of the connection permit in order to establish sewer fees.
This condition is a result of the Spokane County Code Phase One Oevelopment Regulations.
The project lies outside of the County's Six Year Sewer Capital tmprovement Plan and is

construction of a sign. SS12A Applicant shall submit expressly to Spokane County Division of Utilities "under separate cover",
- only those plan sheets showing sewer plans and specifications for the public sewer -

SS12F Sewer plans acceptable to the Division of Utilities shall be submitted prior to the issuance of the

g) Map: Greenacres Quadrangle, U.S.G.S., 1973, and Spokane N.E., U.S.G.S., 1973.
2. _ Findings:
a) This project lies over the Spokane-Ra.thdrum Aquifer.
b) The project is within Critical Water Supply Service Area #3 and within the service area of Trentwood
Irrigation District #3. Water supply will be a public system.
c) The project is inside the Spokane County Comprehensive Wastewater Management Area, inside the
General Sewer Service Area, and inside the Priority Sewer Service Area recommended in the '201'
Study. The method of sewage disposal is subject to approval of the Director of Utilities, Spokane
County, pursuant to County Resolution 80.0418 adopted March 24, 1980. The topography and soils in
the area are generally suita.ble for use of individual on-site sewage disposal systems. The lot is not of
the proper dimensions to permit the use of both an individual well and sewage system.
.
0
d) The project lies in a relatively flat area east of Ellen Road and north of Trent Avenue. Local
drainageways are insignificant.
e) Surface soils are classed by the U.S. Soil Conservation Service as Garrison gravelly loam with 0% to
5% slopes. They have a septic tanlc filter field limitation of slight. There is also possible
contamination of groundwater. This soil would be classified as a Type IV.
fl Geologically, the soils are glaciofluvial deposits. These geological structures generally yield moderate
to very large amounts of water. Data from wells in the area referenced in section 1 g shows they are
from 65' to 565' deep and have static water levels varying from 12' to 46' below the surface. Has
indicated that it can supply domestic use water for the project upon completion of agreements with the
proponent.
3. Required (mandatory) Conditions If Approved:
a) A combined surface water and sewage disposal detailed plan shall be approved by the Spokane
County Engineer and Spokane Regional Health District prior to the issuance of any on-site sewage
disposal permit or building permit for this project.
b) Sewage disposal method shall be as authorized"by the Director of_Utilities, Spokane County.
c.) Water service shall be coordinated through the Director of Utilities, Spokane County.
d) Water service shall be by an existing public water supply when approved by the Regional Engineer
" (Spokane), State Department of Health.
e) Disposal of effluent beneath *paved surfaces is currently prohibited.
f) Subject to specific application approval and issuance of pernuts by the Health Officer, the use of an
individual on-site sewage disposal system may be authorized.
4. Recommended Conditions of Approval: a) Use of private wells and water systems is prohibited.

Zone Reclassification Application
What factors support the reclassification?
Consistency with the Comprehensive Plan - The subject site is located entirely within
the Mixed Use category of the Comprehensive Plan. Chapter 2(Urban Land Use) states
that Mixed Use areas are intended to enhance travel options, encourage development of
locally serving commercial uses, medium density apartments and offices along
transportation corridors identified on the Land Use Plan map. Mixed-uses areas
discourage low-intensity, auto dependent uses and focus on a pedestrian orientation with
an emphasis on aesthetics and design. Applicable Goals and Policies of the Mixed Use
category are described in Goal UL.12 and policies UL.12.1- UL.12.5.
The proposed Zone Reclassification from Urban Residential - 22 (LJR-22) to Community
Business (B-2) is consistent with the Mixed Use category of the Spokane County
Comprehensive Plan. The proposed (B-2) zone is an implementing zone of the Mixed
Use category as identified in Section II of the Phase 1 Development Regulations. Parcels
located north, south, east and west of and adj acent to the site are categorized Mixed Use.
The subj ect site is developed with an existing commercial use (Horizon Credit Union)
that can be considered a locally serving commercial use an established transportation
corridor, Trent Avenue (Hwy 290).
The owner has requested a zone reclassification to establish a 185 square foot
freestanding sign. The proposed sign will replace an existing sign and will be used for
business identification. Chapter 2 of Comprehensive Plan addresses signage under the
heading "Viewscapes". Applicable Goals and Policies include Goal UL.S and policies
LTI.,.5.1-UL.5.5.
Policy LTL.5.5, under the heading Commercial Signs states:
"Standards for the scale and intensity of commercial signs shall be established to protect
views and minimize signage clutter while still allowing adequate business identiftcation."
If the zone reclassification is approved, the proposed sign will be sited consistent with the
established sign standards identified in Resolution 2-0188 (An Amendment to the
Spokane county Zoning Code to Repeal Chapter 14.804, Signage Standards).
Consistency with purpose and intent of Zoning - Chapter 14.626 of the Spokane County
Zoning Code states that the purpose of the Community Business (13-2) zone is to provide
for the establishment of commercial centers which will meet the needs of a community
for a wide range of retail and service uses. Chapter 14.626 of the Zoning Code states that
the intent of the (B-2) zone is to accommodate community shopping facilities consisting
of varied retail, service and office establishments grouped in one location served by

arterials where they can serve a trade area encompassing several neighborhoods, usually
within a distance of one to one an one-half (1-1 /2) miles of such zone.
The proposed zone reclassification is consistent with the purpose and intent of the
Community Business (B-2) zone. The existing use, the Horizon Credit Union is a
commercial use that services several neighborhoods located within one an one-half (1-
1/2) miles of the subj ect site. The existing use is consistent with the development
standards of the (B-2) zone. Landscaping, parking and utilities are established. The
proposed use, a sign, will be sited consistent with the Sign Standards identified in
Resolution 2-0188. The subject site is served by Trent Avenue, a State Highway (Hwy
290) located south of and adjacent to the site. Surrounding parcels are both developed
and vacant. Developed parcels include commercial, single and multi-family land uses.
Surrounding zoning consists of: Regional Business (B-3), Community Business (B-2)
and Urban Residential - 22 (UR-22).
Description of changed conditions of the area that you feel make this proposal
warranted - The primary changed condition of the area that makes this proposal
warranted is the Mixed Use designation of the site. Section II of the Phase 1
Development regulations identifies the proposed Community Business (B-2) zone as an
implementing zone for the Mixed Use category of the Comprehensive Plan.
What impact will the proposed zone reclassi tcation have on the adjacent properties?
- No significant impacts to adjacent properties will occur as a result of an approved zone
reclassification. The primary use (Horizon Credit Union) is established. Existing
landscaping will be maintained. The proposed use, a sign, will replace an existing sign
and be utilized for business identification. The proposed sign will not exceed established
sign standards. Existing views will neither be obstructed, nor significantly altered.
What measures do you propose to mitigate your proposal's impact on surrounding
land use?
The proposed zone reclassification will be established pursuant to the site plan of record.
Signage will be established pursuant to Resolution 2-0188.

proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your lrnowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal,
write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary
delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental agencies can
assist you.
T'he checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your
proposal or its environmental effects. The agency to which you submit this checklist may ask you to
explain your answers or provide additional informarion reasonably related to determining if there may be
significant adverse impact.
USE OF CHECKLIST FOR NON-PROJ.ECT PROPOSALS:
Complete this checklist for non-proj ect proposals, even though questions may be answered "does not
apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NON-PROJECT ACTIONS (part D).
For non-project actions, the references in the checklist to the words "project," "applicant," and "property
or site" should be read as "proposal," "proposer," and "affected geographic area,"
respectively.
