Re: 1321 S. Evergreen ltd. Sewer Connection Requirements & Fees
Dear Mr. Moyer:
The above referenced property is located within the boundaries of the Sutter Sewer
Project, which is scheduled for construction in 2008. However, the County will be
installing sewer in Evergreen Road in 2004 in conjunction with a Road Project. The
County will install two (2) 4" side sewer stubs to serve the propaty at 1321 South
Evergreen Road.
It is our understanding that there are two (2) existing dwellings on the property and that
the City of Spokane Valley has agreed to allow the two (2) dwellings to remain as an
existing non -conforming lot and that the two (2) dwellings are required to make
connection to the Spokane County Sewer System when that system is available.
The Spokane County Division of Utilities is requiring that each dwelling be served by
separate, individual side sewer lines and to ootmect to separate, individual side sewer
stubs when the system is available. The system tentatively should be available sometime
in mid to late fall of 2004. Connection of the dwellings to the system will be at the
expense of the owner(s). A sewer comuection permit is required for each dwelling prior
to connection. The sews permits cannot be issued until the system has been completed
and released for connections.
Under the Capital Facilities Rate (CFR) financing approach, property owners se charged
according to the number of Equivalent Residential Units (ERUs) assigned to their
property. This property has two (2) ERUs. Therefore, a CFR will be assigned to each
dwelling.
The CFR Rate for the year 2004 is 55,050.00 per ERU. This property will owe two (2)
CFRs which equals to 510,100.00. The CFRs may be paid in full or spread out over
twenty (20) years at 536.65 per month for each dwelling (for a total of 573.30 per
month). The monthly payments include interest at the annual rate of 6%.

If the owners) elects to pay the CFRs monthly, he/she must sign a "Special Connection
Charge (SCC) payment Option Selection Record (see attached copy) prior to the issuance
of the sewer connection permits.
If the owner(s) elects the monthly pay plan, he/she may pay off the balance at anytime
during the twenty (20) year period. The owner(s) may make partial payments of $500.00,
or more, at anytime to pay -down the balance. If the ownership of the property changes
during the twenty (20) year pay back time, the new owner(s) may pay the remaining
CFR(s) balance in full or the may assume the monthly payments.
Upon connection of the two (2) dwellings the County will also begin billing the sewer
service fee for the use of the sewer system. The current sewer service fee is $24.50 per
month per dwelling.

Dear Mr. Moyer,
This letter is in response to your request to allow permitting to continue on your property
located at 1321 S. Evergreen in the city of Spokane Valley and to decide on the
disposition your current situation. I have discussed the matter in detail with our former
Interim Director, Jim Harris and our current Interim Director, Greg McCormick, and the
following are our conclusions.
After reviewing the information you submitted we believe it would be in the best interest
of all parties to allow the use of two single family residences to continue but proper
building permits and a "certificate of occupancy" must be acquired. You will need to
contact our Building Department for the necessary permits.
The size of the lot and current standards will not allow a subdivision of the property so it
leaves us no choice but to recognize this piece of property as an existing non -conforming
lot. You will be able to continue using the property for two single family residences but
will not be able to separate the existing dwelling units.

John Larson, of the Spokane County Division of Building and Code Enforcement, has
contacted our office regarding an alleged violation of Section 106.1 of the Uniform Building
Lode in connection with the property located at 1321 South Evergreen Road, Spokane
County, Washington.
Specifics of the alleged violation are as follows: Failure to obtain a building permit for a
change from a detached garage to a 2°d residence on the same parcel of property.
Please be advised that a violation of the Uniform Building Code constitutes a misdemeanor.
As such, it is punishable by up to ninety (90) days iii jail, a fine of up to $1,000.00, or by
both such fine and imprisonment.
Please take immediate steps to correct the above violations. Your failure to do so within
fifteen (15) days of the date of this letter may result in a complaint being filed against you
for a violation of the Uniform Building Code.
