No 27 The applicant seeks to install an additional sign not exceeding 250 square feet on the current srte, for a retall building Zoning Code 14 504 040 requues the submittal of a change of condition application when the conditions of approval of a previous rezone are sought to be revised The site is designated in the Urban category of the Comprehensive Plan The Urban category recommends a residential net density range of 1 to 17 units per acre The more intensive uses in the Urban category, such as light industnal and neighborhood commercial, are expected to be located near or along the heavily traveled streets The least intensive single- family residential uses should be isolated from the noise and heavy traffic, wlule multifamily structures will usually be a transitional use Our Rural Environment v Snohomish County, 99 Wn 2d 363, 370-371 (1983), and Tugwell v Kitntas County, 90 Wn App 1, 8, footnote 6(1997) As discussed above, the project generally conforms wnth the Comprehensive Plan Changed conditions which support the proposal include reclassification of the zomng of the site to the B-3 zone, subject to the conditions of the 1985 rezone, a transition toward more intensive commercial zorung and uses along SR-27, increased traffic along SR-27 and Mission Avenue in the area, the extension of public sewer to the area, deslgnation of the site within the County's IUGA boundanes, and general population growth in the Valley area of the county IV. Surrounding uses include a restaurant, commercial and retail uses and a single family residence. Backqround: A zone reclassification, ZE-89-85C from Freeway Commercial to Commercial for the development of a retail center, was approved by the Hearing Examiner Committee on March 6, 1996 for 3.74 acres which includes the subject property. The requested change of conditions is for the purpose of modifying the following condition of approval: Planning Department Condition #1: That the site be allowed only two (2) detached signs of 150 square feet each; one for the restaurant and one for the retail center. All other signs are to be placed flat against the building. Staff Analysis; The site is located within the Urban category of the Comprehensive Plan and wi#hin 50 feet of the Major Commercial categvry. The Urban category is intended to pravide the oqportunity tor the develapment of a cihylike envir4nment which ineludes varivus land uses, intensive residential development and public facilities and services. Detailed definitian D states that "Due to the wariety of and rnix of land uses and activities fvund in the Urban category, there are fev+r land use activities that would be irrappropriate. Many uses may require screening ar a#her perFormance standards ta make them comp,atible with one another. The purpose and intent of the existing Regional Business (B-3) zvne is to pravide far a wide range of retail and seniice activities, arrd to implement comprehensirre plan policies which encvurage development along Principal Arterials or highways. Sign standatds for the Ftegivna! Business {8-3} zcrne are specified in Section 14.804.120 of the Zoning Cvde. The development standards for freestanding signs wi#hin the Regionai Business (B-3) zvne are °fireestanding signs shall not exceed two (2) square feet per lineal foat of street frontage up ta a maximum of two hundred (250) square teet in s'rgn area nor thirty-fve (35) feet in height abawe grade.
