Such standards are necessary to ensure the development of well-planned manufactured (mobile) home facilities. 14.808.020 Manufactured (Mobile) Home Parks - Establishment 1. Manufactured (Mobile) Home Parks shall require approval of a site development plan by the Planning Director. The site development plan will be reviewed and approved for compliance with ordinances and standards by the following: Spokane County Planning Department, Spokane County Health District, Spokane County Department of Building and Safety, Spokane County Utilities, Spokane County Engineers and other appropriate agencies. • 2. Any applicant shall first submit the site development plan along with drawings and other information sufficient to enable the Planning Director to determine whether the manufactured (mobile) home park complies with the performance standards contained in Section 14.808.040 of this Code. 3. An approved site development plan shall not be altered unless approved by the Planning Director. The Planning Director shall have authority to approve alterations to the site development plan upon a determination that such alterations do not represent a substantial change in the previously approved site development plan. Alterations which increase the site development plan density shall be deemed substantial. 4. Failure to comply with the requirements of the Department or other agencies' conditions shall be sufficient grounds to revoke the site development plan approval. 14.808.040 Manufactured (Mobile) Home Parks - Development Standards 1. DENSITY a. The density of the underlying zone shall govern the density of manufactured (mobile) home spaces, provided that there shall be a maximum of seven (7) manufactured (mobile) home spaces per acre having a minimum of three thousand six hundred (3,600) square feet per space. b. Fifty percent (50%) of each manufactured (mobile) home space shall be left in open space. (Open patio covers, awnings and/or carports are accessory structures to be considered as open space.) c. Each manufactured (mobile) home space shall be a minimum of forty-five (45) feet in width and shall have frontage on a street. d. The site development plan defined in Section 14.808.020 shall indicate phasing for manufactured (mobile) home parks to be developed in stages. 2. MINIMUM SETBACKS FOR MANUFACTURED (MOBILE) HOMES AT PARK PERIME I hR SHALL BE: a. Twenty-five (25) feet from all public rights-of-way; b. Side Yard - ten (10) feet from park perimeter at the overall site lot side line; and Chapter 14.808 Zoning Code Printed: November 1998 Page 357 of Spokane County c. Rear Yard - ten (10) feet from park perimeter at the overall site lot rear line. Three (3) feet for any accessory structure such as patio covers, awnings and/or carport. MINIMUM SETBACKS FOR INDIVIDUAL IN -PARK SPACES a. Front and Flanking Street Yards - four (4) feet b. Side Yard - five (5) feet. Three (3) feet for any accessory structures such as patio covers, awnings and/or carport. c. Rear Yard - five (5) feet. Three (3) feet for any accessory structure such as patio covers, awnings and/or carport. MINIMUM PARKING STANDARDS a. Every manufactured (mobile) home site shall have two (2) off-street parking spaces per dimensional requirements of Chapter 14.802. (One such parking area must be on site, and the additional space may be located in a satellite parking area in the park, located not more than two hundred [200] feet from the manufactured (mobile) home stall[s] it is serving.) Parking shall be subject to standards of Chapter 14.802. 5. MINIMUM STREET STANDARDS AND TRAFFIC CIRCULATION a. All manufactured (mobile) home park access approaches to a dedicated, established and maintained County street or highway shall be paved and have a minimum width of not Less than thirty-four (34) feet and shall be adequately lighted at night. b. Internal streets which are not dedicated to the County shall be thirty (30) feet in width, may have guest parking on one side and be adequately lighted at night. A three (3) -foot portion of the street surface shall be marked for a walkway. Internal circulation shall be approved by the County Engineer, the Planning Department and the Department of Building and Safety. c. All areas used for access, egress and circulation shall be surfaced with a minimum of two (2) inches of crushed rock and no less than two (2) inches of asphalt, concrete pavement or equivalent. Roads are to be completed within one (1) year from the start of any phased construction. Roads shall be adequately maintained by owner of the Manufactured (Mobile) Home Park. 6. LANDSCAPING a. All areas other than ingress and egress, parking and circulation, shall be landscaped in conformance with Chapter 14.806 and maintained. Each manufactured (mobile) home site shall be landscaped within ninety (90) days of occupancy, provided that the Department may authorize up to a maximum one hundred twenty (120) -day delay where planting season conflicts would produce high probability of plant loss. b. All manufactured (mobile) homes shall be skirted to conceal the undercarriage. Skirting shall be as identified in County Code, Title 3, as approved by the Director of the Department of Building and Safety. Skirting shall be installed within thirty (30) days of occupancy. 7. UTILITY LINES a. All utility lines in manufactured (mobile) home parks shall be buried. 8. STORM DRAINAGE/SEWAGE SYSTEM a. A detailed combined on-site sewage system and surface water disposal plan for the entire project shall be approved by the Utility Director, County Engineer and the Spokane County Health District, as appropriate, prior to the issuance of any building permit. Fire hydrants and emergency vehicle circulation and access shall be approved by Spokane County Department of Building and Safety. 14.808.060 Manufactured (Mobile) Home Establishment on Individual Lots A manufactured (mobile) home may be located on any lot that (1) meets the standards required for the establishment of a single family dwelling, and (2) lies in a zone in which a single family dwelling is a permitted use, provided that a manufactured (mobile) home which was located legally prior to January 1, 1991 may be improved, added to or replaced with a manufactured (mobile) home as currently defined in the Zoning Code of Spokane County. A building permit is required for the establishment of a manufactured home or a mobile home on an individual lot or in a manufactured (mobile) home park in accordance with Title 3 of the Spokane County Code. All mobile homes or previously occupied manufactured homes being relocated within or into Spokane County shall demonstrate evidence of an approved Washington State Department of Labor and Industries "Alteration Inspection" prior to issuance of said permit. In addition, such manufactured home or mobile home is subject to the specific installation and development standards of the Spokane County Planning Department and the Division of Buildings. An individual manufactured (mobile) home shall conform to the minimum residential development standards of the zone in which it is located.
