Thie 96-unit Manufactured Home Parlc with a deneity of 5.6 uaits per

BUFFExING TECHNIQIIES: The submitted site plan does aot indicate aaq
buffering to adjacent properties. Staff would recommend a 6-foot

OTHER SITE PLAN CONSIDERATIONS: The site is geaerallq flat with
natural grassee and little tree cover. Couaty Utilities is requiring
double plumbing and dry sewer connection plans to be approved by

ie requiring 10-feet additional dedication on Boone Avenue. Both the
County Health District and Utilities are authorizing the uee of

IV. CONCLUSION: This pro3ect is coasistent with the density guidelines of the
Comprehensive Plan. However, the proposed density at 6.8 units per acre is somewhat greater than the 5.6 units per acre approved oa the site to
the east.
Should tbis application be approved, Staff recommends extensive
landscaping aloag the rlghe of way to reduce noise geaerated by the
railroad and the truck stop to the south.

capable of supportiag the imposed loads of fire apparatus. The
mimimum paved roadway width, inside curb face to inside curb

permitted on one side with road widtbs of minimum 30 feet.

The tuzning radius of private roadways and drive sisles shall be
a minimum of 20 feet inside and a mfaimum 45 feet outside to
curb face. Cul de sace more than 640 feet from the center line
of the nearest cross street shall have a minimum radius of 37

5. Installation of f ire hqdrants are required to be installed and
, serviceable in accordance with the Spokane County Department of
Building and Safety prior to development. The water plan shall
show each fite hydraat and be in compliance with Chapter 10.04
of the 1979 edition of tbe Oaiform Fire Code. The present
desiga requires a minimum fire flow of 500 g.p.m. #or 30
minutes. The water plan shall specify the gallons per minute
for each fire hydrant at a residual pressure of no less than 20
p.s.i. (miaimum preaaure).
6. Where it is desired to have access control gates in residential
developmente, the folloving shall apply:
The minimum width of roadWay, inside of access gate, shall be
toelve feet (12'). •There ehall be at least two (2) such drive
approachea where the gates are located. One may be used for
vehicles exiting. Tire flatting 8pfkes shall aot be used unless
the eatrance is a aniniaaum of twenty f eet ( 20' )wide. The gates

and irrigation uses. floWever, satisfactory arrangements have
not been made to serve tbis proposal.
g) COUN1`Y AIR POLLUTION CONTROL AUTHORITY
1. Air pollution regnlations require that dust emissions during
demolition, eucavation aad construction projecta be controlled.
This may require use of water sprays, tarps, sprinklers, or
suspenaion of activity during ce=tain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissioas from
all other construction related activities.
2. Measures muat be taken to avoid the deposition of dirt aad mud
from unpaved surfaces oato paved aurfaces. If tracking or
spi11B occur on paved eurfaces,,measures must be taken
immediately to clean these surfaces.

3. All travelled surfaces (ingress, egress, parking areas, access
roads) muet be paved and kept clean.
4. It has been detetmined that fireplaces and wood stoves are a
aigaificant source of suspended particulates. The emall
particlea lOmicrona) are respirable and can have an $dverse
effect upon the health of the public. We strongly urge that if
wood stoves/fireplaces are ueed, that burning be done as
efficiently as possible. Al1 wood should be seasoaed and stored
in a dry place. During periods of poor ventilation or elevated
siT pol'lution levels, we request that use of wood staves and
fireplacee be discontiaued.
. 5. Some objectionable odors will likely result during the
construction phaee af the project and from motor vehicles using
the site following completioa of the project and from occupants
of the proposed projeet.

1. Applicant shall dedicate lU feet on Boone Avenue for
ri ght-of -way pri or to any use of the property.
2. Access permlts for approaches to the County Road System shall be
obtained from the Spokane County Engineer.
3. Applicant shall improve Boone Avenue in a manner consistent with
Spokane County TYP ICAL roadway secti on No. 2 mi ni mum pavi ng
width Access Standard.
4. Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the issuance
of a building permit on the property.
5. The aQplicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combi ned on-si te sewage system pl an and surface water di sposal
pl an for the enti re proj ect pri or to the issuance of any
building permit on the property.
b. A parking plan and traffic circulation plan shali be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shall be in
accordanGe with standard traffic engineering practices. Paving
or surfacing as approved by the County Engineer, w111 be
required for any pvrtion of the project which is to be occupied
or traveled by vehicles.

7. 'fhe word "applicant" shall include the owner or owners of the
propewty, his heirs, assigns, and successors.
8. The construction of the road improvements stated herein sha11 be
accomplished as approved by the Spokane County Engineer.
9. All required improvements shall conform to the current State of
. Washington Standard Specifications for Road and Bridge
Construction, and other applicable County standards and/or
adopted resolutions pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless
otherwise approved by the County Engineer.
10. Roadway standards, typical roadway sections and drairtage plan
requf rements are found i n Spokane Board of County Commi ssioners'
Resolution No. 80-1592 as amended and are applicable to this
proposal.
c) COUHTY UTII.ITIES OEPARTMENT
1. Pursuant to Board of County Comnissioners Resolution No.
80-0418, the use of on-site sewer disposal systems is hereby
authorized. Thi s authori zati on is condi tioned on compl i ance
with a11 rules and regulations of the Spokane County Health
' District and is further conditioned and subject to specific
application approval and issuance of permits by the Nealth
Di stri ct.
2. The owner(s) or Successor(s) in interest agree to authorize the
County to pl ace thei r naaae ( s) on a peti ti on f or the f ormati on of
a ULID by petition method pursuant to RCW 36.94 which the
peti tion i ncl udes the Owner(s) property and further not to
object by the signing of a protest petition against the
formation of a ULID by resolution method pursuant to RCW Chapter
36.94 Nhich includes the Owner(s) property. PROYIDED, this
condition shall not prohibit the 4wner(s) or Successor(s) from
objection to any assessment(s) on the property as a result of
improvements called for in conjunction with the formation of a
ULID by either petition or resolution method under RCW Chapter
36.94.
3. Any water servi ce for this project shal l be provi ded i n
accordance with the Coordinated Water System Plan for Spokane

be approved by the Gounty Engineer and the Health District prior
to the issuance of any bui1 di ng permi t for thi s project.
2. Sewage disposal method shall be as authorized by the Director of
Utllities, Spokane County.
3. Sub3ect to specific application approval and issuance of permits
by the Heal th Off i cer, the use of an i ndivi dual on-si te sewage
system may be authorized.
4. Water service shall be coordinated through the Director of
Uti 1 i ti es, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Department of
Social and Health Services.
6. Use of pri vate Mrel l s and water systems i s prohi bi ted.
7. Di sposal of sewage ef f 1 uent beneath paved surfaces is currently
prohi bi ted.

` feet, 6 inches (75 feet diameter).
5. Instal l ati on of fi re hydrants are requi red to be instal l ed and
serviceable in accordance with the Spokane County Department of
Building and Safety prior to development. The water plan shall
show each fi re hydrant and be i n comp'l i ance wi th Chapter 10.04
of the 1979 edi ti on of the Uni forin Fi re Code. The present
design requires a mi nimum fi re fl ow of 500 g, p.m. for 30
minutes. The water plan shall specify the gallons per minute
for each fire hydrant at a residual pressure of no less than 20
p.s.i. (minimum pressure).
6. Where it is desired to have access control gates in residential
developments, the foilowing sha11 apply:
The mi ni mum width of roadway, i nsi de of access gate, shal l be
twelve feet (12'). There sha11 be at least two (2) such drive
approaches where the gates are located. One may be used for
vehicles exiting. T1re flatting spikes shall not be used unless
the entrance 1s a minimum of twenty feet (20') wide. 7he gates
shall be provided with an approved method of emergency operation
in accordance with the fire department standards. Where each
dri ve approach i s 1 ess than twenty feet (20' ) i n wi dth and
controlled by gates, a secondary means of access shall be
provided with a clear, twenty foot (20') unobstructed opening.
f) WATER NURVEYOR
1. Water Purveyor is Consolidated Irrigation District #19, and
they will supply the site with adequate water for domestic, fire
and irrlgation uses. Nowever, satisfactory arrangements have
not been made to serve this proposal.

This may requi re use of water spraUrs, tarps, spri nki ers, or
suspensi on of acti vi ty duri ng certai n weather condi ti ons. Haul
roads should be treated and emissions from the transfer of
earthen materi al must be control l ed as wel l as em9 ssi ons f rom
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved su rfaces, measures must be taken
immediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.
4. It has been determined that fireplaces and wood stoves are a
significant source of suspended particulates. The small
particles (t lOmicrons) are respirable and can have an adverse
effect upon the health of the public. We strongly urge that if
wood stoveslfireplaces are used, that burntng be done as
efficiently as possible. All wood should be seasoned and stored
' i n a dry pl ace. Duri ng peri ods of poor venti 1 ati on or el evated
air pollution levels, we request that use of wood stoves and
f i repl aces be di sconti nued.
5. Some objecti onabl e odors wi 11 1 i kely resul t duri ng the
construction phase of the project and from motor vehicl es usi ng
the si te fol l owi ng compl eti on af the project and f rom occupants
of the proposed project.
6. All air pollution regulations must be met.
