Dear Ms. Fredrick&Ms. Glamp,
After conducting extensive review of the county records for the property at the above address, city staff
has determined that the status of this site is legal,nonconforming.
The reasons for this determination are as follows:
• Prior to 1994,the property had a single family residence on it.
• In 1994, a two-story residence was moved onto the property with the condition that the original
residence be converted to storage only. This condition was apparently never met and it has continued
as a separate residential unit.A 480 square foot garage was also moved onto the property in 1994.
• In 1995, the two-story house was converted to a duplex. The zoning of the property was UR-7 which
permitted duplexes.
• Current zoning (Spokane Valley) of the property is M-1 (Multi-family). The current Uniform
Development Code(UDC)would permit up to 4 units on the property.
• The duplex does not meet the current UDC requirements for a duplex because it does not have a
separate entrance for each unit but was legal at the time it was built in 1995.
Since the property would be permitted up to 4 residential units, the property is considered legal
nonconforming for zoning purposes.
