Location: Generally located at the northwest corner of Wall Street and
Price Avenue in Section 19-26-43.
Proposal: Planned Unit Development for 20 Duplexes.
Action: Continued until such time as all of the requested engineering
and hydrological studies are completed in detail sufficient to
satisfy the req uirements of the County Planning Department anci
County Engineering Department. Upon completion of this data,
the item will be placed on the next available date for a public
hearing by the Zoning Hearing Examiner Committee. (Vote: 3- 0)
4) ZE-51-85, Agricultural to Multiple Family Suburban and Local Business: Guthrie
Location: Generally located at the southeast corner of Argonne Road and
Upriver Drive in Section 5-25-44.
Proposal: Convenience Store and two Duplexes.
Action: Denial. (Vote: 3 - 0)
The residents of the Pasadena Park area wish to preserve their
existing suburban lifestyle, and the Zoning Hearing Examiner
Committee felt the issue of appropriate land use should be
addressed through detailed land use planning and be accom-
plished as a community effort for any future proposal for this
area.
5) ZE-25-84r Agricultural Suburban to Restricted Industrial: Patterson
Location: Generally located west of and adjacent to the intersection of
University Road and Fairview Avenue in Section 8-25-44.
Proposal: Light Industrial Uses.
Action: Approval. (Vote: 3 - 0)

policies and guidelines The Zoning Administrator has determined
that "No probable significant adverse impaets" would result f rom the
proposal being developed and has issued a Detemination of
Non-Siqnificance ("DNS") ,
The "DNS" was circulated to ten other agencies of jurisdiction and
other agencies/departments affected by the future development for
review and comment The "DiVS" comment period ends July 31, 19859 and
was advertised 15 calendar days before said date in the newspaper, by
1 etter to adjacent property owners wi thi n 400 feet of the proposal,
and by notice on a sign posted on the proposal site The Hearing
Examiner Committee may consider additional environmental related
testimony and the "DNS" at the public hearing
U PLANtJING SUMMARY
The proposal can be made consistent with the Industrial category of
the Comprehensive Plan through recommended development conditions
Its unique location, adjacent to an Urban category, necessitates
additional development techniques that will prodide for transition
and compatibility These will include a 35-foot buffer along
Unidersity Road, landscaping, sign controls, height limitation, and

petition includes the owner(s) property, and further not to object, by the
signing of a ballot, the formation of a RID by the resolution method
pursuant to Chapter 36 88 RCW, which resolution includes the owner(s)
property If a RID is formed by either the petition or resolution method,
as provided for in Chapter 36 88 RCW, the owner(s) or successor(s) further
agree (1) that the improvements or construction contemplated within the
proposed RID is feasible, (2) that the benef its to be derived from the
formation of the RID by the property included therein, together with the
amount of any County participation, exceeds the cost and expense of
formation of the RID, and (3) that the property within the proposed RID
is sufficiently developed Provided, further, the owner(s) or
successor(s) shall retain the right, as authorized under RCW 36 88 090, to
object to any assessment(s) on the property as a result of the
improvements called for in conjunction with the formation of a RID by
either petition or resolution method under Chapter 36 88 RCW
It is further agreed that at such time as an RID is created or any Road
Improvement Project is sanctioned by Spokane County, the improvements
required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner, their
heirs, grantees and assigns
