1 The property is generally located at the southwest carner of the xntersecaon of
Sprague Avenue and McDanald Road in Section 22 Township 25 North, Range 44
EWM, Spokane County, Washington
2 The commtttee adopts the Planning Department Report as a part of this record
3 A site plan was submitted by the apphcant deplcting a 4 000 square faot clothing
store
4 The existing land use in the area is Commercial an all sides of the proposal
5 The Comprehensive PIan designates this site as Major Commercial The Major
Commercial category is intended to provide the opporturuty for development of
communlty and regional shopping facilines
6 The Artenal Road Plan designates Sprague Avenue as a Pnncipal Artenal, with a
recommended nght of way width of 130 feet The existing nght of way is 110 feet
wide The County Engmeer recommended that a IQ foot wlde stnp of land along
sprague Avenue be set aside as a future acquisltion area for road unprovements
7 The Artenal Road Plan designates McDonald Road as a Minor Artenal Spokane

shall be in accordance with standard traffic engineenng practices Paving or
surfacing as approved by the County Engineer, will be requued for any pornon of
the project which is to be occupied or traveled by vehicles
6 The constcucaon of the road unprovements stated herein shall be accomphshed as
approved by the Spokane County Engineer
7 The County Engineer has designated Typical Roadway Section Number One, Major
Artenal standard for the improvement of Sprague Avenue, which is adjacent to the
proposed development
8 The County Englneer has designated Typical Roadway Secaon Number One, Major
Artenal standard for the improvement of McDonald Road, which is adjacent to the
proposed development
9 All requued unprovements shall conform to the current State of Washmgton
Standard Specificahons for Road and Bndge Construcnon and other apphcable
County standards and/or adopted resoluaons pertaimng to Road Standards and
Stormwater Management in effect at the date of construcaon unless otherwise
approved by the County Engineer

10 Applicant shall construct a paved and delineated approach(es) to meet the existing
pavement on Sprague Avenue and McDonald Road
11 Roadway standards, typical roadway sections and drainage plan requuements are
found in Spokane Board of County Comnussioners Resolution No 80-1592 as
amended and are apphcable to this proposal
12 This subdivision or development proposal is located within a drainage basin which
has been identified by the Spokane County Eng7neer's office as having stormwater
runoff pmblems Since thls plat or development proposal is affected by or is a
conmbutor to stormwater flows, property owners should participate in the planning
and implementation of a future basinwide stormwater management system The
following statement shall be placed in the plat dedication
' The owner(s) or successor(s) in interest agree to join in any County-approved
stormwater management program and to pay such rates and charges as may be fixed
through pubhc heanngs for service or benefit obtained by the planning, design,
constructuig, maintaining or operation of stormwater control facilities
13 No construction work shall be performed within the existing or proposed pubhc
nght-of-way until a pernut has been issued by the County Engineer All work
within the public road nght-of-way is subject to inspection and approval by the

14 The County Artenal Road Plan identif'ies Sprague Avenue as a Pnncipal Artenal
The exisang nght-of-way width of 110 feet is not consistent with that specified in
the Plan In order to unplement the Artenal Road Plan, in addition to the requued
nght-of-way dedicanon, a stnp of property 10 feet in vvidth along the Sprague
Avenue frontage shall be set aside in reserve This property may be acquired by
Spokane County at the ame when artenal improvements are made to Sprague
Avenue
15 There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition
Spokane County assumes no financial obhgation for adjustments or relocation
regarding these ualines Apphcant(s) should check with the applicable uahty
purveyor and the Spokane County Engineer to detemune whether applicant(s) or
the utihty is responsible for adjustment or relocation costs and to make
arrangements for any necessary work
Special Conditions
16 Spokane County has agreed to purchase from the apphcant 16 feet along the
McDonald Road frontage per a recorded agreement The site plan subrrutted with
the proposed zone change delineates only 12 feet, the site plan and setbacks should
be changed to reflect the 16 foot acquisition

9 Warehouse Industries, Inc owns certain property at the
10 Southwest corner of Sprague and McDonald, except for the Union
11 Oil site, which is one hundred feet (100') East-West by one
12 hundred fifty feet (1501) North-South at the corner This
13 agreement is entered into in contemplation of the construction
14 by Warehouse Industries, Inc of a Tidyman's store on the site
15 in accordance with the site plan by Taylor Engineering, Inc
dated 3/14/90 as modified by this agreement

17 1 The requirement for disposing roof runoff into grassy
18 11208" swales is eliminated and Warehouse Industries, Inc is
19 allowed to route the roof runoff directly into drywells,
20 provided an approved roof is installed This will eliminate the
21 11208" ponds which would have been located at the South edge of
22 Warehouse Industries, Inc 's property
23 2 Spokane County will pay the cost of installing the
24 additional drywells required due to the deletion of the 11208"
25 ponds at the South edge of the property
26 3 No landscaping will be required at the South edge of
27 the property and the general requirement that ten per cent (10%)
28 of the property be in landscaping is waived
29 4 Spokane County will reimburse Warehouse Industries,
30 Inc for the cost (including engineering and construction) of
31 relocating the Southern portion of the pressure storm drain lipe
32 near the West boundary of the property as neEded to accommodate

The following "Conditions of Approval" for the above referenced zone
change are submitted to the Spokane County Hearing Examiner Committee
for inclusion in the 1°Planning Report" and "Findings and Order" of
the public hearing scheduled March 21, 1991
Prior to issuance of a building permit or at the request of the
County Engineer in conjunction with a County Road Pr03ect/Road
Improvement District, whichever action comes first
E38 Applicant shall dedicate the applicable radius on Spraque Avenue
and McDonald Road, in conjunction with acquisitzon of the 16
feet on McDonald Road by Spokane County per recorded aqreement
- Prior to release of a building permit or use of the property as
proposed
E40 Access permits for approaches to the County Road System shall be
obtained from the County Engineer
E43 Applicant shall submit for approval by the Spokane County
Engineer road, drainage and access plans
E49 The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire proiect or portion thereof if the
development is phased
E95 A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer The design,
location and arrangement of parking stalls shall be in

E51 All required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge
construction and other applicable county standards and/or
adopted resolutions pertaining pertaining to Road Standards and
Stormwater Management in effect at the date of construction,
unless otherwise approved by the County Engineer
E53 The applicant shall construct a paved and delineated
approach(s) to meet the existing pavement on Sprague Avenue and
McDonald Road
E55 Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane Board of County Commissioners
resolution 80-1592 as amended and are applicable to this
proposal
E56 This plat or development proposal is located within a drainage
basin which has been identified by the Spokane County Engineer"s
Office as having stormwater runoff problems Since this plat or
development proposal is affected by or is a contributor to
stormwater flows, property owners should participate in the
planning and implementation of a future basinwide stormwater
management system The following "Condition of Approval" shall
be required
That the owner(s) or successor(s) in interest agree to 3oin
in any county approved Stormwater Management Program and to pay
such rates and charges as may be fixed through public hearings
for service or benefit obtained by the planning, design,
