Such standards are necessary to ensure the development of well-planned manufactured home facilities. 14.808.020 Manufactured Home Parks - Establishment 1. Manufactured Home Parks shall require approval of a site development plan by the Planning Director. The site development plan will be reviewed and approved for compliance with ordinances and standards by the following: Spokane County Planning Department, Spokane County Health District, Spokane County Department of Building and Safety, Spokane County Utilities, Spokane County Engineers and other appropriate agencies. 2 Any applicant shall first submit the site development plan along with drawings and other information sufficient to enable the Planning Director to determine whether the manufactured home park complies with the performance .standards contained in Section 14.808.040 of this Code. 3. An approved site development plan shall not be altered unless approved by the Planning Director. The Planning Director shall have authority to approve alterations to the site development plan upon a determination that such alterations do A4.I represent a substantial change in the previously approved site development plan. Alterations which increase the site development plan density shall be deemed substantial. 4. Failure to comply with the requirements of the Department or other agencies' conditions shall be sufficient grounds to revoke the site development plan approval. 14.808.040 Manufactured Home Parks - Development Standards 1. DENSITY a. The density of the underlying zone shall govem the density of manufactured home spaces, provided that there shall be a maximum of seven (7) manufactured home spaces per acre having a minimum of three thousand six hundred (3,600) square feet per space. b. Fifty percent (50%) of each manufactured home space shall be left in open space. (Open patio covers, awnings and/or carports are accessory structures to be considered as open space.) Printed: July 1991 Page 405 Zoning Code of Spokane County c. Each manufactured home space shall be a minimum of forty-five (45) feet in width and shall have frontage on a street. d. The site development plan defined in Section 14.808.020 shall indicate phasing for manufactured home parks to be developed in stages. 2. MINIMUM SETBACKS FOR MANUFA T IR D HOMES AT PARK PERIMETER AI t BE: a Twenty-five (25) feet from all public rights-of-way; b. Side Yard - ten (10) feet from park perimeter at the overall site lot side line; and c. Rear Yard - ten (10) feet from park perimeter at the overall site lot rear line. Three (3) feet for any accessory structure such as patio covers, awnings and/or carport. 3. MINIMUM SETBACKS FOR INDIVIDI IAI IN -PARK SPACFS a Front and Flanking Street Yards - four (4) feet. b. Side Yard - five (5) feet. Three (3) feet for any accessory structures such as patio covers, awnings and/or carport. c. Rear Yard - five (5) feet. Three (3) feet for any accessory structure such as patio covers, awnings and/or carport. 4. MINIMUM PARKING STANDARDS a Every manufactured home site shall have two (2) off-street parking spaces per dimensional requirements of Chapter 14.802. (One such parking area must be on site, and the additional space may be located in a satellite parking area in the park, located not more than two hundred [200j feet from the manufactured home stall[sj it is serving.) Parking shall be subject to standards of Chapter 14.802. 5 . MINIMUM STREFT STANDARDS AND TRAFFIC CIRCULATION a All manufactured home park access approaches to a dedicated, established and maintained County street or highway shall be paved and have a minimum width of not less than thirty-four (34) feet and shall be adequately lighted at night. b. Internal streets which are not dedicated to the County shall be thirty (30) feet in width, may have guest parking on one side and be adequately lighted at night. A three (3) -foot portion of the street surface shall be marked for a walkway. Internal circulation shall be approved by the County Engineer, the Planning Department and the Department of Building and Safety. c. All areas used for access, egress and circulation shall be surfaced with a minimum of two (2) inches crushed rock and no less than two (2) inches asphalt, concrete pavement or equivalent. Roads are to be completed within one Printed: July 1991 Zoning Code Page 406 of Spokane County (1) year from the start of any phased construction. Roads shall be adequately maintained by owner of the Manufactured Home Park. 6. t ANDSCAPIN a All areas other than ingress and egress, parking and circulation, shall be landscaped in conformance with Chapter 14.806 and maintained. Each manufactured home site shall be landscaped within ninety (90) days of occupancy, provided that the Department may authorize up to a maximum one hundred twenty (120) -day delay where planting season conflicts would produce high probability of plant loss. b. All manufactured homes shall be skirted to conceal the undercarriage. Skirting shall be as identified in County Code, Title 3, as approved by the Director of the Department of Building and Safety. Skirting shall be installed within thirty (30) days of occupancy. 7. ilTII ITY I INFS a All utility lines in manufactured home parks shall be buried. 8 . STORM DRAINAGE/SEWAGE SYSTEM a A detailed combined on-site sewage system and surface water disposal plan for the entire project shall be approved by the Utility Director, County Engineer and the Spokane County Health District, as appropriate, prior to the issuance of any building permit. 9 . FIRE HYDRANTS & EMERGENCY ACCESS a. Fire hydrants and emergency vehicle circulation and access shall be approved by Spokane County Department of Building and Safety. 14.808.060 Manufactured Home Establishment on Individual Lots A manufactured home may be located on any lot that: (1) meets the standards required for the establishment of a single family dwelling, and (2) lies in a zone in which a single family dwelling is a permitted use, provided that in the UR -3.5 and UR -7, only Class A manufactured homes are permitted. Class A manufactured home is a new manufactured home approved as meeting "acceptable similarity" appearance as listed below. 1. The manufactured home shall have a visible foundation or skirting approved as per Section 14.808.040 (6) (b) that is similar in appearance to foundations of housing built on site. 2. Minimum width of the main body of the manufactured home as assembled on the site shall not be less than twenty (20) feet as measured across the narrowest portion. 3. The pitch of the main roof shall not be less than one (1) foot of rise for each four (4) feet of horizontal run. Minimum distance from eaves to ridge shall be ten (10) Printed: July 1991 Zoning Code Page 407 of Spokane County feet. In general, any roofing material may be used that is generally acceptable for housing built on the site, if applied in such a manner as to be similar in appearance. 4. Any materials that are generally acceptable for housing built on site may be used for exterior finish if applied in such a manner as to be similar in appearance provided, however, that reflection from such exterior shall not be greater than from siding coated with clean, white, gloss, exterior enamel. 5. The manufactured home shall be so located on a lot that the portion nearest the principal public street frontage is at least thirty-four (34) feet in total dimension parallel to the street. Such dimension shall be measured from outer extremities, including eaves, and shall include any additions to the main body of the manufactured home, such as living or recreation rooms, garages, carports, utility rooms, and the like, the front portions of which are within ten (10) feet of the front of the main body of the manufactured home. A building permit is required for the establishment of a manufactured home on an individual lot or in a manufactured home park, and such home is subject to the specific installation and development standards of the Spokane County Planning Department and the Department of Building and Safety. An individual manufactured home or Class A manufactured home shall conform to the minimum residential development standards of the zone in which it is located.
