from substantive flaws that would prevent technical staff from completing the technical review started:;: When
this step is complete,_ your application will be routedto` the 'appropriate staff and remain in. their ,review 'queuel until it
comes up for review.
3. Technical Compliance. Once an application. is administratively complete, itis routed totechnical staff for compliance.'
