Pronosed Buffering Techniaues: The site plan demonstrates compliance with the zoning standards and _ conditions of approval by the Hearing Examiner Committee. Extensive landscaping is shown along the north, west and south property lines pronosed Change of Conditions: The Hearing Examiner Committee approval granted in July, 1987, limited advertising signs as follows: "That advertising signs be limited to 150 square feet in surface area, 35 feet in height; other signs except directional signs shall be placed flat agaiast the building. This condition shall allow one sign each, as described above, for the motel and restaurant " The sponsor is requestmg a change to this limitation to allow four signs as follows: - One detached sign along Interstate 90 with a surface area of 290 square feet (10' x 29) and a height of SS'. - One wall sign attached to the south wall of the motel building with a surface area of 132 square feet (11' x 12) - One "eoter" sign located along Mission Avenue with a surface area of 6 square feet (2' x 3') and a height of 4 feet - One detached sign along Argonne Road at Mission Avenue with a surface area of 90 square feet (9' x 10) and a height of 35' 3 ez / II.SITE ANALYSIS ZE-64C-83 & ZE-43A-87 Proposed Site Plan Pronosed ChanPe of Conditions• (continued) The Planning Department is of the opioion that the first three of the above requests may be necessary to properly direct people to the site but that the fourth sign (located at Argonne and Mission) is excessive in size and height and will confuse the traveling public when the restaurant is built. Also, the restaurant planned for this site may feel tho need (when it's built) to request a much larger sign to compete and to show it is the pnncipal use of that portion of thc site. Therefore, the Planning Department recommends a reduction to 25 feet in height and, 48 square fcet in surface area (These dimensions are standard signs availablc through the Quality Inn sign logo's ) n o t e• - Tho site plan submitted for review by the Zoning Heanng Examiner Committee is general in nature. Detailed review to determine compliance with all Ordinance regulations and conditions of approval is recommended to be administrative and to occur at the Building Permit stage. III.SITE DEVELOPMENT RECOMMENDATIONS Buffering/Landscaping: Details to be reviewed at the building permit stage Signage: See above "Proposed Change of Conditions". IV.SEPA ENVIRONMENTAL REVIEW An Environmental Checklist was submitted by the sponsor and was reviewed by the County Planning Department. The review considered the specifics of the proposal, other available information, County ordinances, other regulations and laws, possible standard Conditions of Approval, the Generalized Comprehensive Plan, and other County policies and guidelines The Zoning Administrator has determined that "No probable significant adverse impacts" would result from the proposal being developed and has issued a Aetermination of Non-Significance ("DNS") Tbe "DNS" was circulated to eight other agencies of junsdiction and other agencies/depariments affected by the future development for review and comment. The "DNS" comment penod ends January 4, 1989, and was advertised 15 calendar days before said date in the newspaper, by letter to adjacent property owners within 400 feet of the proposal, and by notice on a sign posted on thc proposal site The Heanng Examiner may consider addhtional environmental related testimony and the "DNS" at the public hearing 4 q- /2 . V. PLANNIN(* SUMMARY ZE-64C-83 & ZE-43A-87 The Planning Department feels that the burden of proof as to the need of the increases in sign height and surface area is upon the applicant With or without that demonstration, the Planning Department recommends a reduction in the height and surface area to 25' and 48 square feet for the sign located at Mission Avenue and Argonne Road for reasons specified earlier.
