all rules and regulations of the Spokane County Health Ihstnct and is further condiaoned and subject to specific application approval and issuance of pernuts by the Health Dismct 2 The owner(s) or successor(s) in interest agree to authonze the County to place theu name(s) on a pention for the formation of ULID by petition method pursuant to RCW 36 94, which petiuon includes the owner(s)'
