Dear Mr. Knerr:
It has been some time now since you were last contacted concerning the
storage of unlicensed and inoperable vehicles and miscellaneous auto parts
on your property located at East 7119 Fairview, Spokane, Parcel Number
12531-1703.
A recent visual inspection by our field inspector indicates, we believe,
that you are continuing to store these vehicles and parts on your property.
As you are aware, storage in an Agricultural Suburban Zone is limited by
Section 4.05.070 of the Spokane County Zoning Ordinance to, "storage of
materials used in the connection with the operation of a household and
activities associated with the normal operation of a household except that
property may be used for the storage of materials used in the construction
of the individual buildings on the property in the project."
Due to the length of time this matter has been pending, we are of the
opinion that a period of 14 days, beginning with your receipt of this let-
ter, should be sufficient time for you to bring your property into compli-
ance with the Spokane County Zoning Ordinance. If these matters are not
taken care of within the previously mentioned 14 days, we will be unable
to grant any further extensions of time and will have no choice but to
forward this case to the Spokane County Prosecuting Attorney's Office for
appropriate legal action. A violation of the Spokane County Zoning Ordinance
is a criminal offense and does carry a penalty of, "...two hundred and fifty
dollars ($250.00) or imprisoned in the County Jail for a term of not exceeding
ninety (90) days, for each offense. Each day that a violation is permitted
to exist shall constitute a seperate offense." Section 4.22.040.

It has come to our attention that the above use of property located at

Zoning Ordinance.
You are hereby notified to have this violation of the County Zoning
Ordinance removed within Ten (10) days of the date of this letter. Failure
to comply with this advisement will result in our turning this matter over to the
Prosecuting Attorney's Office for appropriate action.

Dear Mr. Allen:
We.live in a'residential area of the Orchard Avenue district and,
have for-.thetpast 17 years. This past fall a house on the•northwest
corner of Lily Road and,Fairview Avenue was sold from an estate and the
occupants, are fast makingajunk'yard of the premises. In this short time
they have accumulated several old cars and are wrecking them. The whole
place looks like a junk. yard and garbage dump. There is a general:
accumulation of boxes; etc. on the front porch of the dwelling and in the
yard. ` r

. If thisi stallowed to continue, it will depreciate the property.around _
the area so that`•no one will want to live here.
To our knowledge that property isnot zoned for a wrecking or junk
yard. We have;:not seen any notice posted for a zone•charige.nor have we
seen -any item in the local papers. concerning a request for change of
zohe'to•business. - t
We do not know what action we should take, Pefhaps•this letter is
sufficient to.,call it to your attention for action. . However; if a petition
from the neighborhood is necessary we will be glad-to•obtain this.- There
is no doubt everyone will sign it.

We, the -undersigned, being property owners in the neighborhood and near
vicinity of the residence property described herein, do hereby protest to the
Spokane County Planning Commission of the use of the property in violation of

Spokane County zoning laws as follows:
1. The property address and legal description is as follows: 5 ltl7

'Tract 146 of ORCHARD AVENUE ADDITION, except the North 160 feet
thereof, Spokane County, Washington.
2. The zoning is agricultural - suburban.
3. The owners are conducting a wrecking yard business thereon which is a
violation of the zoning provisions. Motor vehicles are moved on and stored
on the property or on a vacant lot across the street from these premises.
The vehicles are then disassembled for parts on the described property.
Towing equipment is used and parked at the premises or across the
street.
Anywhere from three to five vehicles are on the premises at any one time.
The use of the property for this purpose with the unsightliness of the
vehicles both towing and towed, detract from the residential nature of the
area and reduce property values in the area.
4. Verbal protests have been made to the authorities including the County
Commissioner and the use still continues.
This written protest is for the purpose of notifying the elected official of
a problem which it is their duty to resolve. The zoning is an official county law
and is to be enforced by County officials.
