ENVIRONMENTAL CHECKLIST
ADDENDUM
A. BACKGItOiJND
9 Argonne Road underpass and upgrade Also the continued expansion of the Spokane Valley
sewer
10 The standard permits before construction will be issued, no other know of
1-1 This project envisions the development of a motel/restaurant and possibiy a convenience store with
gasoline pumps
12 The location of the proposal is on the east side of Argonne Road just to the north of Interstate 90
The property is commonly known as N 2024 Argonne Road (insert the section, township, and
range) The property includes approximately 340 frontage feet on Argonne Road It is L-shape
with a depth of approximately
13 The proposed achon does lie within the Aquifer sensltive area and the general sewer service area
It is outside the City of Spokane
B ENVIRONIVIEIVTAL ELEIVENTS
1 Earth
a The site may be generally descnbed as quite flat with the soil predominately Spokane Valley
gravelly loam
b There are no slopes on the site
c The soil is the typical gravelly loam found on the Valley floor
d There are no indications of unstable soil
e There would be excavation for footings There would also be fine grading of soils to meet
grade No other excavation of soils are planned
f The only erosion which would be anticipated would be from dirt mounded up dunng
construction which, of course, would be held to a minimum
g It is estimated that 80% of the site approximately would be covered by impervious surfaces
The project would comply with landscaping areas and (208) drainage areas
h The site has minimum exposure to erosion because it is so flat The project would, of course,
comply with all landscape and drainage requuements
9
.
. .
B. ENVIIt4NMEENTAL ELENIENTS (continued)
2 Air
a Air pallution could result dunng construction from dust and the odor of construction geople
moving tn and aut of the site Air quality also couid be impacted by automobiles moVing in and
out of the site Quantities of such passible pollution are not known
b There Zs a particularly offensive cattle feeding yard operation to the north and ea.st of the
proposal The odor is noticeable i❑ the warmer days of the year
c Water will be used to control dust on the constructian site if needed Finlshing the anticipated
lmprovements for the Argonne Road corndor should improve the qualxty substantially since rt w111
keep the cars movung through the lntersection instead of havzng so many automobiles idling
waiang for tra.ins to pass
3 Water
a (1) None
(2) None
(3) None
(4) None
(5) No
(6) None
b (1) No ground water will be withdrawn The only water being discharged lnto ground
water w111 be for landscaping purposes and approved fluid from draFnfield
(2) 4ther than irrlgation water, the only other fluid discharged lnto the ground will be
from septlc tanks and drainfields Those draunfzelds will be adequate enough to handle
fluid from a 4,000 square foot restaurant, 4,000 square foot convenience store, and a motel
whxch would encompass 70 to 120 rooms
(3) Spectaily designed areas will be implemented to handle roof and parking lot run off
There Ys no storm sewer in the area (208) areas will be designed to filter the fluxds
through green areas Water flawzng into these areas could be tainted by any of the normal
pollutants resulting from alot of vehicular activity Additional pollutants, such as those
found m areas on the highways, could enter the soil from vehlcles haLiling a varlety of
materzals
(4) None
(5) The restaurant portion of the development will be equlpped with proper disposal
systems so that no grease enters the dz-ainfields Employees will be educated to make sure
that no chemicals are poured dvwn tollets or sinks The convenience store will aiso school
employees to make sure that no dismfectants or cleaning solvents will be disposed of in the
drainfield Much the same applies to the motel
B. ENVIRONIVI]ENTAL ELEMENTS (continued)
3 Water (continued)
c Water Runoff (including storm water)
(1) Storm water runoff will be filtered through the (208) drainage areas allowing it to
follow its natural course into the ground No water will flow into other bodies of water
from the subject site
(2) Other than "household type" cleaning chemicals, no chemicals will be stored or
handled on the site Of course, the convenience store, with its gasoline pump business,
will handle an inventory of gasoline which will follow a special permit Permitting process
to be approved by the controlling agency
(3) Waste materials could enter the ground or surface waters from faulty septic tank
systems, poorly designed parlang lot run off, petroleum links or spllls, and cleaning
solvents or agents inadvertently dumped into the drainfields
d Many precautions will be taken to insure that surface, ground and run off waters do not
adversely impact the ground waters Special containment features will be designed into the
gasoline sales and storage areas All run off water will be drained and channeled into (208)
designated drainage areas
4 Plants
a Vegetation found on the site includes deciduous trees, such as maple and locust, evergreen
trees, fir, shrubs, grasses, and other type of domestic and wild flowers
b Nearly all of the vegetation on the site will either be altered or removed
c None
d The project wili be extensively and attractively ]andscaped with shnibs, trees, and grass
Hardwood native trees and also evergreen trees will be utilized
5 Animals
a About the only animals that would be present on the site would be song buds and small
mammals such as mice
b None
c None, except small birds
d None, except the utilization of landscaping by bird hfe
. .
B. ENVIRONMENTAI, ELEIVIENTS (continued)
6 Energy and Natural Resources
a The project anticipates the use of electncity for all of its lighting and power needs Heat
pumps will be used for heating and coohng with natural gas back up furnaces compnsing the rest
of the heating, ventilation, and air conditioning systems
b There is no swimming pool to be built nght away, however, if a pool is added, utihzing solar
energy panels is under senous consideration
c Major concessions will be taken into account in conserving energy Those would include using
large amounts of insulation in the floor walls and ceilings of the buildings, using double paned
glass for the windows, using vapor bamers where ever possible to keep airflow at a minimum in
the buildings, utilization of foam materials to help sealed cracks in insulating windows, doorways
and foundations
7 Environmental Health
a There is a nsk of fire danger in the buildings There is also nsk of fire explosion around the
gasoline pumps at the convenience store Additlonally, there is a consistent possibility of
automobile accidents
(1) Emergency services could be required for fire protection, gasoline spillage, and
automoblle accidents Additionally, police protection could be required in the event of
theft or violent acts
(2) The project will comply with all fire and health codes to prevent hazards
b Noise
(1) Noise would result from construction on the site and from vehlcular traffic or
construction procedures Noise could also be created by vehicles entenng and exiting the
site
(2) The constructaon noise would be short term in nature The traffic would be long term
in nature It would be anticipated that most of the vehicular traffic would occur dunng
dayllght hours and dunng the first three or four hours of the evening
(3) Noise will be some what mitigated by the buildings lined on the outside of the
perimeter of the property with vehicular traffic mostly inside Landscaping and fencing
may additionally reduce noise level During construction, vehicular traffic wil] be held to
dayhght hours
B. ENVIRONIVLENTAL ELElVIENTS (continued)
8 Land and Shoreline Use
a To the north of the site is a motel and restaurant, to the south of the site is a fast food
restaurant, to the northeast of the site is a small cattle feeding yard, to the east of the site are
vacant fields, on the other side of those fields on Locust Avenue are single family homes, across
the street from the site are office buildmgs, restaurants, and another motel
b None
c Structures on the site will include a multi-story motel of pnme construction Also included
will be a single story restaurant and single story convenience store which will be of frame and
masonry constructaon
d Structures to be demolished include a concrete block church, a steel storage building, and a
single family home
e The current zoning classification of the frontage of the site is multi-family, UR-22 The
balance of the site is zoned B-2 for commercial purposes
f The current comprehensive plan designation for the site is Urban/Commercial (Mark, double
check)
g None
h None
1 Approximately 80 to 100 people would work at the vanous businesses envisioned by the plan
Of course, all of those would not be on the premises at the same time
j There are several people who work at the church, however, the church has already made plans
to acquire another facihty in the Valley From the net point of view, no workers will be
displaced
k None
1 The proponents will follow all of the outlirung procedures for a change zone and use through
the various agencies of Spokane County and the State of Washington
9 Housing
a The motel, of course, would provide temporary housing No permanent housing is anticipated
b One single family, middle income house would be eliminated
c None
. '
B. ENVIRONMENTAL ELENDENTS (continued)
10 Aesthetics
a The tallest structure anticipated in the development would be the motel which would be 2 1/2
stones in height or approximately 30 feet
b The only view that would be impacted would be that of the motel property and the restaurant
adjacent and to the north of the proposed development Views into the church property from the
north facing rooms would now face the motel building on the north property line of the
development
c The overall impact of the proposed development would be to improve the aesthetics of the area
quite dramancally The views from the property on south loolang to the north also look into the
cattle feeding yard Most of the church property is not landscaped The proposed development
would be bounded and scattered by attractive landscaping and clean architecturally pleasing
structures
11 Light and Glare
a Lightulg and glare will be created by signs, night lights for parking lot, foot paths, and
security, and head hghts of car entenng and exiting the development This would maully occuz
in the everung
b Lights from signs might be distracting to some automoblle dnvers Views would be minimaily
affected
c None
d The positioning of buildings, landscaping, and fencing would minimize the vehicular spraying
of lights into adjacent areas Parking lot lights would be position so as not to shine off the subject
property The height and intensity of signs would comply with the codes of Spokane County
12 Recreation
a None
b None
c None
13 Histonc and Cultural Preservation

B. ENVIRONIVIENTAL ELEiViENTS (continued)
14 Transportahon
a The property fronts on Argonne Road, a seven lane artenal running north and south in Spokane
Valley The property is one ownership north of the I-90 federal freeway system The property
cunently may be accessed from the north or the south, although that could change with the
increase in channelization on Argonne Road Access to Argonne Road thzough vanous curb cuts
is shown on the arclutectural rendenng submitted with this application
b The site is currently served and will continue to be served by the Spokane Transit Authonty
The bus stop is approximately
c Approximately parking spaces would be eliminated and approximately parking
spaces would be created
d The proposed development would not require any new roads, streets, or improvements
e None
f The motel/restaurant/convenience store would generate approximately 1,120 vehicular tnps per
day on the average Since the restaurant and convenience store generate quite a bit more traffic
than the motel, it is anticipated that the peak traffic hours would be around the lunch and dinner
hours, and also when most of the traffic is heading home after work
g Adequate traffic circulation patterns and parlang will be provided by the development to insure
that vehicles can get off the public road and into the development without delays
15 Public Services
a The development would increase the need for public services for fire protection, police
protection, and emergency health care
b The proposal would reduce the need for public services by implementing the best construction
methods to reduce fire hazards and by keeping the parking ]ots, sidewalks, and hallways well llt
to reduce cnme Nothing is planned to reduce the impact on emergency health care services
which might be required
16 Utilitles
a The utilities cunently available at the site include electricity, natural gas, water, refuse service,
telephone, and anticlpated septic system designed to the site The slte is not currently served by
city sewer
b All of the services which are available as descnbed in 16a above will be utilized on the site
dunng construction and after completion of the development Modern Electric is the purveyor of
water for the area Electncity and gas is Washington Water Power
