INTROnYJCTION
This matter has come before the Hearing Exanzi.ner Committee on November 21,
1991. The members of the Committee present are Lunell Haught, Chairperson, Phil
Hairis and 7ane Myers.
PROPOSAL
The sponsor, Quality Inn/Diane Gunning, requests approval of a change of
conditions, File No. ZE-43B-87 to amend the existing condirions of approval
pertaining to signage.
FINDINGS OF FACT AND CO\TCLUSIONS
1. The property is generally located north of Mission Avenue, west of Argonne Road
and south of Interstate 90 in Secaon 7, Township 25 North, Range 44 EWM,
Spokane County, Washington.
2. The conznlittee adopts the Planning Department Report as a part of this record.
3. The existing land uses in the area are commercial to the north, east and south. Single
family residences are located to the west
4. The Comprehensive Plan designates this site as Major Commercial. The Major
Commercial category is intended to provide the opportunity for development of
commercial uses, specifically communiry and regional shoppi.ng centers and
commercial uses di.rectly related to major throughways. -
5. T'he Arterial Road Plan designates Mission Avenue which fronts the site's southern
boundary as a Collector Arterial. Argonne Road which fronts the site's eastern
boundary is designated as a Principal Arterial. Interstate 90 fronts the site's northern
boundary.
6. The existing zoning of the property described in the application is Regional Business
(B-3), previously established in 1987.
7. The provisions of RCW 43.21 C(The State Envixonmental Policy Act) have been
conlplied with and a Determination of Nonsignificance was issued.
8. The legal requirements for public notice have been fulfilled.
9. The owners of adjacent lands did not conunent on the proposal.
10. The proposed use is not compatible with existing uses in the area.
11. The proposed signs do conform to the applicable sign standards for the Regional
Business (B-3) zone.

12. The applicant has not demonstrated that conditions have substantially changed since
the original zoning of this area and accordingly, the proposed zone reclassification is
justified.
13. The proposed use will not be detrimental to the public health, safety, morals or
welfare.
CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
1. All Conditions imposed by the Hearing Examiner Committee shall be binding on the
"Applicant," which term shall include the owner or owners of the property, heirs,
assigns, and successors-in-interest.
2. The zone reclassification applies to the legal description as found in the original file no.
ZE-43-87.
SPOKANE COUNTY PLANNING DEPARTMENT
1. All conditions of the original file no. ZE-43-87 shall remain in effect. The following
conditions shall update and mod.ify the original conditions.
2. All standards of the Regional Business (B-3) zone as amended and including sign
standards shall be complied with in the development of this site.
3. Original condition no. 1 is hereby deleted (sign limits) from the original Findings and
Order for file no. ZE-64C-83.
SPOKANF COUNTY DIVISION OF ENGINEERING AND ROADS
1 . Those condiaons of approval of ZE-64-83 and ZE-43-87 are still applicable and
binding oii this proposal.
2. The proposed signs shall not encroach on existing or future acquisition county right of
way, as designated on the previous rezone ZE-64-81 and ZE-43-87.
SPOKANE COUNTY DIVISION OF UTILITIES
. Sewerage facilities are not affected by this proposal therefore no recommendation.
SP4KANE COUNTY HEALTH DISTRICT .
. 1. The Health District has no addirional conditions of approval for this change of
conditions.

The Hearing Examiner Committee, pursuant to the above Findings of Fact and
Conclusion, APPROVES the application of Quality Inn/Diane Gunning for the
Change of Conditions to amend the existing conditions of approval pertaining to
signage as described in the application ZE-43B-87.

Purpose of Checkllst:
The State Environmental Dolicy Act (SEPA) chapter 43.21C RC4f, requires all governmental agenciez to consider the envirorunnental impacts of a proposal
before making decisions. An Environmental ]mpact Statement (EIS) must be prepared for all proposals with probable signlficant adverse lnpacts on
the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identlfy impacts from your
proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency dectde whether an E15 ts required.
Instructions for Applicants:
This enriro mcental checklist asks you to descrlbe sone basic information about your proposal. Governmental agencSes use this Checklist to determine
whether the environrental impacts ot your proposal are significant, requlring preparation of an E1S. Answer the questions briefly, with the most
precise inforrnation known, or give the best descriptSon you can. •
lfou rnust answer each Question accurat--;j a,,E .:s-.-`a:ly, to the best of your kno++ledge. In most cases, you should be able to ansWer the Questions
from your orm observations or project plans without the need to hire experts. If you really do not knor+ the answer, or 1f a question does not apply

II. SITE INFORMATION
A. Site Size: 17 14 acres
B. Comprehensive Plan ,
1. Land Use Plan The slte is located in the Major Commercial category and
inside the pnonty sewer service area (PSSA) Property to the north, east
- and west of the site is also in the Major Commercial category. Property to
the south across IVhssion Avenue from the site is in the Urban category

The Major Commercial category supports the existing Regional Business
(B-3) zorung
2. Arterial Road Plan The site's southern boundary is Mission Avenue
which is designated as a Collector Artenal at this locanon The site's
eastern boundary is Argonne Road which is designated as a Pnncipal
Artenal Interstate 90 is located adjacent to the site's northem boundary
C. Site Characteristics The site is fully developed vvith the Quahty Inn Valley
Suites Motel and a Perki.ns restaurant.
D. Zoning Analysis The eastern 780 feet (approximately) of the site was zoned
commerclal in 1983 under the Old Spokane County Zorung Ord.inance This
pomon of the site was reclassified Regional Business (B-3) when the Zoning
Code was fully unplemented on January 1, 1991. The remaulder of the slte was
zoned Reglonal Business (B-3) in 1987 under the new Zorung Code
The property between the site's western boundary and Sargent Road was zoned
from Agncultural to Community Business (B-2) on January 1, 1991 when the
new Zoning Code was fully unplemented
Property at the northeast corner of Argonrie Road and Mission Avenue (east of
the site) was zoned Freeway Commercial in 1978 under the old Zoning
Ordinance. This property was rezoned Community Business (B-2) on January 1,
1991 when the new Zoning Code was implemented
The southeast corner of Ivhssion Avenue and Argonne Road (southeast from the
s1te) was zoned Commercial in 1979 under the old Zorung Ordinance and
redesignated Regional Business (B-3) on January 1, 1991 when the new Zoning
Code was implemented.
No rezone apphcations for the immediate viculity of the site have been approved
since the slte was zoned Regional Business in 1987

Proposed Signs: The following signs are proposed for placement on the site
1 An electronic message center to be added to the existing pylon slgn, 4'6" x
3316", single faced mounted, on exisnng pole facing Interstate 90 to the
east. The existing pylon slgn will be replaced with a shghtly smaller sign.
2. Two wall mounted signs, 3' x 20', on the north side of Quality Inn facing
Interstate 90
3. Reader board 5' x 8' at entrance to Quality Inn on Mission Avenue.
4 Reader board added to existing pylon on Argonne Road at IVbssion Avenue,
4'x8'
Existing Signs The condhnons of approval for file no ZE-43A-87 specified
the following signage standards for the site ~
1. One detached sign along Interstate 90 at 290 square feet and 55' in height.
2. One wall sign along the south face of the building at 132 square feet
3 "Enter" signs along Niission Avenue at 6 square feet
4. That the sign located at Mission Avenue and Argonne Road be reduced to
25 feet in height and 48 square feet i.n surface area The sign linutaaons as
requued by the Heanng Examiner Commuttee in July 1987 shall remain in
effect for the restaurant
Note The existing signage on the site meets the conditions of approval for the
rezone ZE-43A-87
Sign Standards Sign standards in the Regional Business (B-3) zone are found
in Zonmg Code section 14 804 120 The followmg are applicable to the
proposal.
On-premise signs for muleple business complexes shall be limited as follows:
1 Wall signs shall not exceed the outer l=ts of the wall of each business
within the complex and shall not cover more than 2 walls
2. Freestanduig signs may not exceed 2 square feet per hneal foot of frontage
up to a maximum of 250 square feet in sign area, nor 40 feet in height above
grade One add.itional sign shall be pernutted for each 200 feet of frontage
or pornon thereof that is above the ongina1200

3 Freeway-onented signs (signs onented to Interstate 90) shall be pemutft a
maximum sign area of 400 square feet and a maximum height of 60 fee,,
above grade. 1
4 Placement of lighted signs shall be such that no light extends over propez ty
lines to any adjoining property
Note• The exisnng pylon sign onented toward Interstate 90 is 290 square feet in
area. The proposed electromc message center will be 150 75 square feet in area
for a total of 440.75 square feet. This exceeds the Zoning Code requuement #3
shown above by 40.75 square feet The sponsor proposes to replace the existing
freeway onented pylon slgn with a smaller sign so that the combined sign squ as-e
footage will not exceed the 400 square foot maximum The proposed signs meet
the signage standards for the Regional Business (B-3) zone
III. ENVIRONMENTAL REVIEW
An Envuonmental Checklist was submitted by the sponsor and was reviewed by the
County Planning Departrnent The review considered the specifics of the proposal,
other available informaaon, County ordinances, other regulaaons and laws, possible
standard Conditions of Approval, the Generahzed Comprehensive Plan, and other
County policies and guidehnes The Planriing Department has deternuned that "No .
probable significant adverse impacts" would result from the proposal being developed
and has issued a Deternunation of Nonsigmficance ("DNS")
The "DNS" was cuculated to 9 other agencies of j unsdicnon and other
agencies/departments affected by the future development for review and comment
The "DNS" comment penod ends November 19, 1991 and was advertised 15
calendar days before said date in the newspaper, by letter to adjacent property owners
within 400 feet of the proposal, and by noace on a sign posted on the proposal site.
The Heanng Examiner may consider addltional environmental related testimony at the
public heanng
I V. PLANNING DEPARTMENT SUMMARY AND RECOMMENDATION
The followulg facts are relevant to the proposal.
1. The existing sign standards for the site were estabhshed by the Hearing
Examiner Committee in 1989, change of condinons file no ZE-64C-83.
2 The proposal is located in the Major Commercial category of the
Comprehensive Plan and all surrounding propemes are zoned for commercial
purposes
3 The site fronts on a Collector Artenal, a Pnncipal Artenal and an interstate
highway
4 Most surrounding land uses are commercial in nature A shopping complex
was developed south of the site across Mlssion Avenue in 1989.
5 The proposal meets the sign standards for the Regional Business (B-3) zone

Due to the above considerations, the Planmng Deparnnent recommends approval of the
proposal subject to the condhtions of approval
V . CONDITIONS OF APPROVAL
i. All conditions imposed by the Hearing Examiner Committee shall
be binding on the "Applicant", which terms shall include the
owner or owners of the property, heirs, assigns and successors.
i i. The zone reclassification applies to the legal description as found
in the original file no. ZE-43-87.
iii. All conditions of the original file no. ZE-43-87 shall remain in
effect. The following conditions shall update and modify the
original conditions.
