The first meetingof the Employee Safety Committee began at approximately 2:00 p.m.One of the first items of
business was to elect a chair. It was the group’s consensus that Chris Berg serve as the committee’s chair,and
that Wednesday, 11 a.m.meetings would work well. Chris Bainbridge will take minutes today and distribute
copiestocommittee members for their review. Items discussed for further research and consideration included:
Accident Prevention Program: Chris Bainbridge explained that according to WAC 296-800, we are required to
establish, superviseand enforce an accidentpreventionprogram including development of a formal, written
program. A draft program was previously circulated to committeemembers in anticipation of discussion at
today’smeeting. Due tothe complexity of first formingthe committee, it was agreed that thedraft “Accident
Prevention Program” would be thetemplate as the committee moves forward to refinethe program; and that Chris
Bainbridge will fill in several of the blanks and send it back to committeemembers for further review. The
Program will be further reviewed at thenextand subsequent meeting as needed. Once the Program is in its final
form, it will be submitted to the City Manager, Deputy City Managerand/or Council as appropriate.
Safety orientation: although this issue generally falls under the responsibility of Human Resources, Tim pointed
out that several aspects can be coveredby Public Works, such as safety in the field. Thepolicy from the CH2M
Hillcompanymay have several items that this committee should address, and itwas suggested that committee
members review that policy as well. Trish will contactWCIA to see if there are safety training programs, videos,
posters, etc. Trish will also contactthe Fire Department to see if they can hold training sessions for such topics as
how tohandle fire extinguishers, evacuationprocedures, and first aidand/orCPR classes. It wasmentioned that
safety orientation shouldbe handled simultaneously with new employee orientation,using the Accident
Prevention Program as a guide.
First Aid Kits: Chris Bainbridge will locate all first aid kits in order to determine if more kits are needed (in the
new permit center for example). It wasmentioned thatH.R. formerly had the responsibility of making sure allthe
kits were adequately stocked. Chris willalso coordinate with Brian and/or Jennifer regardingacquiringa Safety
Bulletin Board for CenterPlace; and will send out ene-mail to determine which employees are first-aid and/or
CPR certified, as wellaswhich employees hold a Commercial Driver’s License (CDL) tomake sure those
employees are familiar with safety requirements connected with a CDL. Brian will send Chris a list of
CenterPlace’s first aid kits andany other first aid equipment.
Material Safety Data Sheets (MSDS): this topic wasdiscussed and it was mentionedthatblanksheets usually
accompany hazardous materialsas they are delivered.Brian willcheck CenterPlacefor any data sheets.
Thecommittee will schedule another meeting in a fewweeks.The meeting adjourned at approximately 3:00p.m.
