SPOKANE VALLEY EMPLOYEE SAFETY COMMITTEE MINUTES
Spokane Valley City Hall, Opportunity Conference Room
October 17, 2012
Committee Members Present: Committee Members Absent: Others Present:
Michelle Rasmussen, Chair Tom Danielson
John Whitehead
Jay Grissom
Patty Bischoff, Recorder
1.Convene Meeting: Michelle convened the meeting at 4:03 p.m.
2.Minutes of July 11, 2012: Consensus to approve the minutes as presented.
3.Accident Prevention Plan:
We need to have it by law. We would like to: 1) have it; 2) train with it; and 3) maintain it.
The training on the APP could be done for new employees at orientation. We should conduct two
trainings for all current city employees: one for those who rarely deal with these safety issues, and
one for the others who deal with them on a daily basis.
A separate APP for the Public Works Dept. was completed in 2006 by Argus and accepted by the City.
Then Argus updated it in 2009, which we have, but it is still in draft form and has not been accepted
yet by the City. Committee members reviewed the APP. Now that it is 2012, it needs to be reviewed
for any new updates, and then we can sign off on it. We would like to add the Public Works APP to
dditional attachment/section because it is much more detailed
and there are items that relate to Public Works specifically.
The APP should have subjects in separate sections so that we can update sections if needed, rather
than redoing the whole APP or hiring a consultant to update. Michelle will look at both 2006 and
2009 versions to determine what was updated. She will break it down into sections to dole out to
various departments/employees to review for accuracy and current standards, and update
accordingly.
John will do an update/revision of the wording in Administrative Policy No. 300.420 Written Hazard
Communication Program to reflect person responsible for Material Safety Data Sheets (MSDS) is the
John will also check the L&I web site to confirm we should apply safety stickers to all products
around the office with potentially hazardous ingredients. Each department should have a designated
person to complete this.
4.Safety Concerns:
Bob Bebout opened a sealed first aid kit in a City vehicle and discovered bandages were missing.
There was one vehicular accident. Brant Collier was headed westbound on Broadway and was
onto the accelerator causing the Ford pickup he was driving into the Toyota Rav4 stopped in front of
him. His bumper was damaged, but the back of the Rav4 only had scratches and no dents. There is
a claim filed by the other driver. There were no injuries. The accident review is being conducted by
Public Works.
L&I is going to the Legislature to increase their rates.
5.Other Issues:
We would like to start enlisting now nominations/appointments for new Safety Committee members, who
would replace outgoing committee members starting with the January 2013 meeting.
There being no further business, the meeting was adjourned at 4:33 p.m.
