SITE ANALYSIS (continued) ZE-41-87 - Cornprehensive Plan: (continued) defined by the Comprehensive Plane The appropriate land use therefore could be either Urban or Industrial dependent upon existing land uses in the areae The Comprehensive Plan also states that soiae Urban designations may be appropriate for light industrial development provided they are with existing land uses9 not adverse to existing residential development9 and have direct access to an arterialo University Road adjoining the site is designated as a Plinor Arteriale The site developrnent plan indicates compatibility with other existing industrial uses in the areae And the land use pattern indicates that the proposed rezone is not intrusive into an ex i st i ng res i dent i a 1 deve 1 opment o The Comprehensive Plan suggests that transition measures be incorporated into the development of industrial sites. The rezones in the Urban designation have generally been conditioned for light industrial uses, a high degree of landscape treatinents, and aesthetic bui lding features. Zoning iirQnediately to the north of the proposed rezone is a high density Multi-Family Suburban Zone approved in 1979e The approved site development plan calls for the development of twenty-four (24) to twenty-seven (27) apartment units on the site. Zones in the area are scheduled to crossover to the new Zoning Code in 1991 as follows: Restricted Industrial becomes Light Industrial (I-2) Agricultural becomes Urban Residential-3.5 (UR-3.5) Mu1ti-Family Suburban becomes Urban Residential-22 (UR-22) Site Characteristics: Site Size: Approximately 405 acres - Existing Buildings: Three (Major) Topographyo Relatively flat Vegetation: Natural and landscaped Agricultural Sumnary: The Urban category is not intended for agricultural protectiono Adjoining Streets: Van Marter Road, a Local Access Street9 to the southeast of the site is a 50 foot County right of way improved with two paved lanes and curbo University Road9 a Minor Art-erial, to the west of the site is a 50 foot County right of way improved with two paved lanese Proposed Site Plan: Use: Office, warehouse and light industrial Proposed Buildings: Two new bui ldings, one addition to an existing bui lding, and one future bui lding Site Coverage: 33% 14aximum Structure Heighta Approxo 26 feet Total Floor Area: Approxo 48,824 square feet Building Setbacks: PROPOSED REQUIRED Front Yard ' CL Side Yard (R) 0 Side Yard (L) 35' S' Parking: 92 spaces (new) approx. 79 spaces (for the two new _ bui ldings and one bui lding addition r II. SITE ANALYSIS (continued) ZE-41-87 Proposed Site Plan: (continued) Proposal: The applicant proposes to rezone the property, which contains four separate zone classifications and at least three separate site development plans, into one zone; Light Industrial (I-2) Zonee Consolidation of the property under one zoning designation would faci 1 itate and siinpl ify developrnent of the propertye A portion of the propertyp primari ly Lot 49 Block 1 of Montgomery Coninercenter 9 i s current ly dede 1 oped f or 1 i ght i ndu stri a 1 use a These existing developments, including the building, parking areas, and landscape areas, would not be significantly affected by the rezoning to Light Industrial (I-2)a Any future developments on that property would be subject to the Light Industrial 0-2) standards. The existing light industrial use, Rolatape Corporation, plans to expand, in phasesy onto the entire rezone site. The use primarily involves the 1 ight assembly and manufacturing of ineasuring devices and soiae accessory uses such as a punch press and plating. The Light Industrial (I-2) Zone will allow the primary and accessory uses planneda Site Plan Considerations: The site plan shows the addition of three proposed buildings consisting of approximately 39,000 square feete A ' f uture bu i1 d i ng, cons i st i ng of approx imate 1 y 10,000 s quare feet, i s located at the northwest corner of the rezone sitee The house that . currently exists at that location would remain as a residential use until redevelopment of the property to industrial usage. Proposed new parking is indicated as being central to the three proposed buildingsa Access to the site would be provided by one driveway to University Road and froin the existing building and parking fronting on 1►an 14arter Drivee landscaping and setbacks indicated on the proposed site plan are generally consistent with the standards of the Light Industrial 0-2) Zonee The proposed thirty-five (35) foot building setback from the north property line is nuch greater than that required by the Light Industrial (I-2) Zone; the setback requ i red i s on ly f i ve (5) feet o The purpose of th i s i ncrea sed setback is to provide a greater separation between the proposed new building and adjacent residential uses to the north of the property. note: - The s i te p 1 an submi tted f or red i ew by the Zon i ng Near i ng Exardiner Conanittee is general in naturee Detai led review to determi ne comp 1 i ance wi th a 11 Ord i nance regu 1 at i ons and condit ions of approval i s recortmended to be admi n i strati ve and to occur at the Building Permit stage. ~ ~ - ~ III. SITE DEVELOPh1ENT RECOMMENDATIONS ZE-41-87 Desi n: The proposed site development plan generally indicates compance with the design standards of the Light Industrial (I-2) Zone and the Spokane County Zoning Codeo The thirty-five (35) foot setback area indicated along the north property line should be a condition of approval to provide separation from adjacent land uses to the north. Bufferin /Landsca in : Landscaping shown on the proposed site plan, speci7ic y aloniversity Road and along the north property line, is generally consistent with standards of the Spokane County Zoning Code. It should be noted that the Type I landscaping required along the north property l ine is to be a minimwn twenty foot in width. The site plan also shows the continuation of a six foot high redwood fence along the north property line with the phased development of this property. Installation of this fence should be required as a condition of approval of th is rezone. .
